(L&D) – A total of 150 gift packages, including essential supplies and cash, were delivered directly to households affected by Storm No. 11 (Matmo) in La Hien Commune, Thai Nguyen Province, on the morning of October 16 by the delegation from the Law and Development Journal and its partner organizations and benefactors.
In September and early October, Vietnam was hit by five consecutive storms, among which Storm No. 9 (Ragasa), Storm No. 10 (Bualoi), and Storm No. 11 (Matmo) caused severe human and property damage in many northern localities.
La Hien Commune, Thai Nguyen Province, was among the hardest-hit areas, where Storm No. 11 and its aftermath caused extensive damage to housing, infrastructure, transportation, agriculture, healthcare, and education.

According to statistics from La Hien Commune on post-storm damage, there was one death and two injuries in the area. Several sections of National Highway 1B passing through the commune were completely flooded, while many locations experienced serious landslides, causing localized traffic congestion. The storm and heavy rains caused electricity poles to collapse, resulting in a complete power outage for 50 households in Bình Sơn Hamlet. Two households had their houses collapsed or swept away; two others suffered landslides in their residential areas. Many households and schools had their fences collapsed. Numerous production and business households were severely affected. The total rice-growing area damaged for over 45 days amounted to 80 hectares; about 20 hectares of annual and perennial crops were inundated or flattened. Large numbers of livestock and poultry died due to flooding. Nearly 1,000 vehicles were damaged by deep flooding (including 81 cars, 642 motorbikes, and 10 electric bicycles, among others).
The donations included: VND 30 million from the Legal Consultancy Center – Institute of Legal Science and Support; VND 21.5 million from the Class of 44 (2002–2005), Luong Van Tuy High School for the Gifted, Ninh Binh Province; VND 20 million from benefactors Nguyen Huu Cong, Nguyen Thanh Nghia, and Pham Van Dung; and VND 41 millionfrom the staff, reporters, and employees of the Journal of Law and Development.
At the gift-giving event in La Hien Commune, the delegation presented 150 gift packages with a total value of over VND 90 million to local residents. Each package included essential supplies - 1 kg of white sugar, 1 pack of Ajinomoto seasoning powder, 2 bottles of saline solution, 1 pack of medicine (containing adhesive bandages, saline eye drops, medicated oil, and Ozerol electrolyte powder) - and VND 500,000 in cash.
As part of the program, the delegation also provided cash assistance of VND 1 million per recipient to support the families of five students from Cuc Duong Primary School and Cuc Duong Lower Secondary School, who were severely affected by the recent storms and floods.
Understanding the difficulties in accessing clean water after the storms and floods — particularly the shortage of drinking water for students — the delegation donated VND 8 million in cash to each of the two schools, Cuc Duong Primary School and Cuc Duong Lower Secondary School, to purchase water purifiers serving part of the students’ daily drinking needs.
