(L&D) - On the afternoon of April 7, after being elected by the 16th National Assembly as Prime Minister of the Government for the 2026–2031 term, Comrade Le Minh Hung took the oath of office and delivered his inaugural address before the National Assembly and compatriots and voters nationwide. "Distinguished Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Viet Nam, President of the Socialist Republic of Viet Nam,

Leaders and former leaders of the Party, the State, and the Viet Nam Fatherland Front,

Chairman of the National Assembly Tran Thanh Man, esteemed members of the National Assembly, compatriots and voters nationwide,

First and foremost, I would like to respectfully express my sincere gratitude to the National Assembly for electing me to serve as Prime Minister of the Socialist Republic of Viet Nam. I am deeply aware that this is not only a great honor but also a heavy responsibility before the Fatherland, before the people, and in light of the requirements for rapid and sustainable national development.

At this solemn moment, I respectfully commemorate and express my profound gratitude to the great President Ho Chi Minh – the founder and trainer of our Party; and extend my deep appreciation for the immense contributions of previous generations, veteran revolutionaries, Vietnamese Heroic Mothers, heroes, martyrs, wounded soldiers, sick soldiers, compatriots, comrades, and people across the country who have strived and sacrificed so that our country may achieve the great accomplishments of historical significance it enjoys today, with its position and international prestige elevated to a new height. I would also like to sincerely thank the sound leadership and direction of the Central Committee of the Party, the Politburo, the Secretariat, Comrade General Secretary and President To Lam, as well as leaders and former leaders of the Party and the State, and previous generations of Government leaders, for laying a solid foundation for the Government in the next stage.

Honourable National Assembly,

The 14th National Congress of the Party has clearly defined the vision, objectives, drivers, and action programme for the new stage of development. The 2026–2031 term opens up new opportunities of a historic nature, requiring our country not only to continue developing but to make breakthroughs and rise strongly; not only to integrate but to elevate its position; not only to grow but to achieve rapid, sustainable and inclusive development, and to improve the living standards and well-being of the people.

Before the National Assembly and the people nationwide, I pledge that the Government will remain absolutely loyal to the Fatherland, to the people, and to the Constitution; steadfastly adhere to the path chosen by the Party, President Ho Chi Minh and our people; and unite as one under the leadership of the Central Committee of the Party, with Comrade General Secretary and President To Lam as the core. The Government will focus its utmost efforts on the following five major orientations:

First: Building a modern, enabling, and people-serving Government

The Government will give top priority to the development and comprehensive improvement of the institutional framework. It will resolutely review and synchronously amend legal provisions; maximize the reduction of administrative procedures; thoroughly remove bottlenecks and constraints to unlock and mobilize all social resources. It will build a streamlined, compact, strong apparatus that is effective, efficient, and impactful. In the spirit of an enabling and action-oriented Government, each member of the Government must “match words with action”, and administer with modern governance thinking, proactively and flexibly in all circumstances, in order to fulfill excellently the responsibilities entrusted by the Party and the people.

Second: Demonstrating the highest determination and efforts to steer the economy toward high and sustainable growth

An average GDP growth rate of over 10% per year in the 2026–2031 period is a development imperative to realize the country’s strategic objectives. The Government identifies the development of science and technology, innovation, and national digital transformation as the foremost breakthrough and the primary driver for rapidly developing modern productive forces, enhancing productivity, competitiveness, and strategic autonomy, and creating new growth drivers; developing synchronous and modern infrastructure; promoting green transition and proactively adapting to climate change. The state sector shall play the leading role, while the private sector shall become the most important driving force; ensuring that all localities, enterprises, and citizens have opportunities to contribute and to benefit fairly from development. The Government identifies investment in people as the most sustainable investment for the future; allocating adequate resources to fundamentally reform education and training, develop high-quality human resources, and attract and utilize talent. At the same time, it will enhance the capacity of the public healthcare system, provide primary-level healthcare, and ensure that all people have access to quality medical services. It will effectively implement social security policies, take care of persons with meritorious services and vulnerable groups, ensuring that no one is left behind. It will build and develop culture so that it truly becomes a solid foundation and an endogenous strength of the nation; affirming the identity and new position of Vietnamese culture commensurate with a developed country with a long-standing cultural tradition. It will strengthen national defence and security; build a firm all-people national defence posture associated with the people’s security posture. It will consistently pursue an independent and self-reliant foreign policy; promote economic diplomacy and technology diplomacy; and affirm Viet Nam’s identity and new position in the international arena.

Third: Effectively operating the organizational apparatus under the new model

From 1 July 2025, the two-tier local government model has been officially put into operation. The Government’s task is to ensure that this new apparatus operates in a substantive, effective, and efficient manner, becoming a new driving force. It will continue to promote decentralization and delegation of authority in association with appropriate resource allocation, and enhance the capacity of officials, especially those at the commune, ward, and special administrative unit levels, identifying 2026 as the “year of improving the quality of grassroots officials”; strongly shifting from administrative management to a service-oriented administration that enables development and better serves people and enterprises. Matters that local authorities can handle more quickly, effectively, and in closer alignment with reality shall be assigned to them. It will promote the spirit of proactiveness, flexibility, and accountability - daring to think, daring to act, and daring to take responsibility - among grassroots authorities, which are closest to the people. The satisfaction of the people and enterprises shall be the measure of the performance of government at all levels.

Fourth: Building a united, coordinated, and accompanying Government

The Government will consistently uphold the principle that state power is unified, with assignment, coordination, and control among agencies in the exercise of legislative, executive, and judicial powers; while fully promoting the role of the Viet Nam Fatherland Front, socio-political organizations, the business community, and the people in policy formulation, social criticism, supervision, and implementation.

The Government will closely, substantively, and effectively coordinate with Party bodies in institutionalizing and implementing the Party’s guidelines and policies; with the National Assembly in institution-building; with the Viet Nam Fatherland Front and socio-political organizations in grasping practical realities and listening to the aspirations of the people; and with localities in removing difficulties, unlocking resources, and creating development momentum.

Fifth: Building a Government that is honest, disciplined, steadfast, and accountable

I am deeply aware that the people’s trust is the greatest resource of the nation. For rapid development, the apparatus must be clean, officials must be honest, and public service must be disciplined. The Government commits to acting with the highest determination, placing national interests and the people’s well-being above all. It will continue to intensify the fight against corruption, wastefulness, and negativity; tighten administrative discipline; enhance the responsibility of heads of agencies and strictly control power. It will strictly handle acts of evasion and indifference to the difficulties faced by people and enterprises; and effectively implement mechanisms to encourage and protect officials who dare to think, dare to act, and dare to take responsibility for the common good.

Honourable National Assembly, compatriots and voters nationwide,

In the face of heavy yet glorious responsibilities, the Government for the 2026–2031 term is deeply aware of its responsibility before the people, and will always bear in mind the teachings of President Ho Chi Minh: “Our Government is the Government of the people, and has only one purpose: to strive to serve the interests of the people.” I pledge to work together with the Government, ministries, sectors, and localities in unity and determination to lead the country into a phase of breakthrough development toward prosperity, strength, civilization, and happiness.

I respectfully express my sincere thanks and look forward to continued close and regular leadership from the Central Committee of the Party, directly from the Politburo, the Secretariat, and Comrade General Secretary and President To Lam; the attention, feedback, and support from former leaders of the Party and the State; the effective coordination, accompaniment, and supreme supervision of the National Assembly; the close coordination of the Viet Nam Fatherland Front and socio-political organizations; and the support, trust, and active participation of compatriots, soldiers nationwide, the Vietnamese community abroad, and international friends.

I wish Comrade General Secretary and President, leaders and former leaders of the Party and the State, members of the National Assembly, distinguished guests, and all compatriots good health, happiness, and success. I wish the National Assembly every success in its first session of the 16th tenure".
