Organizing a Training Conference on the Mechanism for Coordination and Provision of Legal Aid in Can Tho City

(L&D)-In implementation of the 2025 Legal Aid Work Plan, the Department of Legal Dissemination, Education and Legal Aid under the Ministry of Justice organized a training conference to enhance knowledge on the mechanism for coordination and the provision of legal aid information for procedural authorities, procedural officers, and commune-level officials in Can Tho City.
The training conference was attended by nearly 110 delegates from the State Legal Aid Center of Hau Giang Province under the Department of Justice of Can Tho City, representatives of procedural authorities and officers, and civil servants from 28 commune-level units across Can Tho City. The conference speaker was Dr. Nguyen Van Diep, Lawyer, and former Deputy Director of the Judicial Academy.
At the conference, Dr. Nguyen Van Diep shared with the officials several practical skills for legal aid officers and lawyers collaborating with the State Legal Aid Center when participating in legal proceedings, in accordance with the current legal regulations.
According to Dr. Diep, legal aid is an important policy aimed at ensuring access to justice for disadvantaged groups, contributing to the realization of human rights and citizens’ rights as provided in the Constitution. The Law on Legal Aid 2017 (effective from January 1, 2018) and its guiding documents have established a new legal framework, expanded the scope of beneficiaries, and improved the organizational system to enhance the quality and professionalism of legal aid services. However, during implementation, several obstacles have emerged, requiring amendments and supplements to meet practical demands and respond to socio-economic changes, digital transformation, and the trend toward the socialization of legal services.

Dr. Nguyen Van Diep stated that legal aid officers and lawyers collaborating with the State Legal Aid Center, when participating in legal proceedings as defense counsels for persons denounced or recommended for prosecution; persons held in urgent cases; arrestees; detainees; accused persons; or defendants, are responsible for employing all measures prescribed by law to clarify circumstances proving their clients’ innocence, as well as mitigating factors concerning criminal and civil liabilities, in order to protect their lawful rights and interests. Similarly, legal aid officers and lawyers collaborating with the State Legal Aid Center, when participating in legal proceedings as representatives protecting the lawful rights and interests of victims, civil plaintiffs, or civil defendants, are also obliged to employ all measures provided by law to clarify the objective facts of the case and thereby ensure the best protection of the rights and lawful interests of the aided persons assigned to them.
Within the framework of the conference, the speaker also provided essential information on the right to legal aid for commune-level civil servants in the locality, accompanied by practical examples to illustrate and facilitate their understanding and application in daily professional work.

In addition, the speaker, together with the delegates, engaged in discussions and practical case studies, thereby addressing participants’ questions related to legal aid activities. The delegates also shared difficulties and obstacles encountered in the practical implementation of legal aid information provision at the local level, allowing for joint discussion and resolution.
Through the training conference, legal aid officers, procedural authorities, procedural officers, as well as commune-level officials and civil servants gained a clearer understanding of the contents requiring coordination in providing legal aid information, thereby enabling them to better assist the public—especially people in ethnic minority areas—in gaining timely access to legal information.
(L&D) -Immediately after implementing the two-tier local government model, the restructuring of officials and civil servants has achieved many notable results; however, there remain several difficulties and challenges that need to be addressed.
(L&D)-Prime Minister Pham Minh Chinh signed and released the Official telegram No. 190/CĐ-TTg dated October 7, requesting Ministers, Heads of ministerial-level agencies, Governmental agencies, and Chairpersons of Provincial People’s Committees and centrally-run cities to resolutely implement measures to increase housing supply, reduce housing and real estate prices, and stabilize the market.
(L&D) - The protection, care, and improvement of public health are entering a new chapter as the Government submits to the National Assembly the draft Law on Disease Prevention — a law expected to serve as the “heart” of the healthcare legal system, placing disease prevention as the top priority.
(L&D) -The decentralization of governance forms an integral part of administrative reform, aiming to restructure the two-tier local government model toward enhancing the effectiveness and efficiency of governance, streamlining the administrative apparatus, and better serving for citizens and enterprises under the principle of “only doing better.”
(L&D)-The Ministry of Education and Training has announced a Draft Decree amending and supplementing the provisions on administrative penalties in the fields of education and vocational education, aiming to strengthen discipline and order in order to build a healthy, fair, and civilized educational environment.
(L&D) – On the morning of October 6, at the Party Central Committee’s Headquarters, the 13th Plenum of the 13th Party Central Committee solemnly opened. Party General Secretary To Lam chaired the meeting. Politburo member and State President Luong Cuong presided over the opening session.
(L&D) – The Politburo and the Secretariat have directed that school councils shall not be established in public educational institutions (except for schools operating under international agreements), and that the Party committee secretary shall concurrently serve as the head of the educational institution.
(L&D) – The Ministry of Justice held a briefing conference for its affiliated units in October 2025. Minister of Justice Nguyen Hai Ninh, along with Deputy Ministers Nguyen Thanh Tinh, Phan Chi Hieu, Dang Hoang Oanh, Mai Luong Khoi, and Nguyen Thanh Ngoc, attended the conference.
