L&D)-On the morning of 25 December, at the Headquarters of the Central Committee of the Communist Party of Viet Nam, President Luong Cuong, Head of the Central Steering Committee on Judicial Reform (the Steering Committee), chaired the third meeting in 2025 of the Steering Committee.
Attending the meeting were the following members of the Politburo: Phan Dinh Trac, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Standing Deputy Head of the Steering Committee; and Nguyen Hoa Binh, Standing Deputy Prime Minister of the Government.
Also attending were Le Minh Tri, Secretary of the Party Central Committee, Standing Deputy Head of the Central Internal Affairs Commission; Party Central Committee member and Vice Chairman of the National Assembly Nguyen Khac Dinh; members of the Steering Committee; and representatives of the leadership of central ministries and agencies.

At the meeting, members of the Steering Committee discussed and gave opinions on the following contents: (1) the results of the review of judicial reform work for the 2021–2026 term; orientations and tasks for judicial reform work for the 2026–2031 term; (2) the draft Working Program for 2026 of the Steering Committee prepared by the Central Internal Affairs Commission; (3) the Project “Reviewing and evaluating the institution of ‘People’s Defense Counsel’ in order to propose solutions for the coming period” prepared by the Party Committee of the Viet Nam Lawyers’ Association.
Regarding the results of the review of judicial reform work in the past term, Party committees and Party organizations at all levels focused on leading and directing the thorough grasp, implementation, and timely institutionalization of the Party’s guidelines and policies on judicial reform, the building and improvement of the socialist rule-of-law State of Viet Nam, and the reorganization and streamlining of the organizational apparatus of judicial bodies.
The Steering Committee advised and assisted the Politburo in leading and directing judicial work and judicial reform in accordance with the Party’s guidelines and policies, with notable achievements including: the National Assembly and the Standing Committee of the National Assembly promulgated and amended 23 laws, 5 resolutions, and 4 ordinances related to the judicial field. Criminal law, civil law, and judicial procedural law have been developed and improved in a relatively comprehensive, synchronous, and timely manner, meeting practical requirements. The organizational apparatus, functions, tasks, and powers of judicial and judicial auxiliary bodies have continued to be consolidated and renewed in line with the policy of reorganizing and streamlining the organizational apparatus of the political system. The control of power and the prevention and control of corruption and negativity in judicial activities have been emphasized. The contingent of judicial and judicial auxiliary officials has matured in both quantity and quality. Many judicial auxiliary activities have been socialized, effectively serving investigation, prosecution, and adjudication work, and increasingly better meeting social needs.
At the same time, the mechanisms for the Party’s leadership and the supervision by the National Assembly, People’s Councils, and the Viet Nam Fatherland Front at all levels over judicial activities have continued to be renewed in a more effective and substantive manner. The results of judicial work and judicial reform have made important contributions to effectively combating various types of crime; protecting human rights and citizens’ rights; safeguarding the interests of the State and the lawful rights and interests of organizations and individuals; contributing to the maintenance of political security and social order and safety; and promoting socio-economic development and international integration.
Alongside the achieved results, the report also pointed out a number of shortcomings, limitations, and their causes; at the same time, it set out eight orientations and tasks for judicial reform in the next term.
Also at the meeting, members of the Steering Committee discussed and provided guiding opinions to finalize the Project “Reviewing and evaluating the institution of ‘People’s Defense Counsel’ in order to propose solutions for the coming period”, thereby contributing to promoting the role of People’s Defense Counsels in practice and enabling them to effectively perform their duties and exercise their powers in accordance with the law.
In his concluding remarks at the meeting, President Luong Cuong, Head of the Steering Committee, acknowledged and highly appreciated the Standing Agency of the Steering Committee for its strong sense of responsibility and its thorough and serious preparation of documents to serve the meeting of the Steering Committee. The Steering Committee basically agreed with the achieved results, as well as the shortcomings, difficulties, obstacles, and causes of the limitations in judicial reform work during the past term. At the same time, it agreed with the key tasks and specific tasks proposed for submission to the Steering Committee for opinions at meetings in 2026. The Head of the Steering Committee requested that the Central Internal Affairs Commission and the Party Committee of the Viet Nam Lawyers’ Association absorb the comments of the members of the Steering Committee and finalize the reports, programs, and projects for implementation.
(L&D) - On the afternoon of April 1, Standing Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Governing Council of the Vietnam International Financial Center, chaired a meeting with leaders and representatives of several ministries, functional agencies, and the two localities of Ho Chi Minh City and Da Nang to discuss the completion of the draft Regulations on the Operation of the Vietnam International Financial Center.
