Regulating the order and procedures for licensing the import and export of aquatic breeds

(L&D) - On March 9, 2026, the Minister of Ministry of Agriculture and Environment promulgated Circular No. 16/2026/TT-BNNMT on the management of aquatic breeds, aquaculture feed, and aquaculture environmental treatment products.

Accordingly, the Circular provides for the order and procedures for licensing the import of aquatic breeds; the order and procedures for licensing the export of aquatic breeds.
Procedures and order for licensing the import of aquatic breeds
Accordingly, the competent authority to grant and re-grant permits for the import of aquatic breeds not included in the List of aquatic species permitted for trading in Viet Nam as specified in Appendix IV promulgated together with this Circular for the purposes of testing, scientific research, and display at fairs and exhibitions is the Chairperson of the provincial People’s Committee where the organization or individual conducts testing, scientific research, or display at fairs and exhibitions.
The procedures for licensing the import of aquatic breeds are as follows: Within 4 working days from the date of receipt of a complete dossier, the Department of Agriculture and Environment shall organize the appraisal of the dossier and submit it to the Chairperson of the provincial People’s Committee for consideration and decision on granting an import permit to the organization or individual. In case of refusal to grant the import permit, a written notification stating the reasons must be provided to the organization or individual.
In cases where a paper import permit for aquatic breeds is lost or damaged, or where there is a change in the address of the importing organization or individual, the organization or individual shall submit an application to the competent authority for the grant or re-grant of the import permit for aquatic breeds. Within 2 working days from the date of receipt of the application, the Chairperson of the provincial People’s Committee shall re-grant the permit. In case of refusal to re-grant the permit, a written response stating the reasons must be provided.
The Department of Agriculture and Environment shall supervise the participation in fairs and exhibitions and the conduct of scientific research by organizations and individuals registering for import. Upon detecting that imported aquatic breeds pose risks to quality, the environment, or biosafety, the Chairperson of the provincial People’s Committee shall consider and decide on the inspection of the management and production system of aquatic breeds in the exporting country.
Procedures and order for licensing the export of aquatic breeds
The competent authority to grant and re-grant permits for the export of aquatic breeds included in the List of aquatic species prohibited from export or the List of aquatic species subject to conditional export but failing to meet the prescribed conditions, for the purposes of scientific research and international cooperation, is the Directorate of Fisheries and Fisheries Surveillance.
The application dossier for an export permit includes: an application form for the export permit; documents evidencing that the export of aquatic breeds is for the purposes of scientific research and international cooperation.
The procedures for licensing the export of aquatic breeds are as follows: Within 7 working days from the date of receipt of a complete dossier, the Directorate of Fisheries and Fisheries Surveillance shall organize the appraisal of the dossier and grant an export permit to the organization or individual. In case of refusal to grant the export permit, a written notification stating the reasons must be provided to the organization or individual.

(L&D) - On 07 March 2026, Deputy Prime Minister Le Thanh Long signed Decision No. 388/QĐ-TTg promulgating the Plan for the implementation of Resolution No. 261/2025/QH15 of the National Assembly on several special mechanisms and policies to create breakthroughs in the protection, care, and improvement of people’s health.

(L&D) - On October 15, the Government promulgated Decree No. 264/2025/NĐ-CP regulating the National Venture Capital Fund and local venture capital funds. This Decree is considered an important step in improving the legal framework for venture capital in Viet Nam.
