Innovating and Enhancing the Effectiveness of Legal Dissemination and Education in 2026

(L&D) – Deputy Prime Minister Ho Quoc Dung has just signed a decision approving the 2026 Activity Plan of the Central Council for Coordination in Legal Dissemination and Education, aimed at enhancing the effectiveness of legal dissemination and education, placing citizens and enterprises at the center.
Accordingly, in 2026, the Central Council for Coordination in Legal Dissemination and Education (the Council) will focus on synchronously and effectively implementing tasks in accordance with Prime Minister’s Decision No. 26/2025/PMD, closely adhering to the directives of the Politburo and the Secretariat and the practical requirements of legal dissemination and education (LDE), legal aid, and legal support for small and medium-sized enterprises, business households, and individual businesspersons; continuing to promote its central coordinating role, enhancing the responsibility of its members, and ensuring coherence and close coordination among ministries, sectors, and localities in the implementation of LDE, legal aid, and legal support. The overarching priority is to innovate implementation methods in a manner that places citizens and enterprises at the center; thereby enhancing awareness of respect for and compliance with the Constitution and the law, and fostering a culture of legal compliance among cadres, civil servants, public employees, and the People.
Key Tasks
In 2026, the Council will focus on directing and orienting the implementation of legal dissemination and education (LDE), legal aid, and legal support through the issuance of guiding documents; organizing meetings, thematic seminars, and working delegations to inspect, grasp the situation, and remove difficulties and obstacles at a number of ministries, central agencies, and localities. At the same time, the Council will implement the periodic reporting regime, review, and consolidate the membership of the Council and its Secretariat.
Another key task is to participate in the formulation and improvement of institutions, including providing opinions on the draft Law on Legal Dissemination and Education (amended), and the Law Amending and Supplementing a Number of Articles of the Law on Legal Aid; conducting consultations on inter-sectoral contents and developing the Project “Building a Culture of Legal Compliance”.
The Council will also intensify policy communication in association with the implementation of the Law on Promulgation of Legal Normative Documents 2025 and the Project “Communication of Policies with Significant Impact”. Communication contents will focus on major guidelines and policies of the Party, especially new points in the Documents of the 14th National Party Congress; important resolutions on building a socialist rule-of-law State, digital transformation, science and technology, education and training, international integration, and cultural development.
In addition, LDE will be strengthened to serve the implementation of newly promulgated laws and documents; the operation of two-tier local government; and preparations for the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026–2031 tenure. The translation and publication of legal documents into English and other foreign languages will also be intensified in accordance with regulations.
In 2026, the Council will continue to organize activities in response to Vietnam Law Day, with the highlight being the National Ceremony in Response to Vietnam Law Day, associated with the commendation and rewarding of outstanding collectives and individuals and the honoring of “Exemplary Legal Models”.
At the same time, the Council will direct the effective operation of the National Legal Portal in accordance with the criteria “accurate – sufficient – clean – live”, in association with the implementation of the Project on digital transformation in LDE for the 2025–2030 period; and strengthen inter-sectoral coordination in legal aid activities, especially in legal proceedings.
(L&D) - On the afternoon of April 1, Standing Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Governing Council of the Vietnam International Financial Center, chaired a meeting with leaders and representatives of several ministries, functional agencies, and the two localities of Ho Chi Minh City and Da Nang to discuss the completion of the draft Regulations on the Operation of the Vietnam International Financial Center.
