(L&D) - On 21 January 2026, Deputy Prime Minister Hồ Quốc Dũng signed Decision No. 159/QĐ-TTg issuing the plan for the implementation of the Law on Enforcement of Civil Judgements.
Accordingly, the Law on Enforcement of Civil Judgement No. 106/2025/QH15 was passed by the 15th National Assembly at its 10th Session on 5 December 2025, and will take effect from 1 July 2026 (the Law). To ensure the implementation of the law is carried out in a synchronized, consistent, timely, and effective manner, the Prime Minister issued the Plan for the Implementation of this Law.

The purpose of the Plan is to identify specific tasks, timelines, completion progress, responsibilities, and cooperation mechanisms of ministries, ministerial-level agencies, government-affiliated agencies, People’s Committees at all levels, the Supreme People’s Court, the Supreme People’s Procuracy, and relevant member organizations, agencies, and institutions, in order to ensure the timely, synchronized, consistent, and effective implementation of the Law, its full and strict enforcement in practice, and the avoidance of waste. The Plan also clearly defines the responsibilities of lead agencies and coordinating agencies in carrying out activities for the implementation of the Law, and aims to raise awareness among agencies, units, organizations, and individuals of the Law and their responsibilities in its implementation.
Contents of the Plan
The Plan includes the following contents:
1 - Organizing the dissemination, communication, and popularization of the Law and detailed regulations and guidelines for its implementation, including: Organizing the dissemination of the Law and documents detailing and guiding measures for its implementation; Organizing communication and public awareness activities on the Law and documents detailing and guiding measures for its implementation.
2 - Organizing training and in-depth professional development on the contents of the Law and documents detailing and guiding its implementation for Enforcement Officers, Examiners, Enforcement Assistants, and civil servants of the civil judgment enforcement sector.
3 - Compiling professional guidance materials on civil judgment enforcement in accordance with the Law and legal documents detailing and guiding measures for its implementation.
4 - Review of legal normative documents; development of detailed regulations and guidelines for the implementation of the Law: Review legal normative documents related to civil judgment enforcement to identify documents that need to be amended, supplemented, replaced, or repealed; compile a list of documents providing detailed regulations and implementation guidelines for the Law; and develop detailed regulations and guidelines for the implementation of the Law.
5 - Digital transformation in civil judgment enforcement activities: Finalize and operate the digital platform in the field of civil judgment enforcement and the civil judgment enforcement database to support enforcement activities; receive and process feedback and petitions related to civil judgment enforcement. Ensure information safety and cybersecurity in the digital environment. Promote the provision of online public services; deploy the integration of artificial intelligence (AI) to support professional operations; and connect and share data with national databases and relevant sectoral databases.
6 - Developing a plan and organizing its implementation to transfer evidence storage facilities located outside the premises of civil judgment enforcement agencies, together with evidence currently stored in such warehouses, to the Ministry of Public Security for management before 1 July 2028.7. Carrying out procedures for renaming Bailiffs and Bailiff Offices.
8 - Reviewing civil judgment enforcement case files and case files related to the settlement of complaints and denunciations regarding civil judgment enforcement.
9 - Ensuring facilities, human resources, and operational funding for the civil judgment enforcement system.
10 - Urging and monitoring the organization of the implementation of the Law and the legal normative documents detailing and guiding the implementation of the Law.
(L&D) - The National Assembly has decided to abolish the fixed taxable revenue threshold of 500 million VND/year, delegating to the Government the authority to set an appropriate threshold, with an expected increase to 1 billion VND/year. This is not merely a technical tax adjustment, but also a major reform step aimed at supporting the household economy to develop legitimately, transparently, and sustainably.
