The Department of Information Technology has been assigned the primary responsibility for developing the “National Legal Portal.”

(L&D) -On October 10, 2025, the Ministry of Justice held a handover ceremony to transfer the primary responsibility for developing the “National Legal Portal” from the Department of Legal Dissemination, Legal Education and Legal Aid to the Department of Information Technology.
Attending the handover ceremony were Deputy Minister Nguyen Thanh Tinh; leaders of the Department of Legal Dissemination, Legal Education and Legal Aid; leaders of the Department of Information Technology; and representatives of the leadership of the Department of Planning and Finance, the Department of Personnel Organization, and the Ministry’s Office.

At the ceremony, representatives of the leadership of the units all expressed strong agreement with the policy of transferring the primary responsibility for developing the “National Legal Portal” from the Department of Legal Dissemination, Legal Education and Legal Aid to the Department of Information Technology. This transfer of responsibility is expected to contribute to enhancing management efficiency and ensuring consistency and synchronization in the deployment of the Ministry of Justice’s information systems and digital platforms.
In his remarks at the ceremony, the representative of the leadership of the Department of Legal Dissemination, Legal Education and Legal Aid affirmed that the Department will closely coordinate with the Department of Information Technology during the implementation process to ensure the Project continues seamlessly, inherits the results already achieved, and meets requirements regarding content, format, and utilities serving the use by individuals and organizations.
From the perspective of the Department of Information Technology, the unit will focus resources, technical infrastructure, and coordination with specialized units in building and completing the National Legal Portal, aiming to create a platform for searching, accessing, and utilizing legal information that is unified, accurate, and user-friendly for citizens and businesses.
In conclusion at the ceremony, Deputy Minister Nguyen Thanh Tinh emphasized that transferring the primary responsibility for implementing the “National Legal Portal” Project to the Department of Information Technology is a step consistent with the Ministry’s digital transformation orientation. At the same time, the Ministry’s leadership requested that the Department of Information Technology focus its resources, closely coordinate with relevant units to accelerate progress, ensure quality, and promptly put the system into practical operation, effectively serving state management and the legal information access needs of citizens and businesses.
