On the morning of 21 January 2026, amid the solemn and urgent atmosphere of the 14th National Congress of the Party, the plenary discussion on the Congress documents took place in a dynamic manner. On behalf of the Party Organization of the National Assembly, Comrade Nguyen Thi Thanh - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the National Assembly, and Vice Chairwoman of the National Assembly - delivered an important keynote presentation entitled: “Enhancing Party character and people’s character in the activities of the National Assembly to meet the requirements of perfecting development-oriented institutions in the new era”. The presentation not only reviewed the achievements of a term marked by significant turbulence but also set out the strategic orientation for legislative activities in the future.

The spirit of a "proactive National Assembly"

Looking back on the path traveled, the activities of the 15th National Assembly have left clear and profound impressions in the hearts of voters and people nationwide. It has been a National Assembly that has continuously endeavored to renew its organization and operations - a process that Vice Chairwoman of the National Assembly Nguyen Thi Thanh described as “constantly enhancing Party character and deepening people’s character.” The guiding principle “the people know, the people discuss, the people act, the people inspect, the people supervise, and the people benefit” is no longer a slogan but has become the compass for all policy decisions.

One of the most vivid manifestations of this spirit of renewal is the mindset that “the National Assembly convenes whenever the country needs it, whenever the people need it.” No longer constrained by rigid, fixed-term sessions, the 15th National Assembly has demonstrated maximum flexibility, preparing its agenda “early and from afar” in order to respond promptly to the rapid changes of reality. This represents a clear development in Party character and people’s character, as the highest organ of state power consistently places national interests and the urgent needs of life at the forefront.

Implementing the direction of Comrade General Secretary To Lam on renewing legislative thinking, the National Assembly has closely coordinated with the Government to concentrate all efforts on institutionalizing the Party’s strategic guidelines and decisions. The overarching objective is to remove “bottlenecks” and institutional obstacles, gradually creating an open legal corridor for development. The focus of this process is to serve the revolution in streamlining the organizational apparatus, perfecting the socialist-oriented market economy institutions, as well as promoting science and technology and innovation. As a result, an enormous volume of constitutional and legislative tasks, described as “unprecedented,” has been completed, laying a solid foundation for the country.

Alongside legislative work, supervisory activities have closely followed the pulse of real life, concentrating on pressing issues and accurately reflecting the thoughts and aspirations of the people. The National Assembly forum has truly become a place of reflection on human rights and citizens’ rights, where the feasibility and vitality of each legal norm are carefully examined.

The mission of the National Assembly in the new era

Entering the new era, the requirements placed upon the National Assembly have become both more demanding and more honorable. The context of accelerating industrialization, modernization, and deep international integration has elevated the task of “comprehensively and synchronously perfecting institutions for the country’s rapid and sustainable development” to the number-one priority, identified as the “breakthrough of breakthroughs.”

In this context, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that enhancing Party character and people’s character is both an inherent political principle and an objective requirement of practice. This is the prerequisite for the National Assembly to properly perform its three basic functions: constitution-making and law-making; supreme oversight; and deciding on important national matters.

To realize this mission, the National Assembly has identified as a consistent requirement the assurance of the comprehensive and direct leadership of the Party Central Committee, the Politburo, the Secretariat, and the Party Committee of the National Assembly. Legislative thinking must continue to be strongly renewed in the direction of “development-oriented institutional creation.” This requires enhancing the capacity to institutionalize the Party’s line into law, in parallel with strengthening oversight of the implementation of resolutions and laws in practice.

In particular, closely adhering to the Resolution of the 14th National Congress of the Party to develop the Action Program and orient the full-term legislative program is an urgent task. The Party Organization of the National Assembly must continue to be built to be clean and comprehensively strong, in line with the specific characteristics of an elected body. The role of the Party Committee of the National Assembly in strategic advisory work needs to be better promoted, ensuring a harmonious combination between Party-building responsibilities and professional authority.

A sound institutional system requires outstanding individuals to operate it. Looking toward the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels, personnel preparation is being carried out in a thorough and prudent manner.

The overarching guiding viewpoint is: striving to elect a sufficient number, ensuring structure, but giving top priority to quality. The National Assembly needs deputies who are truly exemplary in both qualities and capacities. In particular, deputies who are Party members must genuinely be pioneers and role models.

They must be those who place the common interest above all else, possess profound professional expertise and sound operational skills, together with strategic vision and sharp policy analysis capacity. Only such a contingent is capable of shouldering the major responsibility of leading the country through the challenges of the times.

Placing the people at the center - the yardstick of success

Imbued with the principle that “the people are the root,” Vice Chairwoman of the National Assembly Nguyen Thi Thanh pointed out that the people are the center, the subject, the objective, and also the driving force of development. Therefore, all decisions of the National Assembly must represent a perfect crystallization of “the Party’s will” and “the people’s aspirations.” The ultimate destination is nothing other than the satisfaction and trust of the people.

To achieve this, the National Assembly places particular emphasis on the feasibility of policies, especially the conditions ensuring implementation in terms of resources, organizational apparatus, and human resources at the grassroots level. Activities of analysis, consultation, policy impact assessment, solicitation of public opinions, and social criticism will be further enhanced in effectiveness. The legislative process consistently attaches importance to listening to and absorbing the opinions of the people, so that each law promulgated carries the breath of real life.

Work related to citizens’ petitions and aspirations will also continue to be renewed in a more professional, open, and transparent direction. The objective is to promptly grasp, fully and objectively reflect the thoughts and aspirations of all strata of the people to the parliamentary forum, while strengthening effective oversight of legal adjustments after promulgation.

Concluding her presentation, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized the core message: “Under the conditions of building a socialist rule-of-law State, Party character and people’s character constitute a dialectical unity.” Party character serves as the foundation ensuring correct political orientation, as a “guiding torch,” while people’s character is the vivid yardstick and the practical test of Party character.

Only when these two elements are fully upheld and brought into play can the National Assembly truly meet the demands of history and, together with other bodies in the political system, realize the sacred aspiration of building a strong, prosperous, happy Viet Nam that advances steadily into the new era. This is not merely a political commitment, but also a pledge of honor by the National Assembly to the Party and the People in the new term.
