The Ministry of Home Affairs Issues New Directive on Decentralization and Delegation under the Two-Tier Local Government Model

(L&D) - The Ministry of Home Affairs has issued Official Letter No. 6721/BNV-TCBC, requesting People’s Committees of provinces and centrally-run cities to review and report on the implementation of decentralization, delegation, and delineation of authority under the two-tier local government model.
Official Letter No. 6721/BNV-TCBC dated August 20, 2025, clearly states: In implementing the Conclusion of General Secretary of the Communist Party To Lam, Head of the Central Steering Committee on Institutional and Legal Improvement, as set out in Notice No. 08-TB/BCĐTW dated August 8, 2025, and to provide the basis for reporting to the Politburo and the Secretariat on the implementation of tasks and authorities that have been decentralized, delegated, and delineated, the Ministry of Home Affairs requests the People’s Committees of provinces and centrally-run cities to assess the feasibility, advantages, and difficulties in enforcing regulations on decentralization, delegation, and delineation of authority under Government decrees, circulars issued by Ministers and Heads of ministerial-level agencies, and other legal normative documents (particularly focusing on tasks and authorities already delegated to commune-level local authorities).

In cases of difficulties or obstacles in implementation, provincial and centrally-run municipal People’s Committees are requested to submit written reports to the line ministries for consolidation and research to either improve regulations or provide guidance within their competence; at the same time, send such reports to the Ministry of Home Affairs for overall compilation and reporting.
Reports from provincial and centrally-run municipal People’s Committees shall be sent to the line ministries and the Ministry of Home Affairs no later than August 23, 2025, for consolidation and reporting to the competent authorities in accordance with regulations.
Earlier, in Notice No. 08-TB/BCĐTW dated August 8, 2025, General Secretary To Lam, Head of the Central Steering Committee on Institutional and Legal Improvement, assigned the Party Committee of the Government to direct the Party Committee of the Ministry of Home Affairs to take the lead and coordinate with the Party Committee of the Ministry of Justice in preparing a specialized report reviewing and proposing solutions to address difficulties and obstacles arising from legal regulations on decentralization, delegation, and delineation of authority, to be completed in September 2025.
(L&D) - The implementation of the Law on Legal Aid 2017 in Lao Cai Province has been carried out in a methodical and comprehensive manner, generating many positive changes and clearly reflecting the humanistic nature of legal policies in social life.
(L&D) - On the morning of November 13, the Department of Legal Dissemination, Education, and Legal Aid under the Ministry of Justice held a meeting of the drafting team to provide opinions on the draft Law amending and supplementing a number of articles of the Law on Legal Aid.
(L&D) On November 11, the Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice), in coordination with the State Legal Aid Center of Thanh Hoa Province, organized a training conference to enhance knowledge about legal aid for village elders, village heads, reputable community members, local residents, and related organizations and individuals in three communes: Van Xuan, Luong Xuan, and Linh Son (Thanh Hoa Province).
(L&D) - On the afternoon of November 10, the Ha Noi Public Administration Service Center launched a smart kiosk for verification and issuance of digital document copies. The entire process - from cross-checking and official digital signing to printing copies with a QR code for each file - has been reduced from 15 minutes to 3–5 minutes, increasing the working efficiency of judicial officers by 3–5 times.
(L&D) Under the comprehensive leadership of the Communist Party and the resolute direction of the Government, the two-level local government model has been systematically implemented in line with the requirements of unified administration, organizational consistency, and coherence of objectives: reducing intermediary levels, enhancing governance efficiency, and taking public satisfaction as the measure of performance.
(L&D) - The operation of the legal aid hotline and mobile legal aid application is one of the important steps in the digital transformation of the judicial sector, aiming to ensure that all citizens can access justice in a fair, transparent, and more convenient manner.
(L&D) According to the Ministry of Home Affairs, as of October 28, a total of 146,836 individuals (accounting for 99.99%) had received payments of policies and benefits under Decree No. 178/2025/ND-CP. Among them, all 34 provinces and cities have completed the disbursement.
