Prime Minister: Urgently Submit to the National Assembly a Special Mechanism to Create Breakthroughs for International Integration

(L&D) - On the afternoon of August 26 in Hanoi, Prime Minister Pham Minh Chinh, Head of the National Steering Committee on International Integration, chaired a meeting of the Committee and directed ministries and sectors to urgently draft and submit to the National Assembly a Resolution on special and breakthrough mechanisms and policies for implementing international integration, with the aim of removing institutional bottlenecks and creating new momentum for the country’s development.
Accordingly, in order to continue implementing and concretizing Resolution No. 59 of the Politburo on international integration in the new context, Prime Minister Pham Minh Chinh praised the efforts of ministries, sectors, and localities for their decisive actions and acknowledged the significant results achieved in international integration since the beginning of the year.

From participation to proactive shaping
The Prime Minister called for a strong shift in mindset regarding international integration, moving from the posture of a country that “follows, participates, signs, and joins” to the role of “actively implementing, executing, contributing to building, and shaping” new frameworks of cooperation and rules of the game. According to the Prime Minister, international integration must be the work of the entire people, with citizens and enterprises at the center, as the main actors, the driving force, and the primary beneficiaries of its benefits.
In particular, the head of the Government urged the prompt completion of drafting a National Assembly Resolution on several special mechanisms and policies for implementing international integration. The goal is to immediately amend outdated legal documents that hinder the integration process, while introducing breakthrough policies in each sector.
According to reports and opinions at the meeting, Politburo Resolution No. 59 on international integration in the new context—one of the “four strategic pillars” decisions for propelling the nation in the new era—has set forth new mindsets, new approaches, and new methods for advancing international integration, with a view to effectively seizing favorable conditions and minimizing negative impacts from international fluctuations.

Since the issuance of Resolution No. 59, ministries, sectors, and localities have generally taken decisive action and achieved some initial results. The Government has developed and promulgated Resolution No. 153/NQ-CP dated May 31, 2025, on the Action Program for implementing Politburo Resolution No. 59. Ministries, sectors, and localities have also formulated specific action plans.
Participation in multilateral forums and cooperation mechanisms at regional and international levels has been strengthened across all channels and levels. The Ministry of Foreign Affairs, together with other ministries and sectors, has advised on consolidating the National Steering Committee on International Integration to enhance the effectiveness of international integration in line with the spirit of Resolution 59.
At the meeting, members of the Steering Committee focused on discussions, reviews, and assessments of the implementation of international integration since the beginning of the year, including the implementation of Resolution 59, and identified key directions for the coming period.
Strong Directives for the Next Phase
Reports at the meeting indicated that the policy of integration has truly become an important driving force, strongly supporting the country’s development. GDP growth in the first six months of 2025 reached 7.52%, the highest mid-year growth rate in the past 15 years. Total export turnover in the first seven months exceeded USD 514 billion; registered and disbursed FDI reached USD 24.1 billion and USD 13.6 billion respectively, placing Vietnam among the top 15 developing countries in the world in attracting FDI.

In terms of foreign affairs, since January 2025, Vietnam has upgraded its relations with nine countries, raising the total number of partners with Comprehensive Partnership or higher to 38. Vietnam’s position and role in the international arena have been continuously enhanced through successfully hosting many important multilateral events and effectively fulfilling major international responsibilities.
To ensure that integration efforts continue to advance in depth and with effectiveness, the Prime Minister instructed the prompt development of the Steering Committee’s Work Plan for the 2026–2030 period.
Regarding orientations and tasks for international integration and the operation of the Steering Committee in the coming time, the Prime Minister requested continued efforts to thoroughly study and implement Resolution No. 59, especially its provisions on new mindsets, new approaches, and new methods for international integration in the new context.
In addition, greater emphasis should be placed on economic diplomacy and expanding markets for Vietnamese goods, particularly agricultural products, while promoting access to new markets such as the Middle East, South America, and Africa. The Prime Minister also called for thorough preparations for the signing ceremony of the United Nations Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes to be held in Hanoi this October, and for the prompt completion of organizational arrangements for APEC Year 2027.
The Prime Minister expressed confidence that ministries, sectors, and localities will continue to uphold their sense of responsibility, bringing international integration to a deeper, more substantive, and effective level, truly making it the task of the entire political system, thereby contributing to guiding the nation firmly into an era of prosperous, civilized, and sustainable development.

The Prime Minister also requested the prompt completion of drafting a National Assembly Resolution on several special mechanisms and policies for international integration, aimed at removing and addressing institutional and policy bottlenecks that are hindering integration, while creating breakthrough and distinctive mechanisms and policies to truly make international integration a driving force for development.
Accordingly, outdated legal documents that hinder the process of international integration must be amended immediately; breakthrough policies should be adopted in each area of integration; and particular attention should be paid to concretizing issues related to integration under Resolutions No. 57, 66, and 68 in the “four strategic pillars,” as well as in upcoming resolutions, in order to ensure strategic consistency and coherence.

(L&D) - Regarding the amendment of the Land Law, the Chairman of the Ho Chi Minh City Real Estate Association proposed extending the time limit for completing agreements in cases where more than 75% of the land area and 75% of land users have already reached consensus.
(L&D) – Deputy Prime Minister Bùi Thanh Sơn has just signed Decision No. 249 issuing the plan to implement Resolution No. 189 of the National Assembly on a number of special mechanisms and policies for investment and construction of the Ninh Thuận Nuclear Power Project.
