Today, in the joyful and enthusiastic atmosphere marking the 96th anniversary of the founding of the Party, preparing to welcome the Lunar New Year Binh Ngo 2026, and celebrating the great success of the 14th National Party Congress, I am very pleased to meet with comrades who are members of the Subcommittees preparing for the 14th Congress and the Steering Committee for the Review of 40 Years of Renewal — those who have directly contributed their intellect, efforts, and dedication to the preparation and successful organization of the Congress.

On behalf of the Politburo and the Secretariat, I would like to extend to you my warm regards and best wishes.

Dear Comrades!

The 14th National Party Congress was successfully held, opening a new era of development for the nation. Looking back at the preparation process, we can clearly see the great significance of this success, especially as the preparations were carried out in a particularly challenging context: the world situation evolving rapidly and unpredictably; increasingly high demands for national development in the new stage; and the simultaneous implementation of many major, difficult, and sensitive tasks, particularly streamlining the organizational apparatus, rearranging administrative units, and organizing two-tier local governments. Notably, during the preparation process, our Party suffered an immense loss: the passing of General Secretary Nguyen Phu Trong — who laid the initial foundation for the preparation of the 14th Congress. His passing was not only a profound sorrow but also placed very high demands on our political steadfastness, unity, resilience, and sense of responsibility in continuing to successfully prepare and organize the Congress. (In October 2023, at the 8th Plenum of the 13th Central Committee, our Party established five Subcommittees to prepare for the 14th Congress. In February 2024, General Secretary Nguyen Phu Trong chaired the first meeting of the Documents Subcommittee. In May 2024, the 9th Plenum adopted the first draft outline of the documents. Subsequently, the 10th, 11th, 12th, 13th, 14th, and 15th Plenums continued refining the documents until they were submitted to the Congress.)

The success of the 14th Congress is the result of the unity, solidarity, and tremendous efforts of the entire Party, people, and armed forces, including the very important contributions of the Subcommittees, the Steering Committee for the Review of 40 Years of Renewal, and advisory bodies. It is the outcome of persistent, serious, and scientific intellectual work; of a high sense of responsibility; and of quiet dedication in overcoming significant time pressure, heavy workloads, and very high quality requirements.

One of the important new features in drafting the documents was the integration of three major reports, together with the action program, into a unified whole. This not only made the documents more concise and coherent, but more importantly reflected a dialectical, comprehensive approach and a strong action-oriented spirit. Within a short period of time, the Subcommittees made great efforts to coordinate implementation with a high sense of responsibility, meeting the set objectives and requirements.

Personnel work for the 14th Congress was prepared in a thorough, prudent, objective, and principled manner; strictly adhering to Party regulations; harmoniously combining continuity and development, stability and renewal. The Congress elected the leadership in a single round, with the full number elected according to the proposed plan and a high concentration of votes, reflecting the quality of personnel preparation and the high level of unity within the Party.

At the same time, the organization and service arrangements for the Congress were carried out carefully, methodically, and with many innovations; demonstrating the responsibility, discipline, and dedication of the staff involved in logistical and support work — quiet yet extremely important contributions that helped create a solemn, intellectual, democratic, and well-regulated atmosphere for the Congress’s great success.

Immediately after the Congress, the completion of the documents continued to be implemented actively and urgently. By February 7, 2026, we had completed the incorporation of the Congress’s feedback and officially announced the documents at the national conference for dissemination and implementation — more than one month earlier than in the previous term. It can therefore be affirmed that, up to this point, the Subcommittees, the Steering Committee, and advisory bodies have excellently fulfilled their assigned tasks, clearly demonstrating the role of the Party’s strategic advisory corps.

Throughout this process of working alongside you, I have clearly felt and highly appreciated the strong sense of responsibility; the serious, scientific, open-minded working methods; and the close coordination among the Subcommittees — from the Documents Subcommittee, the Socio-Economic Subcommittee, the Party Charter Subcommittee, the Personnel Subcommittee, and the Congress Organization and Service Subcommittee, to the Steering Committee for the Review of 40 Years of Renewal. Awareness is a continuous process; the more we work, the more new issues emerge. The process of refining the documents involved debate and differing opinions, but ultimately converged on a very valuable common point: placing the interests of the Party, the country, and the people above all else; being willing to listen and engage in frank exchanges to achieve the highest consensus and the best possible preparation for the Congress.

We all understand that behind the documents adopted with high consensus, behind the important decisions of the Congress, were countless sleepless nights, many prolonged meetings, repeated careful consideration of every sentence, every word, every option, and pressures that were not always spoken of. I know that many comrades in the Subcommittees, the Steering Committee, and the Editorial and Support Teams devoted tremendous time, dedication, and effort — even at the expense of family responsibilities — to fulfill the common task. Those efforts may not always have appeared on the podium, but they crystallized into documents, guidelines, and major decisions of the Party, enabling the 14th Congress to truly become a Congress of intellect, mettle, and aspiration for development.

On behalf of the Politburo and the Secretariat, I acknowledge, warmly commend, and sincerely thank the members of the Subcommittees preparing for the 14th Congress and the Steering Committee for the Review of 40 Years of Renewal for their significant contributions to the Congress’s success.

Dear Comrades,

The 14th Congress marks an important transition in the country’s development process, opening a new phase of action with greater aspirations and higher demands. The documents are in place, the guidelines are clear, and the goals have been defined; the decisive task now is to translate the spirit of the Congress into concrete actions, tangible results, and substantive changes in national life. In that spirit, I would like to propose several points:

First, I urge you — in your respective positions, whether directly or indirectly — to continue promoting your intellect, experience, and dedication in actively participating in the dissemination, concretization, and implementation of the Resolution of the 14th Congress. As those who directly took part in drafting the documents, you understand clearly the spirit and substance of every sentence and every word. The Politburo requires that in the first quarter of 2026, the entire Party complete the dissemination of the Resolution and the development of action programs for its implementation. At the 2nd Plenum of the 14th Central Committee (late March 2026), several important thematic resolutions will be issued. In 2026, we must complete the institutionalization and concretization of the new and core contents of the documents — many new issues require further study for implementation, such as enhancing strategic autonomy; transforming the national development model; achieving double-digit growth targets; and building a society that is orderly, disciplined, safe, healthy, civilized, and developed.

Second, contribute to two major review projects of the Party: (i) the review of 40 years of implementing the 1991 Platform for National Construction during the Transition to Socialism, in order to further deepen theoretical and practical issues concerning Vietnam’s path toward socialism in the new context; and (ii) the review of 100 years of the Party’s leadership of the Vietnamese revolution, comprehensively looking back on the Party’s leadership in achieving independence and national reunification, as well as national construction and development, thereby charting a development path for the next 100 years with long-term vision, strategic thinking, and even stronger aspirations for development.

These are extremely significant and demanding tasks, requiring collective wisdom, political steadfastness, and profound theoretical and practical insight. I hope you will continue contributing to these important undertakings. The 14th Central Committee, the Politburo, and the Secretariat always value, listen to, and look forward to your continued companionship and contributions.

Third, I request the Party Central Committee Office to advise on conducting a comprehensive review and evaluation of the preparation and organization of the 14th Congress; to draw valuable lessons for the next term; and to appropriately commend and reward collectives and individuals with outstanding achievements. In coordination with the Central Organization Commission and relevant agencies, it should also ensure the full implementation of policies and entitlements for members of the Subcommittees and the Steering Committee in accordance with regulations, especially those not re-elected and those retiring after the Congress.

On the threshold of the New Year — celebrating the Party, celebrating Spring, and celebrating the country’s entry into a new era of development — I wish you and your families good health, happiness, and success; may you continue to uphold your spirit of dedication, your fervent enthusiasm, and your steadfast confidence in the path chosen by our Party, President Ho Chi Minh, and our people.
