(L&D)-The Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice), in coordination with Legal Aid Center No. 3 of Phu Tho Province, organized a training conference to raise awareness of legal aid at the pilot site in ethnic minority and mountainous areas for about 250 participants, including local officials and reputable community representatives in Muong Thang Commune.
The provision of legal aid is a major policy of the Party and the State, ensuring human rights and citizens’ rights. It is also an integral part of the overall policies on poverty reduction, gratitude to those who rendered services to the nation, and ethnic affairs, reflecting profound humanitarian values and contributing to social justice. The organization of training conferences in Muong Thang not only helps grassroots officials and reputable community members enhance their legal knowledge but also enables them to act as a bridge, bringing legal aid policies closer to the people—especially ethnic minorities, the poor, people with meritorious services to the revolution, and other vulnerable groups—within the implementation framework of the two-tier local government model.
Overview of the Conference
The conference was attended by officials from mass organizations (such as the Veterans’ Association, Women’s Union, Association of the Elderly, and Youth Union), village heads, respected community figures, civil servants, public employees, and workers from the People’s Committee of Muong Thang Commune, as well as ethnic minority residents living in the area.
Within the framework of the training conference, reporter Le Thi Thuy, Director of the Center for Legal Information and Support and Legal Aid under the Department of Legal Dissemination, Education and Legal Aid, delivered a key presentation on legal aid policies and information. Her presentation covered topics such as: beneficiaries entitled to free legal aid; procedures for requesting legal aid; areas of law eligible for legal aid; ways to contact legal aid-providing organizations; and methods for contacting the Department of Legal Dissemination, Education and Legal Aid.

In addition to presenting the legal provisions on legal aid, the speaker also introduced several practical legal situations commonly encountered in local communities and explained how to resolve them in accordance with the law. She screened videos on legal aid previously broadcast on Vietnam Television during the conference, posed questions for participants to discuss, and provided guidance and answers to issues raised by local residents regarding policies and regulations on legal aid. This interactive approach helped participants better understand and apply the knowledge in practice.
Through the training conference, grassroots officials and community leaders not only improved their understanding of legal knowledge but also enhanced their skills in advising, explaining, and guiding people to access legal aid services.
This activity brought legal aid services closer to daily life, ensuring that all eligible citizens who need legal assistance can receive free legal aid services. It also reflects the profound humanistic spirit of the legal aid policy, contributing to the protection of human rights and citizens’ rights in accessing justice and equality before the law.
