Breakthrough milestones in Lawmaking and Law Enforcement in 2025

(L&D) - The year 2025 marked pivotal transformations in Vietnam’s lawmaking and law enforcement, as the legal system underwent strong reforms to meet the country’s development needs in a new era.

Breakthroughs in Lawmaking and Law Enforcement

On April 30, 2025, the Politburo issued Resolution No. 66-NQ/TW on reforming lawmaking and law enforcement to meet the requirements of national development in a new era (hereinafter referred to as Resolution No. 66-NQ/TW). This Resolution is one of the “four strategic pillars” and carries profound significance in removing institutional bottlenecks and constraints in Vietnam’s legal framework. It serves as a key driving force propelling the country into a new era—an era of development, prosperity, and strength for the Vietnamese nation.

The implementation of Resolution No. 66-NQ/TW demonstrates the strong political determination of the Ministry of Justice to reform lawmaking and law enforcement.

Resolution 66 sets out clear medium- and long-term goals: by 2025, to fundamentally address legal “bottlenecks”; by 2028, to complete the legal framework on investment and business, positioning Vietnam’s investment environment among the leading countries in ASEAN. Looking toward 2030, Vietnam aims to have a legal system that is democratic, fair, transparent, coherent, and feasible, laying the foundation for the country to become a modern industrialized nation with high middle income. By 2045, the goal is to establish a high-quality, modern legal system aligned with international standards and strictly enforced, making respect for the Constitution and the law a societal norm.

The implementation of Resolution 66-NQ/TW demonstrates a strong political determination to innovate lawmaking and legal enforcement, with the Ministry of Justice playing a core role in guiding the process of institutional reform. From proactively advising, reviewing, and removing legal “bottlenecks” to coordinating the activities of the Central Steering Committee, the justice sector has affirmed its central position in shaping the legal foundation for development. Early achievements, along with a clear roadmap for addressing obstacles, provide an important basis for building a coherent, transparent, and feasible legal system.

At the in-depth briefing on the implementation of Resolution 66-NQ/TW on June 19, 2025, Minister of Justice Nguyễn Hải Ninh emphasized that this specialized resolution holds particular significance, issued at a time when the justice sector was shouldering an unprecedented workload while also facing exceptionally broad opportunities. Under the decisive leadership of the Ministry, units promptly advised the Government to issue Resolution 140/NQ-CP on the Action Program to implement Resolution 66, and submitted to the National Assembly Resolution 197/2025/QH15 on special mechanisms and policies to create breakthroughs in lawmaking and legal enforcement. Together with Resolution 66, these three documents form a solid “three-legged stool” for the justice sector to enter a new phase of reform.

Breakthroughs in Legal Frameworks for Digital Government and Digital Economy

Completing the Legal Framework for Digital Transformation, Digital Economy, and High-Tech Applications

In the era of digital economy being the key driver of growth, Vietnam’s legislative and executive bodies have focused on completing the legal framework for digital transformation, the digital economy, and high-tech applications. Efforts to advance digital economy legislation encompass not only revising target legal documents but also reforming administrative procedures, safeguarding intellectual property rights, promoting innovation, and creating a fair competitive environment for both domestic and international enterprises participating in the digital economy.

Among the seven major groups of tasks and solutions, Resolution 66 emphasizes: “Strengthening digital transformation and applying artificial intelligence and big data in the work of law-making and law enforcement.” Priority is given to allocating resources for the development of IT infrastructure, large databases, and the application of digital technologies and AI to modernize and innovate the processes of drafting, organizing, and implementing laws, ensuring that legal data is “accurate, complete, clean, up-to-date,” interoperable, easily accessible, user-friendly, secure, and protected as state secrets. Adequate and timely funding must be provided to immediately implement the Project on Building a Large Legal Database and the Project on Applying Artificial Intelligence in the Drafting, Checking, and Reviewing of Legal Documents.

Most recently, on December 21, 2025, Prime Minister Phạm Minh Chính signed and issued Official Dispatch No. 242/CĐ-TTg, in the context where the 2025–2026 administrative procedure reform program had achieved initial results but still faced several “bottlenecks” that needed to be addressed promptly. According to the Government’s assessment, the implementation of Resolution 66/NQ-CP has recorded significant progress. Ministries have completed and submitted 8 draft laws to the National Assembly, resulting in the elimination of 38 business sectors subject to conditional regulations. Fourteen ministries and ministerial-level agencies proactively reviewed, reduced, and submitted to the Prime Minister for approval the simplification of more than 3,085 out of 4,888 administrative procedures related to production and business activities, achieving a 63.1% simplification rate. The number of business conditions reduced reached 2,371 out of 6,974, corresponding to 33.9%. From the beginning of 2025, ministries and agencies have abolished 282 administrative procedures, simplified 953 procedures, and reduced 849 business conditions. Online public services have been strongly promoted, with all 34 localities publishing lists of administrative procedures not dependent on administrative boundaries; among them, 18 localities have implemented 100% of such procedures at the provincial level.

To unblock these “bottlenecks,” the Prime Minister has instructed ministries, agencies, and localities to complete at least a 30% reduction in business conditions and to ensure that 100% of procedures for businesses are available online before the end of 2025, guaranteeing substantive, non-formalistic reform in line with Resolution 66/NQ-CP. In this process, the Ministry of Justice has been assigned to lead the drafting and submission of a government resolution on special mechanisms to address legal obstacles, ensuring full implementation of all approved reduction measures, to be completed by December 31, 2025. Ministries and ministerial-level agencies must immediately review and abolish any business conditions that are no longer appropriate, while compiling any measures not yet implemented and submitting them to the Ministry of Justice by December 25, 2025.

Launch of the National Legal Portal

Another notable legal achievement in 2025 was the launch of the National Legal Portal. This is a shared digital platform developed and operated by the Ministry of Justice, with the participation of FPT Group, aiming toward the goal of “accompanying citizens and businesses into a new era.” The portal responds to the requirements of institutional reform, promotes the building of a rule-of-law state, and helps realize the spirit of the key pillar resolutions of the Politburo.

One of the Ministry of Justice’s most notable legal achievements in 2025 was the launch of the National Legal Portal.

The platform provides an official and comprehensive system of legal normative documents, ensuring timely and full access to legal policies. It also serves as a digital channel for legal support and assistance for citizens and businesses, while creating an interactive online space connecting the public, enterprises, and the State through feedback, petitions, and contributions to draft legal documents and policies—thereby contributing to the development of a modern, transparent legal framework. Notably, the National Legal Portal integrates multiple features and platforms, including artificial intelligence (AI) applications, to help citizens and businesses access and understand legal information, enhance legal awareness, and foster habits and a culture of law compliance.
