Promulgating the Circular on Regulations for Remote Sensing Data Acquisition Infrastructure

(L&D) – On November 28, 2025, the Minister of Agriculture and Environment issued Circular 68/2025/TT-BNNMT, stipulating the technical regulations for operating infrastructure for remote sensing data acquisition.

The Circular stipulates that remote sensing data receiving stations and remote sensing satellite control stations must be able to communicate with satellites, ensuring signal transmission and reception as well as the quality of the acquired data in accordance with the manufacturers’ specifications.

Remote sensing data receiving stations and remote sensing satellite control stations must be installed in unobstructed locations with a full 360° azimuth and an elevation angle of at least 3° to fully receive signals from satellites. The installation sites of these stations must also be equipped with infrared cameras to monitor the operation of the antenna systems.

A safety perimeter with a diameter of at least 1.5 times the antenna’s diameter, measured from the antenna’s center, must be installed around the antenna installation sites of remote sensing data receiving stations and remote sensing satellite control stations.

The Circular also stipulates that outdoor-installed equipment must operate reliably in temperatures ranging from -15°C to +45°C, withstand wind speeds of up to 80 km/h, and handle a maximum rainfall of 37 mm/h.

Rooms housing equipment for remote sensing satellite control stations and remote sensing data receiving stations must be dry, free from leaks, maintain humidity between 40% and 70%, and be equipped with air conditioning to ensure temperatures from 18°C to 25°C.

Remote sensing satellite control stations and remote sensing data receiving stations must comply with fire prevention and firefighting regulations, as well as search and rescue requirements, in accordance with the law.

In addition, remote sensing satellite control stations and remote sensing data receiving stations must be equipped with lightning protection and grounding systems that comply with legal regulations for telecommunications stations and external telecommunications cable networks.

The Circular stipulates that remote sensing satellite control stations and remote sensing data receiving stations must be equipped with backup power systems to maintain operations during power outages. The backup power system includes a voltage stabilization system, an uninterruptible power supply (UPS), and a standby generator.

The uninterruptible power supply (UPS) must ensure that remote sensing satellite control stations and remote sensing data receiving stations can operate for at least 30 minutes after the national grid power is interrupted.

The standby generator must have an automatic start function that activates no later than 1 minute after the national grid power is cut off.

Remote sensing satellite control stations and remote sensing data receiving stations must be interconnected to exchange information. The network system must be equipped with hardware and software to ensure cybersecurity, support scalability, and prevent cyberattacks during operation.

The network systems of the control stations and receiving stations must meet the required information security levels. All network devices must provide flexible connections suitable for data exchange needs.

The Circular will take effect on January 15, 2026.
