The Government steadfastly implements the mission of development-oriented institutional creation, integrity, decisive action, and service to the People

Deputy Prime Minister Pham Thi Thanh Tra emphasized that the 2021–2025 term was an exceptionally difficult one, unprecedented in nature. However, amid those harsh challenges, under the leadership of the Party, the Government steadfastly adhered to a consistent guiding approach in leadership, direction, and administration: creation - to build strategic vision, establish institutions, lead the way, unblock constraints, and mobilize all social resources for national development; integrity - to establish a value foundation and safeguard trust; decisive action - to translate the Party’s and the State’s guidelines, lines, and policies into concrete, tangible results that the people can perceive and benefit from; and serving the people as the supreme objective, so that the Party’s will converges with the people’s aspirations, for a life of prosperity and happiness for the people.

This has been vividly and profoundly reflected across all activities and all fields, in which the Government, together with the entire political system and the whole people and armed forces, made great efforts to overcome difficulties and challenges, achieving important and highly commendable accomplishments.

According to the Deputy Prime Minister, the Government has created a foundation for stable, rapid, and sustainable socio-economic development, fulfilling 22 out of 26 major targets, including exceeding all social targets. Notably, macroeconomic stability was maintained, inflation was controlled, major balances were ensured, GDP growth in 2025 reached 8.02 percent, the five-year average reached 6.3 percent - among the highest in the region and the world - placing the country in the group of upper-middle-income countries.

Alongside economic development, cultural and social sectors, as well as the implementation of social progress and equity, achieved many impressive results; social security was ensured; people’s livelihoods improved and quality of life was enhanced; Viet Nam became a successful model in implementing the Millennium Development Goals on poverty reduction; the happiness index ranked 46th out of 143 countries, rising by 37 places compared to 2020.

The Government has also resolutely implemented three strategic breakthroughs, creating momentum to promote national development. In particular, thoroughly grasping the Party’s guidelines, the Government directed the urgent, resolute, and effective implementation of the revolution in reorganizing structures, streamlining the apparatus, and building a two-tier local government system, opening up new development space, creating breakthroughs in building a lean state apparatus, enhancing the effectiveness of national governance, fostering development, and better serving the people.

At the same time, the Government has promoted administrative reform, built a modern national governance system, intensified decentralization and delegation of authority, and laid a fundamental foundation for the transition from administration by orders to governance based on data, technology, and service outcomes. Science and technology, innovation, and digital transformation have been strongly promoted in line with the spirit of Resolution No. 57-NQ/TW of the Politburo; the Global Innovation Index in 2025 ranked 44th out of 139 countries and territories.

The Government has made efforts to build, maintain, and consolidate a peaceful, stable, and favorable environment for national development. Over the past term, the entire Party, people, and armed forces have made unremitting efforts in the prevention and control of corruption, wastefulness, and negative practices, with the spirit of “no forbidden zones, no exceptions,” making an important contribution to consolidating and strengthening the trust of the people, enterprises, and international partners.

Creating development, taking integrity as the foundation, taking decisive action as the commitment, and taking service to the people as the supreme objective

Deputy Prime Minister Pham Thi Thanh Tra emphasized that, thoroughly grasping the spirit of the Resolution of the 14th National Congress of the Party, the country is entering a new stage of development with changes of historic, watershed significance; the Government will continue to make its utmost efforts to fulfill the mission of “creating development-oriented institutions, upholding integrity, acting decisively, and serving the People,” focusing on six key tasks.

First, continuing breakthroughs in building and perfecting institutions, unleashing all resources for development; regarding this as the “breakthrough of breakthroughs” and a national competitive advantage. Institutions must genuinely shift from a management-oriented mode to a development-serving, facilitative mode; reduce compliance costs for the people and enterprises; and ignite the aspiration, confidence, and strong will to rise of the entire society.

In this regard, the focus is on institutionalizing the Resolution of the 14th National Congress of the Party and the core thematic resolutions of the Politburo, among others. At the same time, attention is paid to creating an open environment and a stable, highly predictable legal framework to generate momentum for rapid and sustainable growth, closely linked with maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances.

Second, accelerating industrialization and modernization; restructuring the economy; and strongly renewing the growth model; taking science and technology, innovation, and digital transformation as the primary drivers, and high-quality human resources as the core factor to promote new growth drivers. Priority is given to building strategic autonomy and developing foundational and spearhead industries. Strong emphasis is placed on promoting the digital economy, green economy, circular economy, and knowledge economy; effectively exploiting new development spaces and new models and modes of production and business. The roles of the state economy, the private economy, and foreign investment are to be strongly promoted in accordance with the spirit of the Resolution of the 14th National Congress of the Party and the core resolutions of the Politburo.

Third, focusing on developing a synchronous and modern strategic infrastructure system to create new development space. Unblocking, mobilizing, and effectively utilizing resources; creating clear improvements in investment progress, methods, and efficiency; strengthening public–private cooperation; and perfecting mechanisms and policies to mobilize and effectively use social resources for infrastructure investment, thereby reducing input costs and enhancing the competitiveness of Vietnamese goods in the international market.

Fourth, attaching importance to culture and society, creating a foundation for rapid and sustainable national development. Continuing to perfect social policies, placing people and the happiness of the people at the center, ensuring equity, inclusiveness, and sustainability - closely linked with economic development and social progress and equity, with the principle of “leaving no one behind.”

Fifth, renewing and modernizing national governance, taking service effectiveness and the satisfaction of the people and enterprises as the yardstick; accelerating the building of a digital government, digital society, and digital citizens on the basis of a unified, synchronized, seamless shared digital data platform used in real time throughout the state administrative system and by the people.

Promoting decentralization and delegation of authority in association with resource allocation and enhanced inspection and supervision, under the principle that “localities decide, localities implement, localities take responsibility,” in the most substantive and effective manner. Focusing on improving the quality and effectiveness of the operations of the two-tier local government system.

In particular, the Government places emphasis on building a culture of integrity; discipline and order; intensifying the prevention and combat of corruption, negative practices, and wastefulness; and building a contingent of cadres, civil servants, and public employees who dare to think, dare to act, and dare to take responsibility, who regard honor as the most sacred value, take effectiveness in serving the people as the core value, and place national and ethnic interests above all else.

Sixth, consolidating and strengthening national defense and security potential, firmly safeguarding national independence and sovereignty, and ensuring a peaceful and happy life for the people. Continuing to strengthen defense and security capacity; proactively responding to all situations; proactively building an all-people national defense posture and people’s security posture associated with a firm people’s heart-and-mind posture; ensuring independence, sovereignty, and territorial integrity; and maintaining political security, social order, and safety.

Emphasizing that “the spirit of the Congress is one of trust and aspiration, of breakthroughs and action, discipline and creativity, unity and development,” Deputy Prime Minister Pham Thi Thanh Tra affirmed that this constitutes a powerful driving force and core value for the Government to continue making its utmost efforts, fully promoting its mission of creating development-oriented institutions, taking integrity as the foundation, decisive action as the commitment, and serving the people as the supreme objective, together with the entire Party, people, and armed forces, to promptly bring the Resolution of the 14th National Congress of the Party into life, contributing to the realization of the aspiration to build a strong, prosperous, civilized, and happy Viet Nam, advancing steadily toward socialism.
