The initiative, named United States Tech Force, is being implemented by the Office of Personnel Management (OPM) - the federal agency responsible for human resources management - with the objective of recruiting approximately 1,000 engineers, data scientists, and AI specialists for government positions under two-year contracts. Selected candidates will be assigned to agencies such as the Department of State, the Department of the Treasury, the Department of Defense, the General Services Administration, and many other agencies, where they will participate in projects aimed at modernizing technology systems and applying AI to public services.

The federal “Tech Force” initiative is currently attracting significant attention from the global technology community.

This recruitment program is being rolled out across the entire federal government, broadening opportunities for early-career candidates and attracting technology talent from both the private sector and the high-technology industry. Salaries for positions within “Tech Force” range from approximately USD 130,000 to USD 195,000 per year, reflecting the government’s commitment to competing directly with the private sector in order to attract top talent.

OPM officials stated that the initiative was launched in a context where the United States Government has been facing a shortage of senior-level technology personnel following a previous wave of reductions in the federal workforce resulting from workforce restructuring. The President of the United States and senior officials have repeatedly emphasized that the addition of highly skilled personnel is a key factor in maintaining a leading position in the global technology race, particularly as the market shows signs of a potential shortage of millions of workers across the high-technology sector by the end of this decade.

One notable feature of “Tech Force” is that the initiative does not operate in isolation within the public sector. Leading global technology corporations such as Apple, Google, Microsoft, Meta, Nvidia, and OpenAI have joined the campaign, committing to support training, provide mentorship opportunities, and expand employment pathways after participants complete their terms in government service. This is assessed as a large-scale model of public–private cross-sector cooperation, leveraging commercial technology resources to enhance the capacity of the government apparatus.

Technology has now undergone significant advances; therefore, through the federal “Tech Force” initiative, the United States seeks to maintain its position in this “arena” as well.

International analysts assess that the United States’ technology talent recruitment initiative is not merely an internal measure, but also a significant signal to the international community of its determination to maintain a leading role in the era of artificial intelligence and digital transformation in the twenty-first century.
