Completion of benefit payment under Decree No. 178

(L&D) According to the Ministry of Home Affairs, as of October 28, a total of 146,836 individuals (accounting for 99.99%) had received payments of policies and benefits under Decree No. 178/2025/ND-CP. Among them, all 34 provinces and cities have completed the disbursement.
On the afternoon of October 29, the Government convened a meeting on the implementation of the resolutions of the Party Central Committee and the National Assembly regarding the rearrangement of district- and commune-level administrative units and the organization of the two-level local government structure.

At the meeting, Minister of Home Affairs Do Thanh Binh stated that after nearly four months of implementation, the two-level local government model has operated stably, become well-organized, and initially demonstrated clear effectiveness. It has brought about positive changes in administration, governance, and public service delivery, gaining consensus and support from the people.
Regarding organizational structure, personnel, and the implementation of regimes and policies
To date, 100% of localities have completed the consolidation of organizational structures and the appointment of leadership positions in the People’s Committees at all levels.
All 34 provinces and centrally run cities have been implementing plans to restructure public service units, state-owned enterprises, and internal organizational units under their sectoral and field management. A total of 3,321 communes, wards, and special administrative-economic units have established multi-sector and multi-field public service units at the commune level, ensuring consistency with the orientations of the Party Central Committee and the practical conditions of each locality.
The review, arrangement, and assignment of commune-level officials and civil servants to meet task requirements have been actively carried out by many localities, significantly addressing the difficulties arising during the first three months of operation due to mismatches with job positions.
Several localities - such as Lam Dong, Phu Tho, Da Nang, Hai Phong, Quang Ninh, Khanh Hoa, Bac Ninh, Dien Bien, and Lai Chau - have urgently reviewed and arranged commune-level officials and civil servants in line with task requirements, yielding positive results.
As of October 28, across the country, 146,847 individuals had resigned, of whom 146,836 (99.99%) had received benefit payments under the policy, with only 11 individuals (0.01%) yet to receive them. All 34 localities have completed the disbursement.
Regarding decentralization and delegation of powers
The work of decentralization and delegation of powers has continued to be implemented vigorously and substantively by central ministries, sectors, and local authorities. Tasks under the jurisdiction of the central government account for 44%, while 56% of tasks have been decentralized or delegated to localities for implementation.
Minister Do Thanh Binh stated that the Ministry of Home Affairs is currently taking the lead, in coordination with the Ministry of Justice, to consolidate and report to the Government, the Prime Minister, the Politburo, and the Secretariat on the feasibility of implementing the decentralization, delegation, and delineation of powers in state management.
Regarding finance, budget, office facilities, public assets, and the allocation of official housing
All 34 localities have issued resolutions on the decentralization of budget revenues and expenditures; 100% of commune-level units have completed the opening of accounts and the payment of salaries through the State Treasury.
As of October 27, 2025, the settlement of redundant housing and land facilities requiring further handling, as well as the number of commune-level administrative units equipped with automobiles, has shown significant progress compared with the situation as of September 30, 2025.
Specifically, 17,595 housing and land facilities have been handled; 10,908 redundant facilities remain to be processed; 3,177 commune-level administrative units have been provided with automobiles, while 144 units have not yet been equipped. Based on targeted supplementary funding from the central budget, all six localities have been allocating funds to procure new vehicles within 2025.
The arrangement and allocation of official housing for officials, civil servants, public employees, and workers continue to be implemented by localities in line with the actual conditions of each agency and unit. Typical examples include Bac Ninh province, Da Nang city, Hai Phong city, and Vinh Long province, etc.
Regarding administrative procedures
As of 22 October 2025, there have been positive changes in the number of administrative procedures (APs) providing full-process public services. Ministries and central agencies manage 5,751 APs, of which 980 offer end-to-end online public services, 739 provide partially online public services (accounting for 12.8%), and4,032 have not yet been made available online, representing 70.2%.
Local authorities have publicly listed between 2,030 and 2,293 APs under their jurisdiction. On average, 792 APs provide end-to-end online public services (37%), 1,205 APs provide partially online public services (56.2%), and 146 APs have not yet been made available online, accounting for 6.8%.
Between 1 July and 26 October 2025, 34 provinces and centrally-run cities received 14.5 million administrative dossiers, of which more than 83% were processed online.
Task for time
According to Minister Do Thanh Binh, in the coming period, the Ministry of Home Affairs will continue to urge and inspect localities in implementing assigned tasks, strengthen the deployment of provincial-level officials and civil servants to commune-level administrations, and expeditiously finalize and submit to the Government a Decree replacing Decree No. 120/2020/ND-CP on the establishment, reorganization, and dissolution of public non-business units.
Based on the Politburo’s conclusions, the Ministry will promptly finalize and submit to the Government the Resolution of the National Assembly Standing Committee on the criteria for administrative units; complete the set of tools for work performance evaluation as a measure of the quality of civil servants and public employees; and finalize reports as well as develop and improve the Decree on the job positions of civil servants.
Localities are required to promptly consolidate the agricultural extension and land registration offices in accordance with the two-tier local government model; reassign public employees to commune-level units; establish public non-business units providing integrated services (including agricultural extension, land administration, environment, culture, and science–technology); and expeditiously study the reorganization of project management boards, land clearance, and land recovery to ensure alignment with practical conditions.
Efforts will be made to enhance training and capacity building for commune-level civil servants, improving their management and administrative competencies, particularly in finance, land, planning, and information technology. At the same time, emphasis will be placed on ensuring physical infrastructure, digital infrastructure, and data connectivity, while accelerating administrative reform and digital transformation.

(L&D) – Hanoi plans to host a conference in October 2025 to assess the PAR INDEX, SIPAS, and PAPI, with experts invited to suggest ways to enhance services for residents and enterprises.
(L&D) – After three months of implementing the two-tier local government model since July 1, 2025, Da Nang city has achieved initial positive results. This new model helps streamline the apparatus, enhance the effectiveness and efficiency of management, and at the same time shorten the time for handling tasks, thereby serving citizens and enterprises better.
(L&D)-After three months of operating under the new model, the administrative apparatus of Vinh Thanh Commune has remained stable, with obstacles gradually being resolved, aiming toward the goal of building a government that serves the people and fosters development.
(L&D)-Recently, the Department of Legal Dissemination, Education and Legal Aid (Department of LDELA), Ministry of Justice, in coordination with the Can Tho Department of Justice and local authorities, successfully organized training conferences to enhance capacity and knowledge on legal aid for grassroots officials and reputable individuals in ethnic minority communities.
