(L&D) - The Politburo has announced the decision to transfer and assign Mr. Nguyen Duy Ngoc – Member of the Politburo, Secretary of the Party Central Committee, and Chairman of the Party Central Committee’s Inspection Commission – to serve as Secretary of the Hanoi Party Committee for the 2025–2030 tenure.
On the morning of November 4, the Hanoi Party Committee held a conference to announce the Politburo’s decision on personnel work.
Attending the conference were General Secretary To Lam; Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu; Head of the Party Central Committee’s Organisation Commission Le Minh Hung; Head of the Party Central Committee’s Commission for Internal Affairs Phan Dinh Trac; Secretary of the Party Committee of the Viet Nam Fatherland Front and central mass organisations Bui Thi Minh Hoai; along with representatives of leaders of departments, sectors, communes, and wards of Hanoi.
At the conference, Standing Deputy Head of the Party Central Committee’s Organisation Commission Hoang Dang Quang announced the Politburo’s decision on personnel work.
According to the Politburo’s decision, Mr. Nguyen Duy Ngoc, Member of the Politburo, Secretary of the Party Central Committee, and Chairman of the Party Central Committee’s Inspection Commission, is relieved from his membership in the Secretariat of the 13th tenure, and is transferred, assigned, and appointed to join the Executive Committee and Standing Committee of the Hanoi Party Committee, and to serve as Secretary of the Hanoi Party Committee for the 2025–2030 tenure.

New Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, born in 1964 in Hung Yen Province, holds a Master’s degree in Law and an advanced degree in political theory.
Mr. Nguyen Duy Ngoc is currently a Member of the 13th Politburo, Secretary of the 13th Party Central Committee, Member of the 13th Party Central Committee, and Chairman of the Party Central Committee’s Inspection Commission.
Throughout his career, he has held various positions within the Hanoi Police Department, including Head of Thanh Tri District Police, Head of the Road and Railway Traffic Police Division (PC27), Chief of Office of the Investigation Police Agency (PC44), and Deputy Director of the Hanoi Police Department cum Head of the Investigation Police Agency.
In November 2016, he was appointed Deputy Director General of the General Department of Police.
In August 2018, he served as Director of the Department of Anti-Corruption, Economic and Smuggling Crime Investigation.
At the end of 2019, he was appointed Deputy Minister of Public Security cum Vice Chairman of the National Traffic Safety Committee.
In June 2024, the Politburo transferred and assigned Mr. Nguyen Duy Ngoc to serve as Chief of Office of the Party Central Committee. Two months later, he was additionally elected by the Party Central Committee to join the Secretariat.
In January 2025, at its 9th plenum (13th tenure), the Party Central Committee elected Mr. Nguyen Duy Ngoc as Member of the 13th Politburo and Chairman of the Party Central Committee’s Inspection Commission.
In November 2025, the Politburo transferred, assigned, and appointed Mr. Nguyen Duy Ngoc as Secretary of the Hanoi Party Committee, replacing Ms. Bui Thi Minh Hoai, who was transferred and appointed by the Politburo to join the Executive Committee and Standing Committee, and to serve as Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organisations for the 2025–2030 tenure.
Previously, Ms. Bui Thi Minh Hoai – Member of the Politburo and Secretary of the Hanoi Party Committee – had been transferred and appointed by the Politburo to join the 13th Secretariat, and to serve as Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organisations.
(L&D) - During the 10th session of the National Assembly, delegates pointed out the shortcomings of the current legal framework and reached a consensus on the urgent need to legislate the responsibilities of e-commerce platform owners to protect consumers as well as to ensure market transparency.
(L&D) - On the morning of November 4, Prime Minister Pham Minh Chinh chaired a thematic Government meeting focusing on discussing key decrees aimed at implementing Resolution No. 222/2025/QH15 of the National Assembly on the International Financial Centre (IFC) in Viet Nam.
The expert argue that priority should be given to investing in key sectors, particularly in technology, to create the momentum for double-digit growth in the upcoming period.
(L&D) – With a strong determination to make Vietnam a leading financial destination in the region, the Government is urgently completing the final procedures for the Vietnam International Financial Center to officially commence operations as early as November this year. This is considered a strategic step to elevate the nation’s position, promote investment capital inflows, and deepen integration with the global financial market.
(L&D) - On October 29 in Ha Noi, the Party Committee of the Vietnam Lawyers Association, in coordination with the Party Cell of the Vietnam Bar Federation, held a conference to solicit opinions on the draft documents to be submitted to the 14th National Congress of the Communist Party of Vietnam.
(L&D) - The draft Law on Extradition, currently under consideration by the National Assembly at the 10th session of the 15th legislature, not only fills the existing legal gap but also reflects the strategic vision of the Party and the State in safeguarding national sovereignty, ensuring human rights, and enhancing Viet Nam’s international standing.
(L&D) According to the medium-term budget orientation for the 2026–2030 period, the State gives strong priority to political, national defense, security, and social welfare tasks, considering them as “pillar” sectors that ensure national stability, improve people’s living standards, and strengthen public trust.
(L&D) – Speaking at the Government’s regular meeting for September 2025, Minister of Finance Nguyen Van Thang stated that GDP growth in the third quarter was estimated at around 8.2% — the highest growth rate for the same period since 2011.
