Ministry of Justice Commits to Close Coordination to Improve the Institutional Framework and Promote the “Double-Digit” Growth Target

(L&D) - On the afternoon of March 27, 2026, at the Conference on exchanging views and proposing policies and law to serve the "double-digit" growth target, Minister of Justice Nguyen Hai Ninh emphasized the commitment to accompany ministries, sectors, localities and business community in building a synchronized and transparent legal system, making it a strong foundation for rapid and sustainable economic development.

Speaking at the conference, the Minister stated that the event took place in the context of the 2nd plenary session of the Party Central Committee, which issued numerous new and decisive directives requiring the economy to achieve high and sustainable growth, with the aim of attaining “double-digit” growth in the coming period.

According to the Central Committee's orientation, the conclusion on socio-economic development for the 2026–2030 period will soon be issued, emphasizing the role of public investment, fiscal policy, and large economic groups in driving growth.

From practical review, the Ministry of Justice pointed out that approximately 60% of current bottlenecks stem from the implementation stage, rather than entirely from legal provisions. Therefore, in addition to proposing solutions to remove difficulties, enterprises are encouraged to proactively propose new, forward-looking policies that create momentum for development.

To support this process, the Ministry of Justice has officially launched the Fund for Supporting Policy and Law Development, aimed at mobilizing financial resources and expert teams from enterprises and major corporations to study emerging fields such as offshore wind power and digital transformation. The research outcomes from the Fund will serve as an important reference in the process of proposing policies to the Government and the National Assembly, contributing to shortening the legislative process.

Alongside this, the Ministry of Justice commits to enhancing transparency in the receipt and handling of recommendations through the National Legal Portal. Citizens and enterprises can submit feedback and monitor the processing progress in real time via the VNeID electronic identification system, while also receiving specific guidance and explanations on the application of the law.

On the orientation of institutional improvement, Minster Nguyen Hai Ninh stated the Ministry of Justice is shifting its lawmaking approach from sector-specific laws to a multi-sectoral model, addressing major issues through specialized resolutions.

In parallel, a comprehensive review of the national legal system is being undertaken, along with the modernization of the lawmaking process through digital technologies, including standardizing legal databases in accordance with international standards, applying artificial intelligence in the review and drafting of legal documents, digitizing the entire policy process from proposal to promulgation, and developing a set of quantitative criteria to assess the quality of legal documents after issuance.

Notably, the Ministry of Justice has submitted to the competent authorities a proposal to allow consolidated legal documents to be officially cited and applied, rather than serving merely as reference as before. This provision is expected to facilitate more convenient and consistent access to the law for citizens and enterprises.

Affirming the role as the Government’s “gatekeeper” of the law, Minister Nguyen Hai Ninh emphasized that this “gatekeeping” will be carried out in an “open-door” manner—flexible and development-oriented—thereby contributing to the realization of the “double-digit” economic growth target in the coming period.
