Promulgation of a Plan for implementing special mechanisms and policies to create breakthroughs in the protection and care of people's health

(L&D) - On 07 March 2026, Deputy Prime Minister Le Thanh Long signed Decision No. 388/QĐ-TTg promulgating the Plan for the implementation of Resolution No. 261/2025/QH15 of the National Assembly on several special mechanisms and policies to create breakthroughs in the protection, care, and improvement of people’s health.
The Plan aims to specifically, fully, and comprehensively identify the tasks, duties, and responsibilities of relevant agencies, organizations, and units in organizing the implementation of Resolution No. 261/2025/QH15 of the National Assembly on several special mechanisms and policies to create breakthroughs in the protection, care, and improvement of people's health (hereinafter referred to as the Resolution), ensuring timeliness, consistency, and effectiveness, and avoiding waste of resources.
At the same time, it assigns tasks to the lead agency and coordinating agencies in carrying out activities for implementing the Resolution in accordance with the principle of “six clarities: clear persons, clear tasks, clear authority, clear responsibilities, clear timelines, and clear results.”

Enhancing the awareness and responsibility of ministries, sectors and localities, as well as relevant organizations and individuals, in the implementation of the Resolution, thereby creating consistency in awareness and action and contributing to bringing the new provisions, spirit, and objectives of the Resolution into practice at an early stage and promoting their effectiveness in reality.
The Plan sets out specific tasks for the Ministry of Health and ministries, sectors, and localities to implement as follows:
The Ministry of Health shall coordinate with ministries, ministerial-level agencies, agencies attached to the Government, and the People’s Committees of provinces and centrally run cities to complete the compilation of materials serving the dissemination, communication, and popularization of the Resolution in the first quarter of 2026.
At the same time, the contents of the Resolution shall be disseminated extensively to all officials, civil servants, public employees, workers, and the people, particularly those directly affected by the Resolution. Communication activities shall emphasize the significance and importance of the Resolution in addressing difficulties and obstacles and promoting socio-economic development. At the central level, the Ministry of Health shall take the lead and coordinate with ministries, sectors, relevant agencies, and the People’s Committees of provinces and cities in implementing this task through the organization of conferences, seminars, and roundtable discussions starting from the first quarter of 2026. The People’s Committees of provinces and cities shall take the lead and coordinate with relevant agencies and organizations in carrying out this task at the local level with a similar timeframe and format.
In addition, the formulation and promulgation of documents detailing and guiding the implementation of the Resolution shall be carried out in accordance with the provisions of Decision No. 2835/QĐ-TTg dated 31 December 2025 of the Prime Minister promulgating the List and assigning lead agencies for drafting documents detailing the implementation of Laws and Resolutions adopted by the 15th National Assembly at its 10th Session.
A review and systematization of legal normative documents, as well as the codification of the system of legal normative documents related to the Resolution within the assigned scope of state management, shall be conducted. Within their competence, agencies shall carry out or propose to competent authorities the timely amendment, supplementation, replacement, annulment, or promulgation of legal normative documents to ensure conformity with the provisions of the Resolution and documents detailing its implementation.
The Ministry of Health and other ministries shall be responsible for documents issued by their respective agencies or drafted by them for submission to competent authorities for promulgation.
The People’s Committees of provinces and centrally run cities shall implement this task with respect to legal normative documents issued by the People’s Councils and People’s Committees of provinces and centrally run cities.
Ministries, ministerial-level agencies, agencies attached to the Government, and the People’s Committees of provinces and centrally run cities shall send the results of the review, the status of handling documents within their competence, and proposals or recommendations (if any) to the Ministry of Health before 31 March 2026 for consolidation and reporting to the Prime Minister.
In addition, the Ministry of Health shall take the lead and coordinate with the Ministry of Justice, the Government Office, ministries, ministerial-level agencies, relevant agencies and organizations, and the People’s Committees of provinces and centrally run cities in regularly inspecting, urging, and monitoring the implementation of the Resolution.
(L&D) - On March 9, 2026, the Minister of Ministry of Agriculture and Environment promulgated Circular No. 16/2026/TT-BNNMT on the management of aquatic breeds, aquaculture feed, and aquaculture environmental treatment products.
(L&D) - The Government’s thematic meeting on law-making in February 2026 was not merely a technical review of draft laws and resolutions to be submitted to the National Assembly, but also conveyed a very clear political–legal message: in the new stage of development, institutions must move ahead, pave the way, proactively remove bottlenecks that are hindering growth momentum, and must not be allowed to fall behind reality.
(L&D) - In the context of the implementation of the new Land Law, the Government has promulgated specific regulations on the organization and operation of Land Registration Offices (LRO).

(L&D) - The People’s Committee of Tien Giang Province recently convened a Conference to implement the Law on Roads and the Law on Road Traffic Order and Safety across the province. (L&D) Electronic labour contracts represent an important advancement, serving as a solid legal foundation for the digital framework in the labour sector, as the Government is preparing to issue a Decree on the conclusion and implementation of electronic labour contracts.
(L&D) - Implementing the Party’s policy on streamlining the organizational apparatus and improving the quality of cadres, civil servants, and public employees, the Ministry of Home Affairs is drafting a Decree stipulating the standards for titles and positions of leadership and management in state administrative agencies, to replace Decree No. 29/2024/NĐ-CP.
(L&D) - On October 15, the Government promulgated Decree No. 264/2025/NĐ-CP regulating the National Venture Capital Fund and local venture capital funds. This Decree is considered an important step in improving the legal framework for venture capital in Viet Nam.
