Government Implements National Assembly Resolution on the Ninh Thuận Nuclear Power Project

(L&D) – Deputy Prime Minister Bùi Thanh Sơn has just signed Decision No. 249 issuing the plan to implement Resolution No. 189 of the National Assembly on a number of special mechanisms and policies for investment and construction of the Ninh Thuận Nuclear Power Project.
The
plan is designed to institutionalize the National Assembly’s resolution,
serving as an important legal framework for mobilizing resources to implement
the Ninh Thuận Nuclear Power Project.
Accordingly,
the Ministry of Industry and Trade has been assigned to take the lead as
project owner for Ninh Thuận 1 and Ninh Thuận 2. By September 2025, the
ministry must complete the signing of agreements with partners for Ninh Thuận
1, and by December 2025, conclude negotiations and signing for Ninh Thuận 2.
The
Ministry of Finance has been tasked with negotiating credit agreements,
expected to be finalized for Ninh Thuận 1 in September 2025 and for Ninh Thuận
2 in March 2026.
The
Ministry of Science and Technology is responsible for coordinating with the
International Atomic Energy Agency (IAEA) to complete a nuclear infrastructure
assessment report in 2025, and to develop a master plan for nuclear power
infrastructure development in 2026. The review and amendment of legal documents
related to the Atomic Energy Law must also be completed within this year.
The coastal area in the southern part of Khánh Hòa Province has been designated in the master plan for the implementation of the Ninh Thuận Nuclear Power Project.
The
Vietnam Electricity Group (EVN) and the Vietnam Oil and Gas Group (PVN) will
submit dossiers requesting approval for adjustments to the investment policy
for consideration by competent authorities, striving to complete this process
at the National Assembly session in October–November 2025 for the Ninh Thuận 1
Project, and no later than May 2026 for the Ninh Thuận 2 Project.
The
State Appraisal Council, chaired by the Ministry of Finance, will conduct
appraisal and then submit to the Prime Minister for approval in 2026.
Ministries, sectors, and relevant agencies will appraise and approve dossiers
and documents; carry out construction works; and put the projects into
operation in line with the approved feasibility study.
The People’s Committee of Khánh Hòa Province has been assigned to urgently implement resettlement, relocation, and site clearance. The Ministry of Education and Training will lead the development of a scheme for nuclear power human resources training. The Ministry of Science and Technology will implement a scheme on communication and public awareness regarding the nuclear power development policy. The objective is to complete synchronized infrastructure for both projects in the 2025–2026 period.
In
addition, an inter-agency Task Force will be established to supervise the
implementation process, ensuring the prevention of corruption, waste, and
misconduct, as well as nuclear safety, security, and social order. The Task
Force will include personnel from the Ministry of National Defense, the
Ministry of Public Security, the Ministry of Finance, the Government
Inspectorate, and the State Audit Office, among others.
Earlier,
Deputy Prime Minister Bùi Thanh Sơn, Standing Vice Chairman of the Steering
Committee for the Construction of Nuclear Power Plants, conducted on-site
inspections of the planned locations for the two plants, engaged with local
residents to understand their concerns and aspirations, and presented gifts to
people in the area designated for the two nuclear power projects in the
southern part of Khánh Hòa Province.
Nuclear power, wind power, and renewable energy will transform Khánh Hòa Province into one of the nation’s major energy hubs.

emphasized: “The construction of the Ninh Thuận Nuclear Power Plant marks
an important milestone, as this will be the first nuclear power plant of our
country. During the implementation process, we must draw on international
experience and learn in order to achieve the highest possible standards in
science and technology. At the same time, the project is closely linked with
the tasks of developing production and organizing resettlement for local
residents. The goal is to ensure a stable and modern life for the people while
creating conditions for production development, thereby making a positive
contribution to the socio-economic development of Khánh Hòa Province.”

(L&D) - Regarding the amendment of the Land Law, the Chairman of the Ho Chi Minh City Real Estate Association proposed extending the time limit for completing agreements in cases where more than 75% of the land area and 75% of land users have already reached consensus.
(L&D) - On the afternoon of August 26 in Hanoi, Prime Minister Pham Minh Chinh, Head of the National Steering Committee on International Integration, chaired a meeting of the Committee and directed ministries and sectors to urgently draft and submit to the National Assembly a Resolution on special and breakthrough mechanisms and policies for implementing international integration, with the aim of removing institutional bottlenecks and creating new momentum for the country’s development.
