Party and State leaders exercise citizens' rights and obligations on the "National festival day"

(L&D) - On the morning of 15 March 2026, in the joyful atmosphere of the “National Festival Day”, leaders of the Party and the State directly exercised their citizens’ rights and obligations at various polling stations across the country. This was not only an important political–legal event but also a vivid demonstration of the spirit of respect for the rule of law and the determination to build a socialist rule-of-law State.

A new statue from responsible ballots

The election of deputies to the National Assembly of the XVI tenure and deputies to the People’s Councils at all levels for the 2026–2031 term takes place at a special moment: immediately following the resounding success of the 14th National Congress of the Communist Party of Viet Nam. Each ballot cast today carries expectations for a streamlined, effective, and efficient state apparatus capable of leading the country into the “era of the nation’s rise”.

General Secretary To Lam arrived at Polling Station No. 2 under Election Team No. 2, Ba Dinh Ward, Ha Noi Capital, to attend the opening ceremony of the election and cast his ballot to elect deputies to the National Assembly and deputies to the People’s Councils at all levels.

Immediately after the formal opening ceremonies of the election, General Secretary To Lam, together with leaders of the Party, the State, and Ha Noi City, elderly voters, and first-time voters, cast the first ballots to elect deputies to the National Assembly of the XVI tenure and deputies to the People’s Councils at all levels for the 2026–2031 term.

At Polling Station No. 26 (Hoan Kiem Ward, Ha Noi), President Luong Cuong attended the opening ceremony and cast his ballot. The presence of the Head of State at a historic polling station of the Capital strongly affirms the people’s mastery in selecting representatives who possess both virtue and competence, representing the will and aspirations of the nation.

The imprint of 80 years of the Rule-of-law State

Sharing after exercising his voting right at Polling Station No. 14, Hoc Mon Commune (Ho Chi Minh City) – an area with a rich revolutionary tradition, Chairman of the National Assembly Tran Thanh Man emphasized the historical significance: the election of the XVI tenure marks the 80th anniversary of the first General Election.

Participating in the election is the sacred right and responsibility of citizens nationwide. The election of deputies to the National Assembly of the XVI tenure is even more significant as it marks the 80th anniversary of the first General Election to elect the National Assembly of Viet Nam.

Chairman of the National Assembly Tran Thanh Man expressed confidence that voters nationwide would participate fully in the election, vote correctly and sufficiently, and select individuals with talent and virtue worthy of being deputies to the National Assembly of the XVI tenure and deputies to the People’s Councils at all levels for the 2026–2031 term, thereby enabling the country to enter a new era, the era of the nation’s rise, and successfully implement the Resolution of the 14th National Congress of the Communist Party of Viet Nam.

This event continues to consolidate the foundation of the rule-of-law State: of the people, by the people, and for the people.

The exemplary role of leading officials

At Polling Station No. 2, Ba Dinh Ward, Ha Noi City, Politburo Member and Standing Member of the Secretariat Tran Cam Tu; Politburo Member, Secretary of the Party Central Committee, and Head of the Central Organization Commission Le Minh Hung; Politburo Member, Secretary of the Party Central Committee, and Chief of the Office of the Party Central Committee Pham Gia Tuc participated in the voting.

Polling Station No. 2, Ba Dinh Ward has 2,252 voters. In recent times, information and communication work in the area has been implemented in a coordinated and timely manner with diverse content and forms, while also focusing on combating and refuting false information and distorted allegations of hostile forces, thereby contributing to the overall success of the election in Ha Noi City.

At Polling Station No. 7, Electoral Unit No. 2, Xuan Dinh Ward, Politburo Member, Secretary of the Party Central Committee, President of the Central Committee of the Viet Nam Fatherland Front, and Vice Chairperson of the National Election Council Bui Thi Minh Hoai; Secretary of the Party Central Committee and Deputy Prime Minister Pham Thi Thanh Tra cast their ballots, exercising their voting rights.

Polling Station No. 7 has 1,200 voters, including many comrades who are current and former leaders of the Party, the State, and central ministries and sectors. This is a great honor for voters of the residential group, strengthening their confidence in the leadership of the Party and enhancing citizens’ sense of responsibility in selecting representatives with vision, dedication, competence, virtue, and responsibility to the country, the Fatherland, and the people.

Joining the nationwide atmosphere of Election Day, Permanent Deputy Prime Minister Nguyen Hoa Binh, Vice Chairperson of the National Election Council, and Deputy Prime Minister Tran Hong Ha exercised their citizens’ rights by voting for deputies to the National Assembly of the XVI tenure and deputies to the People’s Councils at all levels for the 2026–2031 term at Electoral Unit No. 2 – Polling Station No. 7, Phuc Loi Ward, Ha Noi City.

Across Phuc Loi Ward, more than 40,230 voters participated in the election of deputies to the National Assembly and deputies to the People’s Council of the City; among them, 36,459 voters participated in the election of deputies to the Ward People’s Council. In particular, Electoral Unit No. 2 – Polling Station No. 7 alone had more than 3,400 voters.

Also on the morning of 15 March, Deputy Prime Minister Le Thanh Long cast his ballot at Polling Stations No. 10–11, Giang Vo Ward, Ha Noi.

Giang Vo Ward has a population of 96,389. Based on the characteristics of the locality and the population size, the ward is divided into 9 electoral units with 25 polling stations, including 22 located in residential areas and residential groups, and 3 separate polling stations. Each polling station has from 2,500 to 4,000 voters participating in the election. The entire election process must be carefully prepared, scientifically planned, and precisely implemented to ensure that no errors occur.

Together with more than 2,100 voters, Deputy Prime Minister Ho Duc Phoc exercised his voting right at Polling Station No. 4, Thanh Xuan Ward, Ha Noi City.

Well-organized implementation and respect for the rule of law

Observations at polling stations indicate that the organization of the election has been conducted in a scientific manner and in accordance with legal procedures, ensuring absolute accuracy, democracy, and transparency.

The participation of Party and State leaders alongside citizens in the act of voting is not only a meaningful image reflecting their closeness to the people, but also an affirmation that in a rule-of-law State, all citizens - regardless of their positions - are equal before the law and jointly contribute to building the future of the country.
