Party Committee of the Fatherland Front and mass organizations: Shaping "substantive results" for the era of national advancement

(L&D) - On January 12, 2026, the Party Committee of the Viet Nam Fatherland Front and central mass organizations held the Conference to review the work in 2025 and deploy tasks for 2026. This was not merely an annual review conference, but also an important milestone for assessing the first year of operation under a new Party organizational model that is more streamlined and effective.
The Conference was attended and directed by Politburo Member and Standing Member of the Secretariat Tran Cam Tu. The Conference was chaired by Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee, and President of the Central Committee of the Viet Nam Fatherland Front Bui Thi Minh Hoai.
Streamlining the apparatus, orienting towards the grassroots
The year 2025 was identified as a year of special significance for the Party Committee of the Viet Nam Fatherland Front and central mass organizations. In the context of unpredictable global developments and domestic natural disasters causing serious consequences, the Party Committee implemented a “dual objective”: consolidating and completing the new organizational apparatus while at the same time leading the successful fulfillment of political tasks.

The most impressive result of the past year was the organizational revolution carried out in the spirit of Resolution No. 18-NQ/TW. The Party Committee led the decisive reorganization and consolidation of internal units, reducing the number of organizational units by up to 56.45% (from 271 to 118 units, a reduction of 153 units). This helped the apparatus operate in a more streamlined manner and overcome overlapping functions.
Alongside organizational consolidation, the “command from the heart” of those working in the Fatherland Front was still implemented resolutely. In response to the damage caused by storms and floods, the Party Committee led the mobilization of more than VND 1,262 billion in support for affected people and ensured its timely allocation to localities. The movement “Eliminating temporary and dilapidated houses” was completed on schedule nationwide, providing clear evidence of a spirit of decisive action, ensuring that no one is left behind.
From "movement-based" approaches to "substantive outcomes"
In his directive remarks at the Conference, Standing Member of the Secretariat Tran Cam Tu acknowledged and commended the efforts of more than 5,000 Party members across the entire Party Committee. However, in light of the requirements of 2026 - the inaugural year of the era of national advancement - Tran Cam Tu emphasized the need for strong innovation in both thinking and operational methods.

Conveying the guiding spirit of General Secretary To Lam, the Standing Member of the Secretariat required the entire Party Committee to thoroughly grasp the principle of shifting from “formalistic movements” to “substantive results.” All activities must deliver concrete benefits to the people, with reasonable costs and wide-ranging impact.
To realize this objective, Tran Cam Tu set out a new “benchmark” for officials of the Fatherland Front and mass organizations, with a specific set of criteria comprising the “3 Near”: Near the people – Near the grassroots – Near the digital space; the “5 Must”: Must listen – Must engage in dialogue – Must set an example – Must take responsibility – Must report results; and the “4 No”: No formalism – No avoidance – No buck-passing – No acting beyond assigned functions.
In particular, in order to thoroughly overcome the problem of administrative formalization, the Standing Member of the Secretariat required the establishment of a working mechanism based on the principle: “One task, one focal point, one deadline, one result.” At the same time, social welfare programs must be implemented with publicity and transparency in accordance with the criterion of “3 disclosures – 3 oversight mechanisms,” enabling the people and the press to participate in supervision.
Ready for new opportunities
In response to the profound directive opinions of the Standing Member of the Secretariat, Bui Thi Minh Hoai affirmed that these constitute strategic orientations and a driving force for the entire Party Committee to continue striving.

The head of the Party Committee of the Viet Nam Fatherland Front and central mass organizations committed to urgently concretizing these directives into the 2026 action program, with the spirit of “daring to think, daring to act, and daring to take responsibility.” In the immediate term, the Party Committee will focus all efforts on the key tasks of 2026, including the successful organization and implementation of the Resolution of the First Party Congress of the Party Committee.
In addition, it will actively participate in the preparation and organization of the 14th National Congress of the Party; coordinate the successful organization of the election of deputies to the 16th National Assembly and the People’s Councils at all levels for the 2026–2031 term; at the same time, the Party Committee identifies accelerating digital transformation and removing institutional “bottlenecks” as urgent tasks to enhance leadership effectiveness.
The Conference concluded with a high level of determination among all officials and Party members, ready to enter 2026 - a year of major events - with a new mindset: Unity – Discipline – Substantiveness – Effectiveness, worthy of being a solid “bridge” between the Party and the People in the new era.
