Promulgating a Ministerial Circular regulating statistical surveys on science and technology

(L&D) - On December 15, 2025, the Minister of Science and Technology issued Ministerial Circular No. 45/2025 of the Ministry of Science and Technology regulating statistical activities in the science and technology sector.
Accordingly, the Ministerial Circular provides for the system of statistical indicators for the science and technology sector; the list of statistical surveys on science and technology falling within the scope of state management of the Ministry of Science and Technology outside the National Statistical Survey Program; and the statistical reporting regime for the science and technology sector under the scope of state management of the Ministry of Science and Technology.
The Ministerial Circular clearly stipulates the principles governing statistical activities in the science and technology sector. Accordingly, statistical activities in the science and technology sector must be truthful, objective, transparent, accurate, comprehensive, and timely, and must accurately reflect the actual situation of the science and technology sector.

Uniformity shall be ensured in the system of indicators, lists, classifications, forms, methods, procedures, and technical standards for statistics in accordance with the regulations of competent authorities; international statistical standards and methods shall be referenced to ensure comparability, integration, and connectivity with the national statistical system.
Statistical activities shall be consistent with the requirements of management, direction, administration, and orientations for the development of science, technology, and innovation in each period; and shall meet the requirements for monitoring, evaluation, forecasting, and the formulation of strategies, policies, and development plans of the sector and the nation.
Confidentiality shall be ensured and statistical data and information shall be used for proper purposes and within proper authority; serving the lawful management needs of agencies, organizations, and individuals in accordance with regulations; data management, access, and sharing shall be conducted in compliance with the law on information safety and security. Units and individuals providing data shall be legally responsible for the accuracy and completeness of the reported information.
The application of digital technologies, artificial intelligence, and big data shall be promoted in the collection, processing, analysis, storage, dissemination, and sharing of statistical information; priority shall be given to the effective exploitation of data from electronic reporting systems, national databases, and available administrative data, in order to enhance efficiency, reduce costs, and avoid duplication.
Statistical activities shall not cause obstruction to the operations of information providers or survey subjects, and shall comply with approved survey plans, legal regulations, and statistical professional procedures.
The Ministerial Circular clearly states that the system of statistical indicators for the science and technology sector is a set of statistical indicators reflecting the situation, resources, outcomes, and efficiency of the science and technology sector, promulgated to ensure uniformity in the collection and publication of statistical data for the science and technology sector.
Statistical indicators for the science and technology sector are developed on the basis of ensuring consistency with the National Statistical Indicator System and reflect the following principal fields: scientific research and technological development; technology application, innovation, start-ups, and enterprises; intellectual property; standards, metrology, and quality; atomic energy, radiation and nuclear safety; postal services and telecommunications; digital transformation; digital technology industry; finance, human resources, and international cooperation.
The system of statistical indicators for the science and technology sector stipulated in Appendix I issued together with this Ministerial Circular includes: the list of statistical indicators for the science and technology sector; and the contents of statistical indicators for the science and technology sector.
The system of statistical indicators for the science and technology sector shall be reviewed, updated, and adjusted when there are changes in management requirements, sectoral development practices, or international statistical standards, ensuring consistency with the National Statistical Indicator System and relevant legal regulations.
This Ministerial Circular takes effect from January 30, 2026.
