(L&D) - On October 8–9, 2025, the Department of Legal Dissemination, Education and Legal Aid (DLDLA) under the Ministry of Justice consecutively organized training conferences aimed at enhancing the capacity and knowledge on legal aid for reputable individuals and grassroots officials in Quang Tri Province.
Accordingly, on October 8, the Department of Legal Dissemination, Education and Legal Aid organized two training conferences to enhance the capacity and knowledge on legal aid for reputable individuals and grassroots officials in the wards/communes of Dong Hoi, Dong Thuan, Dong Son, and Dong Trach.

On October 9, the Department of Legal Dissemination, Education and Legal Aid continued to organize a training conference to enhance the capacity and knowledge on legal aid for village officials, community representatives, association and union branch members, reputable individuals, and grassroots officials in the communes/wards of Ninh Chau, Truong Ninh, Hoan Lao, and Quang Ninh.

At the conferences, the participants were provided with presentations by Mr. Phan Trong Hung, Deputy Director of the State Legal Aid Center No. 1 of Quang Tri Province, and Ms. Tran Thi An, Deputy Head of the Professional Affairs Division of the same Center. The speakers conveyed important contents of the Law on Legal Aid, focusing on practical issues such as the categories of persons eligible for legal aid, procedures for submitting requests, forms and scope of legal aid services, as well as the rights and obligations of legal aid beneficiaries.

The two speakers emphasized the importance of legal aid in protecting the lawful rights and interests of citizens, including the poor, people with meritorious services to the revolution, and those facing financial difficulties in the locality—especially following the process of merging wards and communes. After the merger, the population of each ward/commune increased, requiring association branch officials and grassroots officers to make greater efforts in disseminating information and providing guidance on legal aid so that citizens can access and benefit from legal aid services when encountering legal difficulties.

With a learner-centered teaching approach, the speakers provided an overview of legal aid policies and laws, helping participants understand and identify the scope, forms, and areas of legal aid, as well as recognize those eligible for free legal aid services. In particular, they focused on developing participants’ skills in guiding and explaining the right to legal aid, and their responsibility to inform and refer legal aid beneficiaries to the State Legal Aid Center of Quang Tri Province.
The delegates actively engaged in open, frank, and democratic discussions, creating an open forum where grassroots officials and reputable community members could learn together, enhance their understanding of legal aid, and improve their communication and referral skills regarding legal aid services for the people. This was also an opportunity to further disseminate legal aid knowledge widely among the local population.

In general, the delegates agreed that the knowledge on legal aid laws helped them better fulfill their core roles in legal aid work at the local level. Several delegates expressed their desire for the Department of Legal Dissemination, Education and Legal Aid to continue organizing more conferences on legal aid, particularly those focusing on specialized legal areas such as land law, laws on children, and laws on women.
The training activity contributed to the effective implementation of legal aid components within the national target programs and affirmed the efforts of the Department of Legal Dissemination, Education and Legal Aid under the Ministry of Justice in disseminating legal knowledge on legal aid to the people.
(L&D)-In implementation of the 2025 Legal Aid Work Plan, the Department of Legal Dissemination, Education and Legal Aid under the Ministry of Justice organized a training conference to enhance knowledge on the mechanism for coordination and the provision of legal aid information for procedural authorities, procedural officers, and commune-level officials in Can Tho City.
(L&D) -Immediately after implementing the two-tier local government model, the restructuring of officials and civil servants has achieved many notable results; however, there remain several difficulties and challenges that need to be addressed.
(L&D)-Prime Minister Pham Minh Chinh signed and released the Official telegram No. 190/CĐ-TTg dated October 7, requesting Ministers, Heads of ministerial-level agencies, Governmental agencies, and Chairpersons of Provincial People’s Committees and centrally-run cities to resolutely implement measures to increase housing supply, reduce housing and real estate prices, and stabilize the market.
(L&D) - The protection, care, and improvement of public health are entering a new chapter as the Government submits to the National Assembly the draft Law on Disease Prevention — a law expected to serve as the “heart” of the healthcare legal system, placing disease prevention as the top priority.
(L&D) -The decentralization of governance forms an integral part of administrative reform, aiming to restructure the two-tier local government model toward enhancing the effectiveness and efficiency of governance, streamlining the administrative apparatus, and better serving for citizens and enterprises under the principle of “only doing better.”
(L&D)-The Ministry of Education and Training has announced a Draft Decree amending and supplementing the provisions on administrative penalties in the fields of education and vocational education, aiming to strengthen discipline and order in order to build a healthy, fair, and civilized educational environment.
(L&D) – On the morning of October 6, at the Party Central Committee’s Headquarters, the 13th Plenum of the 13th Party Central Committee solemnly opened. Party General Secretary To Lam chaired the meeting. Politburo member and State President Luong Cuong presided over the opening session.
(L&D) – The Politburo and the Secretariat have directed that school councils shall not be established in public educational institutions (except for schools operating under international agreements), and that the Party committee secretary shall concurrently serve as the head of the educational institution.
