Dak Lak: Emergency meeting held, highest-level flood response measures activated

(L&D) - In response to prolonged heavy rainfall over a wide area, in the afternoon of 19 November, the People’s Committee of Dak Lak Province held an emergency meeting co-chaired by Secretary of the Provincial Party Committee Lương Nguyen Minh Triet and Chairman of the Provincial People’s Committee Ta Anh Tuan. Vice Chairman of the Province Nguyen Thien Van and leaders of relevant departments and sectors also participated.

Complex developments in rainfall and flooding

A rapid report from the Department of Agriculture and Environment stated that, over the past 24 hours, heavy rainfall has caused river levels in the Ba, Ky Lo, and Tam Giang rivers to rise rapidly, in some locations exceeding alert level 3 by 1–3.5 meters. Many communes and wards along the rivers are submerged under 1–3 meters of water, transportation has been cut off, and in some areas, authorities are unable to access by canoe due to strong currents.

By noon on 19 November, the province recorded 80 villages hamlets flooded, affecting 8,513 households; authorities have evacuated 1,970 households (5,621 people) to safe locations. Some areas in Tuy An, Tay Hoa, Phu Hoa, and former Dong Xuan districts remain isolated and inaccessible. The province recorded one fatality caused by a landslide that collapsed a house in Song Cau ward.

Heavy rainfall in the river basin has forced irrigation and hydropower reservoirs to release water to ensure the safety of the works. In particular, Song Ba Ha Hydropower Plant is currently discharging at a flow rate of 14,900 m³/s, increasing the risk of deep flooding in downstream areas.

Emergency directives from the Chairman of the Provincial People’s Committee

At the meeting, Chairman of the Provincial People’s Committee Ta Anh Tuan emphasized that the flood is forecasted to reach its peak by 16:00 on the same day. He instructed relevant departments, agencies, and localities to closely monitor rainfall and flooding developments, provide timely and comprehensive warnings to residents, and urgently relocate households in low-lying areas, along rivers, or in areas at risk of landslides or isolation.

At the same time, authorities maximized the use of canoes and deployed military and police forces to assist with evacuation; checkpoints were established at locations with deep and fast-flowing water. Traffic was controlled to ensure that residents did not enter dangerous areas.

Regarding the reservoir system, the Chairman of the Province instructed a comprehensive inspection, with personnel on duty 24/7, ready to handle arising situations; to protect critical infrastructure, particularly in areas along rivers and streams prone to landslides. Units must maintain strict duty rosters, provide continuous reports, and prepare sufficient manpower and equipment for rescue and relief operations.

Immediately following the meeting, the province established working groups to directly visit the most severely affected localities, including Tay Hoa, Tuy An, Phu Hoa, and former Dong Xuan districts, to provide guidance, monitor response measures, and implement urgent rescue operations.
