Strengthening market management, real estate business, and transfer activities
The Prime Minister’s Official telegram clearly states that in certain regions and localities, housing and real estate prices have continuously increased, far exceeding people’s financial capacity. The causes include lack of information about housing and the real estate market; situations of “price manipulation” and “artificial pricing”; shortage of affordable commercial housing for citizens; and although the number of social housing projects is being actively implemented, it still falls short of actual demand.
To promptly promote investment projects, increase housing and real estate supply, and enhance control, correction, and timely handling of real estate price manipulation and speculation, Prime Minister Pham Minh Chinh requests Ministers, Heads of ministerial-level agencies, Governmental agencies, and Chairpersons of Provincial People’s Committees and centrally-run cities to focus on the following:
Complete institutions, policies, and laws on housing, real estate business, land, planning, investment, construction, credit, and taxation to ensure consistency and synchronization; continue to minimize administrative procedures, and further strengthen decentralization and delegation of authority. Study and adjust regulations on land use fees reasonably to prevent them from becoming a factor that drives up real estate and housing prices beyond citizens’ income levels.
Promptly research, develop, and promulgate breakthrough, open, and favorable mechanisms to attract resources for stable, healthy, transparent, and publicly developed real estate markets—especially promoting housing segments affordable for middle-income earners to improve citizens’ material and spiritual living standards.
Focus on and resolutely direct the acceleration of social housing development to exceed the target of 100,000 social housing units in 2025 as assigned by the Government and the Prime Minister.
Strengthen management of the real estate market and related business and transaction activities; continue to monitor and capture market information to promptly issue policies and mechanisms for managing the real estate market toward stability, safety, healthiness, and sustainability.
Promptly implement the tasks assigned by the Prime Minister in Official Document No. 9557/Government Office – Industry and Construction Affairs (GOVO-ICA) dated October 6, 2025, and Official Document No. 9631/Government Office – Industry and Construction Affairs (GOVO-ICA) dated October 7, 2025, of the Government Office to prepare for the second session of the Central Steering Committee on housing and the real estate market regarding breakthrough development of social housing.
Study and propose solutions to control prices
The Prime Minister assigned the Minister of Construction to take the lead in studying, reviewing, and completing legal normative documents on housing, real estate business, urban and rural planning, and construction to promptly remove difficulties and obstacles arising in practice; in which, study and propose price control solutions to ensure compliance with market rules while maintaining state management and ensuring the people’s right to housing and accommodation; study specific and breakthrough solutions for the development of social housing; and promptly develop policies on renting and rent-to-own housing for low-income groups.
At the same time, urgently report on the results of the five task forces inspecting, supervising, and removing obstacles for real estate and housing projects nationwide, especially social housing projects; guide localities to determine the number of completed social housing units in accordance with the Law on Real Estate Business.
The Minister of Construction shall take the lead and coordinate with the Ministry of Agriculture and Environment, the Ministry of Finance, and relevant agencies to promptly finalize the pilot project on the model of the “Real Estate and Land Use Rights Exchange Center under State Management,” to be submitted to the Government and the Prime Minister for consideration and decision in October 2025.
Strengthen guidance for localities to promptly update and publish construction material prices and construction price indices within their jurisdictions, ensuring that they accurately reflect cost structures and are consistent with market price levels; strictly prohibit and severely handle hoarding, speculation, and the abuse of state policies on common construction materials for profiteering.
The Minister of Finance shall urgently report to the Prime Minister before October 15, 2025, on real estate tax policy as directed by Deputy Prime Minister Hồ Đức Phớc in Official Document No. 3642/Government Office – Finance and Monetary Affairs (GOVO-FMA) dated August 14, 2025. Coordinate with the Ministry of Construction and relevant ministries to study and implement digital transformation to interconnect procedures for real estate transactions, notarization, taxation, and land transaction registration in an electronic environment.
The Minister of Agriculture and Environment shall complete legal normative documents related to land management, particularly land use planning, land allocation, land leasing, and land valuation, to resolve difficulties and obstacles related to land prices; submit them to competent authorities for promulgation within October 2025. The documents must enhance the State’s role in land price control and ensure that land use fee collection regulations are consistent with land law, practical conditions, and people’s income. Urgently complete the national land database, connect and synchronize it with the population database and other related specialized databases to contribute to improving the effectiveness of online public services and state management of land.
The Ministry of National Defense and the Ministry of Public Security shall actively coordinate with localities to implement housing construction investment for the people’s armed forces, ensuring the completion of targets assigned by the Prime Minister to provide housing for the armed forces by 2030.
Careful evaluation when granting credit to real estate projects showing signs of “price inflation”
The Governor of the State Bank of Vietnam shall proactively and flexibly administer monetary policy in an effective manner; control, inspect, and direct credit flows into priority sectors, including credit for investors and homebuyers in projects such as social housing, worker housing, the renovation and reconstruction of apartment buildings, and commercial housing projects with prices affordable to the people. Research and adopt strict management measures, conduct thorough appraisal and careful evaluation when granting credit to real estate projects with high product prices or signs of “price manipulation” and “price inflation”; develop plans to seriously and regularly monitor and inspect credit institutions that provide loans secured by real estate assets to ensure objective and reasonable valuation, compliance with regulations, and the efficiency and safety of credit operations. Direct banks to reduce costs, promote digital transformation, and simplify administrative procedures to further lower lending interest rates for production and business activities, thereby stimulating consumption.
Continue coordinating with relevant ministries and sectors to amend standards, conditions, and loan procedures to be more favorable, and decisively accelerate the disbursement of the 120-trillion-VND Credit Program for loans supporting social housing, worker housing, and housing for the armed forces.
Promote the effective implementation of credit packages supporting social housing policies and preferential loan programs for young people under 35 years old to purchase their first commercial housing or social housing with suitable interest rates and terms, ensuring disbursement according to schedule and for the right beneficiaries.
Chairpersons of Provincial People’s Committees (PPCs) and centrally-run cities shall focus on directing and promoting the implementation of projects and completing the social housing targets assigned by the Prime Minister on schedule; set the highest goal of completing assigned social housing targets to ensure progress and implementation. Direct the study and development of social housing models suitable to local conditions; strictly comply with regulations on allocating land funds for worker dormitories in industrial zones and reserving 20% of residential land funds in commercial housing and urban area projects for social housing development in accordance with the law.
Major urban centers and key localities such as Hanoi, Hai Phong, Ho Chi Minh City, Da Nang, Hue, Can Tho, and provinces with many industrial zones shall prioritize land funds according to planning to implement social housing and affordable commercial housing projects, thereby increasing the supply of products suitable to people’s income levels; consolidate the situation, and propose breakthrough solutions to promote social housing development, to be submitted to the Ministry of Construction by October 10, 2025.
Localities shall immediately cut and reform administrative procedures; assign sufficient civil servants to effectively perform functions and tasks under delegated and decentralized authority in planning, land, construction, housing, real estate, and investment sectors, ensuring that administrative procedures are not delayed due to manpower shortages. Urgently prepare and publicly disclose planning information on projects, new urban areas, and housing projects, especially social housing projects in their localities; at the same time, strengthen inspection and supervision of real estate brokerage activities to prevent “rumor-spreading” and “market disruption”.
