Immediately after Storm No. 9 (Super Typhoon Ragasa), there is a risk that Storm No. 10 will continue moving into the East Sea.
The Prime Minister telegraphed: the Secretaries and Chairpersons of the People’s Committees of provinces and cities from Ha Tinh northwards; the Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Culture, Sports and Tourism, Foreign Affairs, Science and Technology, Education and Training, and Health; the General Directors of Vietnam Television, the Voice of Vietnam, and the Vietnam News Agency; the Editor-in-Chief of Nhan Dan Newspaper; and the Office of the National Civil Defense Steering Committee.
On the evening of September 22, 2025, Super Typhoon Ragasa moved into the East Sea and became Storm No. 9. At 16:00 on September 23, 2025, the center of the storm was located at approximately 20.6 degrees north latitude and 116.7 degrees east longitude, about 680 km east of the Leizhou Peninsula (China), with the maximum sustained winds near the center remaining at levels 16–17 (super typhoon level), gusting above level 17.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will continue to maintain super typhoon intensity (levels 16–17), with gusts above level 17 until the morning of September 24, 2025, before gradually weakening (but still remaining a very strong storm).
By the early morning of September 25, 2025, the storm is expected to move into the Gulf of Tonkin, where it will maintain wind speeds of levels 11–12, gusting to levels 14–15. During September 25, the storm will make direct landfall in the northern region of our country, with coastal wind speeds of levels 10–11, gusting above levels 12–13, and inland winds of levels 8–9, gusting to levels 10–11.
Super Typhoon No. 9 has extremely strong intensity at sea, with a very wide area of strong winds, sea waves over 10 meters high, and extremely rough seas, posing particular danger to vessels operating in the northern East Sea. The storm may cause heavy rainfall in the northern provinces as well as in Thanh Hoa and Nghe An, with rainfall of about 150–250 mm, and in some areas exceeding 400 mm, creating risks of flash floods, landslides, threats to dam safety, and flooding in urban and low-lying areas.
Immediately after Storm No. 9, there is a risk that Storm No. 10 will continue moving into the East Sea with the potential to directly affect our country’s seas and mainland, impacting maritime production activities.
To proactively respond to Storm No. 9, ensure the safety of people’s lives, and minimize damage to the property of the People and the State, the Prime Minister requests:
Decisive Response to Storm No. 9 (Super Typhoon RAGASA), No Negligence or Subjectivity Allowed

The Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, and Health; the Chairpersons of the People’s Committees of provinces and cities from Quang Ngai northwards shall continue to strictly and resolutely implement the Prime Minister’s directives set out in Official Telegram No. 170/Official designation – Prime Minister dated September 22, 2025; absolutely no negligence or subjectivity is permitted. They must organize close monitoring, timely updates, and firm grasp of the situation; proactively and promptly direct and implement response measures to Storm No. 9 in accordance with their assigned functions, tasks, and authority with the highest level of determination, proactive readiness at the highest level, anticipating the worst-case scenarios, avoiding passivity and surprises, and placing the goal of ensuring the safety of the People’s lives above all else.
They shall bear responsibility before the Government and the Prime Minister if any lack of responsibility in advising, leadership, or direction causes loss of life or property of the People.
Be ready to organize the evacuation and relocation of residents to ensure safety before the storm makes landfall.
2. The Secretaries and Chairpersons of the People’s Committees of the above-mentioned provinces and cities, especially coastal localities from Quang Ninh to Thanh Hoa (where strong winds are forecast), shall focus on leading and directing the implementation of measures to respond to the super typhoon, with particular attention to:
(i) Ensuring the safety of the People’s lives, especially the elderly, children, students, and other vulnerable groups;
(ii) Ensuring the safety of vessels operating at sea and along the coast (including fishing and aquaculture vessels, transport ships, tourist boats, etc.), as well as activities at sea, on islands, along the coast, and inland;
(iii) Protecting houses, warehouses, factories, agency and unit headquarters, educational and medical facilities, dikes, dams, infrastructure works, and production and business activities, especially agricultural production and marine/coastal aquaculture, with the guiding principle of “better to secure homes than risk the fields”;
(iv) Reviewing plans and being ready to organize evacuation and relocation of residents to ensure safety before the storm makes landfall, and implementing rescue and relief operations in the event of adverse situations.
Warning of the worst-case scenario to enable proactive response.
3. The Minister of Agriculture and Environment, according to assigned functions, tasks, and authority, shall:
(i) Direct the forecasting and provision of complete, timely, and most accurate information on the developments and impacts of the storm, including warnings of the worst-case scenario (including the risk of Storm No. 10 forming in the East Sea immediately after Storm No. 9 makes landfall), so that competent agencies and the People can proactively and effectively implement appropriate response measures;
(ii) Direct the implementation of safety measures for fishing vessels, the protection of dikes, irrigation dams, and agricultural production, especially marine aquaculture; and coordinate to ensure the safe and effective operation of reservoirs to prevent risks to dam safety.
Closely monitor the situation, regularly update, and announce dangerous areas at sea.
Urge sectors and localities to implement storm response measures in accordance with actual conditions, and promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister for direction on matters beyond their authority.
Particularly Ensure Safety of Maritime and Coastal Transport and Tourism Activities

The Ministers of the Ministries of Construction, Industry and Trade, Culture, Sports and Tourism, Science and Technology, Education and Training, and Health, within their respective functions, tasks, and authority, shall proactively direct and urge the implementation of effective measures to respond to the super typhoon in order to protect personnel, vehicles, equipment, and facilities under their management. Particular attention shall be given to ensuring the safety of maritime and coastal transport and tourism activities; safety of road, maritime, inland waterway, railway, and aviation traffic; safety of offshore oil and gas activities; safety of hydropower dams, power transmission systems, telecommunications systems, educational and medical facilities, and production, business, and service establishments.
5. The Ministers of the Ministries of National Defense and Public Security shall direct the work of ensuring the safety of military and police forces, vehicles, and equipment; instruct units stationed in areas at risk of storm impacts to review response plans and proactively deploy forces and means to support localities in implementing storm response measures, especially in assisting with evacuation, relocation of residents, and search and rescue operations when required.
Ready to Coordinate and Mobilize Forces and Means for Storm and Flood Response
6. The Chief of the Office of the National Civil Defense Steering Committee shall coordinate with the competent agencies of the Ministry of Agriculture and Environment to closely monitor developments, proactively review response scenarios, and be ready to coordinate and mobilize forces and means to support localities in implementing storm and flood response measures in accordance with assigned functions and tasks.
7. The Directors General of Vietnam Television, the Voice of Vietnam, and the Vietnam News Agency shall coordinate with relevant agencies to strengthen the dissemination of information on the developments, impacts, and dangers of Super Typhoon Ragasa, providing timely updates to enable the public to understand storm developments and the directives of the Government, the Prime Minister, and central and local authorities, so that appropriate response measures can be taken to minimize disaster-related damage; and provide guidance to the public on storm response skills to reduce losses.
8. Thủ tướng Chính phủ giao Quyền Bộ trưởng Bộ Nông nghiệp và Môi trường và Chánh Văn phòng Ban chỉ đạo phòng thủ dân sự quốc gia căn cứ tình hình cụ thể, diễn biến của bão tổ chức các đoàn công tác đi kiểm tra, đôn đốc, phối hợp với các địa phương triển khai công tác ứng phó với bão.
9. Giao Phó Thủ tướng Chính phủ Trần Hồng Hà tiếp tục chỉ đạo các Bộ, ngành, địa phương triển khai kịp thời công tác ứng phó với bão.
10. Văn phòng Chính phủ theo dõi, đôn đốc các Bộ, địa phương thực hiện nghiêm túc Công điện này; kịp thời báo cáo Thủ tướng Chính phủ, Phó Thủ tướng phụ trách những vấn đề đột xuất, phát sinh./.
