Completing the two-tier government system – An administrative revolution for people-centered service

(L&D) -Minister of Home Affairs Pham Thi Thanh Tra emphasized: “Continuing to improve the organizational apparatus, staffing, and restructuring of job positions is a key task to ensure an effective and efficient state administrative system that meets the requirements of the two-tier local government model in the new period.”


On the afternoon of October 13 in Hanoi, right after the successful conclusion of the First Congress of the Party Organization of the Government for the 2025–2030 term, Minister Pham Thi Thanh Tra shared with the press about the “revolution” in the organization of the administrative apparatus – a milestone of historic significance in the process of building a two-tier local government system.

The entire nation is united toward a common goal: “A service-oriented, transparent, modern, and efficient administration.”

According to Minister Pham Thi Thanh Tra, under the resolute leadership of the Central Committee, the Politburo, and especially the General Secretary, the restructuring of the administrative apparatus at all levels has been implemented in a synchronized and comprehensive manner. This process is not merely about streamlining staffing but represents a holistic restructuring of the entire political system, opening up new development space for both the nation and localities.

Three months after the two-tier local government model was implemented nationwide, the initial results have led many to believe that this is not simply a new administrative structure but a completely different approach to national governance.

The two-tier local government model marks a breakthrough step, reflecting the strategic vision of the Party and the State in modern national governance. Guided by the principle of “streamlined – effective – service-oriented,” the administrative apparatus is gradually being reformed to be closer to and more responsive to the people, aiming toward a public administration that serves, enables, and brings happiness to its citizens.

To ensure the effectiveness of this new model, Minister Pham Thi Thanh Tra identified six key task groups and priority solutions for the coming period, directed toward building a streamlined, enabling, and efficient administrative system.

The first is to improve institutions and unlock resources, with a focus on continuing to refine the legal framework — from the Law on Government Organization, the Law on Local Government Organization, the Law on Cadres and Civil Servants, and the Law on Public Employees to relevant specialized laws — in order to establish a consistent and enabling legal corridor for the operation of the two-tier government system.

In addition, it is essential to enhance the quality of the contingent of cadres, civil servants, and public employees, with the understanding that “human resources are the decisive factor,” as the Minister emphasized. Job positions must be restructured and personnel quality improved to ensure adequate numbers with high competence, thereby advancing toward modern, transparent national and local governance.

At present, the Government has promulgated 30 decrees and 66 circulars, implementing nearly 900 tasks related to the decentralization and delegation of authority to localities. The Ministry of Home Affairs is continuing to review these measures to ensure the principle of “local decision-making, local implementation, and local accountability,” while integrating mechanisms for assessing practical feasibility.

Minister Pham Thi Thanh Tra: “This is an organizational revolution of historic significance, laying the foundation for the nation to enter an era of strength, prosperity, affluence, civilization, and happiness.”

Administrative reform efforts have helped reduce 30% of administrative procedures; however, Minister Pham Thi Thanh Tra emphasized that further, more substantial reductions are needed — shortening processing times and eliminating unnecessary intermediary steps — to move toward a people-centered and service-oriented administration.

The application of science and technology and comprehensive digital transformation are considered vital pillars for building a digital government, digital citizens, and a digital society. The use of artificial intelligence (AI) will enhance work efficiency, reduce staffing needs, and increase productivity within the administrative apparatus.

Following the restructuring of provincial-level administrative units, investment in socio-economic and digital infrastructure is essential. Connected transportation systems, cultural and social infrastructure, and modern facilities for public service and administration will form a solid foundation for the effective operation of the two-tier government system.

This administrative revolution not only reorganizes the apparatus but also reshapes the mindset and working methods of the entire system. From the central to the grassroots level, every sector and every locality is united toward a single goal: “A service-oriented, transparent, modern, and efficient administration.”
