Dak Lak: Widespread floods cause severe damage, hundreds of households urgently evacuated

(L&D) - Due to the impact of strong easterly wind disturbances, from November 16 to 18, prolonged heavy rainfall across Dak Lak province caused severe flooding, landslides, and traffic disruptions in many areas, particularly in Yang Mao commune and several low-lying communes in the eastern part of the province.

Widespread flooding, many houses swept away

According to the Department of Agriculture and Environment of the province, as of the evening of November 17, the province recorded eight houses collapsed or swept away, and over 210 houses were flooded in Yang Mao, Cu Pui, and Duc Binh communes; in Cu Pui commune alone, approximately 900 houses are at risk of localized flooding if heavy rain continues.

Agricultural production suffered severe losses: over 100,000 acacia cuttings were washed away, more than 300 pigs and 4,900 chickens died; thousands of hectares of crops were submerged, with initial estimated damages exceeding VND 40 billion.

The irrigation and transportation systems were severely affected: the upstream embankment of Cu Phiang dam eroded about 40 meters; the Ra Da Son Phong dam canal eroded 15 meters; National Highway 29 had 13 deep flooding points causing traffic congestion; several inter-village roads in Yang Mao were cut off, and the temporary bridge connecting Buon Tong Rang B – Ea Lueh was washed away.

Yang Mao commune was the most severely affected area. Rising water levels of the Krong Tul River caused 76 houses to be flooded, 8 houses severely damaged, 100 households urgently evacuated, and 6 villages completely cut off.

Many households are in particularly difficult circumstances. The newly built house of Hoang Van Hieu (Buon Tong Rang A) was buried when the hillside behind the house collapsed. The family had just borrowed VND 30 million to complete the house and now does not know how to cope. In Village 1, the household of Do Xuan Nam lost all 250 durian trees and 1,500 coffee trees that were in the harvest season.

Due to the strong currents, authorities were unable to use boats; the commune stretched ropes across the stream and guided each resident to cross the isolated area under extremely dangerous conditions.

In response to prolonged heavy rainfall, localities activated the “four-on-the-spot” principle, set up checkpoints at deep flooding points, and prohibited people and vehicles from passing through. In Yang Mao, the authorities organized the relocation of a total of 34 households in low-lying areas and areas at risk of landslides. In Xuan Lanh and Tuy An Dong communes (areas affected by flooding from the Ky Lo River), more than 150 households were also relocated to community houses, schools, or nearby solid houses.

In addition, numerous volunteer groups promptly provided essential supplies to residents, while local forces deployed 100% of personnel at critical positions.

Provincial leaders issue urgent directives: Relocate residents immediately, do not wait for water tor recede

On November 17–18, a working delegation from the Provincial Party Committee and Provincial People’s Committee was present directly at landslide sites and deeply flooded areas.

Provincial People’s Committee Chairman Ta Anh Tuan ordered: All households living in dangerous areas must be relocated, particularly more than 20 households at very high risk in Yang Mao; do not wait for the water to recede before relocation; mobilize maximum local forces in coordination with police and military to ensure safety; the province will provide VND 60 million per household to families who lost their houses.

he Provincial People’s Committee Chairman also visited, encouraged, and presented gifts to households severely affected; at the same time, he instructed the departments and agencies to: review all areas at risk of landslides; develop resettlement plans linked to agricultural land; and consider the proposal of VND 60.3 billion from Yang Mao commune to support urgent recovery and infrastructure restoration.

Flooding continues. According to forecasts, from the afternoon of November 17 to 19, the eastern part of the province will experience heavy to very heavy rainfall, with rainfall generally between 200–300 mm, and in some areas exceeding 350 mm.

The Ba, Ky Lo, Tam Giang, and Ban Thach rivers are warned to potentially reach alarm levels 2–3, and may even exceed level 3.

Localities are required to closely monitor the developments of floods and continue proactively implementing evacuation plans to ensure absolute safety of residents’ lives and property.
