Tien Giang implements the Law on Roads and the Law on Road Traffic Order and Safety

(L&D) - The People’s Committee of Tien Giang Province recently convened a Conference to implement the Law on Roads and the Law on Road Traffic Order and Safety across the province. The conference was chaired by Mr. Pham Cong Hung, Director of the Department of Justice and Standing Vice-Chairman of the Provincial Council for Coordination of Legal Dissemination and Education; Mr. Tran Van Bon, Director of the Department of Transport; and Colonel Nguyen Minh Tan, Deputy Director of the Provincial Police.

Attending the Conference were 310 delegates representing: the leadership of Road Management Zone IV, the Office of Road Management Sub-Zone IV.3, State Audit Office of Viet Nam – Region IX; the Provincial People’s Council; the leadership of the Viet Nam Fatherland Front Committee of the province; the leadership and legal officers of provincial departments, agencies, mass organizations; members of the Provincial Council for Coordination of Legal Dissemination and Education; provincial legal rapporteurs; the leadership of the Transport Association; transport enterprises and cooperatives; the Driver Training and Testing Centre; passenger bus stations; universities and colleges; associations; Project Management Boards for: Transport Construction Investment, Civil and Industrial Construction Investment, and Agricultural and Rural Development Construction Investment of the province; representatives of the leadership of professional divisions and units under the Department of Transport, Provincial Police, and Department of Justice; the leadership of district-level People’s Councils, People’s Committees, and Fatherland Front Committees; representatives of the leadership of district-level Police; the Justice Divisions, Urban Management Divisions, Economic–Infrastructure Divisions; the Project Management and Land Development Boards; and the leadership of commune-level People’s Committees.

Overview of the conference

At the conference, the Rapporteurs disseminated the fundamental contents and new provisions of the Law on Roads and the Law on Road Traffic Order and Safety; assessed the implementation of the Law on Road Traffic and the documents detailing and guiding its implementation, as well as the legal provisions on ensuring road traffic order and safety in the province over recent years; and identified key solutions to be prioritised in implementing the two Laws and strengthening the assurance of road traffic order and safety in the province in the coming period.

In his directive remarks at the conference, Mr. Pham Cong Hung, Director of the Department of Justice and Standing Vice-Chairman of the Provincial Council for Coordination of Legal Dissemination and Education, requested provincial departments, agencies, mass organizations, and district-, town-, and city-level People’s Committees to continue fully implementing the tasks and contents set out in the Provincial People’s Committee’s Plans on the implementation of the two Laws; to conduct comprehensive, effective, and in-depth dissemination to all groups subject to the Laws; to organize the implementation and specialised training of the two Laws in accordance with the Provincial People’s Committee’s directives; and to promptly review legal normative documents related to the two Laws in order to recommend and propose amendments, supplements, and promulgation by competent authorities in accordance with requirements and regulations.

Agencies, units, and localities are to focus on implementing several tasks and solutions to strengthen road traffic order and safety in the province in the coming period, such as: continuing to strictly and effectively implement the Programmes and Plans on strengthening the leadership of the Party over the assurance of road traffic order and safety in the new context; enhancing traffic safety assurance for students; directing the intensification of dissemination and education on legal knowledge of road traffic order and safety, safe traffic participation skills, and the development of a culture of voluntary compliance with traffic laws; and continuing to develop practical and effective models such as “civilized traffic routes”, “model traffic safety routes”, and “model traffic safety schools”.
