(L&D) - On the occasion of the 43rd anniversary of the Vietnamese Teachers’ Day (20 November 1982 – 20 November 2025), the Editorial Board of the Journal of Law and Development extends its gratitude to lecturers, scientists, and peer reviewers, together with its best wishes.

Vietnamese Teachers’ Day on 20 November is not only an occasion to express gratitude to those standing on the podium, but also a reminder of the special role played by those who silently uphold academic standards – the “teachers behind the scenes” of the scientific community. For the Law and Development Journal, that is precisely you: impartial peer reviewers, dedicated editors, and insightful professional advisors.
In the context of increasing demands for legal reform, a scientific journal is not only a place for knowledge dissemination, but also a “normative standard” contributing to the shaping of societal legal values and thinking. Every manuscript meticulously edited, every independent peer review, and every well-founded professional recommendation from esteemed teachers and scientists directly strengthen the national legal scientific foundation. This work requires courage, intellect, and dedication, which not everyone is able to undertake. The Editorial Board deeply respects and sincerely appreciates your contributions – those who not only engage in academic activities but also uphold the “discipline of knowledge,” protect scientific integrity, and promote the innovative spirit of the Journal of Law and Development.
On the occasion of 20 November, the Editorial Board extends to you its wishes for health and enthusiasm, to continue accompanying the Law and Development Journal in its important mission: enhancing Vietnamese legal scholarship, fostering independent scientific thinking, and contributing meaningfully to the development and construction of the Socialist Rule-of-Law State of Viet Nam.
(L&D) - On the afternoon of November 18, the 18th Provincial People’s Council of Nghe An, term 2021–2026, held its 34th Session (special Session) to carry out personnel work within its authority.
(L&D) - Due to the impact of strong easterly wind disturbances, from November 16 to 18, prolonged heavy rainfall across Dak Lak province caused severe flooding, landslides, and traffic disruptions in many areas, particularly in Yang Mao commune and several low-lying communes in the eastern part of the province.
(L&D) - The Ministry of Justice is taking the lead in developing the draft Law amending and supplementing a number of articles of the Law on Legal Aid (Law on Legal Aid) – an important step to enhance access to justice for all citizens, especially vulnerable groups in society.
(L&D) - In the context of Viet Nam’s declaration of achieving net-zero emissions by 2050, the aviation sector - considered one of the most challenging industries to decarbonize - is entering a stage that requires concrete actions rather than remaining at the level of slogans, through the amendment of the Law on Civil Aviation of Viet Nam.
(L&D) - Mr. Nguyen Khac Than, Chairman of the Hung Yen Provincial People’s Committee, has been assigned by the Politburo to join the Executive Committee and the Standing Committee, and to assume the position of Secretary of the Nghe An Provincial Party Committee for the 2025–2030 tenure.
(L&D) In every health crisis, from infectious disease outbreaks to “silent pandemics” such as cancer, diabetes, and stroke, one question repeatedly arises: If we had better disease prevention, would the cost be so high? This question is now at the forefront of the agenda as the National Assembly deliberates the Law on Disease Prevention and discusses the future of the preventive healthcare system.
(L&D) - The Politburo has announced the decision to transfer and assign Mr. Nguyen Duy Ngoc – Member of the Politburo, Secretary of the Party Central Committee, and Chairman of the Party Central Committee’s Inspection Commission – to serve as Secretary of the Hanoi Party Committee for the 2025–2030 tenure.
(L&D) - During the 10th session of the National Assembly, delegates pointed out the shortcomings of the current legal framework and reached a consensus on the urgent need to legislate the responsibilities of e-commerce platform owners to protect consumers as well as to ensure market transparency.
