Resolution No. 01/NQ-CP of 2026: A "boost" for double-digit growth and the aspiration to break through in a new era

(L&D) - 2026 is a pivotal year; through Resolution No. 01/NQ-CP, the Government signals the objective of striving for GDP growth of over 10%, together with an action plan that also serves as a call to “dare to think, dare to act” in order to accelerate and achieve breakthroughs.
Looking back at 2025, the socio-economic landscape of Viet Nam recorded bright and pride-inspiring highlights. Amid an unpredictably volatile global context and natural disasters, storms, and floods unfolding with historically unprecedented complexity, we proactively “turned the situation around,” flexibly adapting to achieve impressive results. These achievements not only created momentum for rapid and sustainable development but also established a trajectory of renewal, enabling the country to confidently enter a new era.
Resolution No. 01/NQ-CP: Accelerating, achieving breakthroughs, striving for GDP growth of 10% from 2026.
Building on those achievements, 2026 is identified as a year of particularly important significance: the year in which the 14th National Congress of the Communist Party of Viet Nam will take place and the first year of implementation of the Five-year Socio-Economic Development Plan 2026–2030. Recognizing that the global situation continues to entail numerous risks and that domestic challenges remain substantial, the Government has defined a decisive action motto under the theme: “Discipline and responsibility; proactive effectiveness; innovation and creativity; acceleration and breakthroughs; sustainable growth.”
The boldest highlight of Resolution No. 01 this year is the nationwide GDP growth target of striving to reach 10% or higher. This figure reflects a very high level of political determination, closely associated with the task of maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.
To realize this ambition, the Government has thoroughly communicated five core viewpoints, emphasizing in particular the spirit that: “When the Party has directed, the Government has agreed, the National Assembly has concurred, and the People have supported… then we only discuss action, not retreat.” Development thinking must be fundamentally renewed, with a strong shift from extensive growth to intensive growth, taking science and technology and innovation as the primary driving forces.
Beyond policy orientations, Resolution No. 01 requires the immediate engagement of the entire political system. The Government directs the tightening of administrative discipline and order, the promotion of decentralization and delegation of authority in parallel with heightened accountability of heads of agencies. The work of preventing and combating corruption, negative practices, and waste continues to be intensified, ensuring that the apparatus operates transparently and effectively.
Regarding the implementation roadmap, the Government assigns ministries, sectors, and localities to promulgate their Programs and Action Plans before 20 January 2026. In particular, localities must develop detailed quarterly growth scenarios and submit them to the Ministry of Finance within February 2026. The Government even requires a review to adjust local growth targets where the current level of effort is lower than the overall target set out in the Resolution.
Resolution No. 01/NQ-CP of 2026 is not merely an administrative document, but a commitment by a developmental and action-oriented Government for a strong and prosperous Viet Nam. With renewed momentum and the determination to “accelerate and achieve breakthroughs,” the whole country joins efforts to successfully accomplish socio-economic objectives and record achievements in celebration of the nation’s major events.
12 strategic spearheads to realize the aspiration of 10% growth
2026 is not only the first year of a new five-year plan but also a moment marking the country’s strong transformation as it enters an era of rising.
In the recently promulgated Resolution No. 01/NQ-CP, the Government has set forth a highly challenging yet resolute objective: striving for GDP growth of 10% or higher. To turn this figure into reality, 12 groups of key tasks have been activated in a synchronized manner.
From refining the “breakthrough bottleneck” in institutions, concentrating resources on strategic infrastructure, to placing high-quality human resources and semiconductor technology at the center … all reflect the spirit of “only discussing action, not retreat.”
(L&D) - The National Assembly has decided to abolish the fixed taxable revenue threshold of 500 million VND/year, delegating to the Government the authority to set an appropriate threshold, with an expected increase to 1 billion VND/year. This is not merely a technical tax adjustment, but also a major reform step aimed at supporting the household economy to develop legitimately, transparently, and sustainably.
(L&D) - After 8 years of implementation, the Project on integrating human rights content into the national education curriculum has created a clear transformation in awareness of the rule of law, contributing to affirming Viet Nam’s consistent policy of respecting, protecting, and ensuring human rights.

(L&D) - The Government has just issued Resolution No. 117/NQ-CP, agreeing to the proposal to add the Draft Law on Occupational Safety and Health (amended) to the 2026 Legislative Program. This move aims to complete the legal framework and meet the requirements of socio-economic development, particularly in the context of increasingly deep and broad digital transformation and international integration.

(L&D) - With 100% of the attending deputies in favor, the National Assembly voted to adopt resolutions approving the appointment of 6 Deputy Prime Ministers, Ministers, and members of the Government for the 2026–2031 term.
