On October 10, in Hanoi, Lieutenant General Nguyen Minh Duc, Deputy Chair of the Committee on National Defense, Security, and Foreign Affairs (CNDSFA) of the National Assembly, presided over the 3rd plenary session of the Committee reviewing the Cybersecurity Law draft. The session was co-chaired by Deputy Chairs of CNDSFA: Lieutenant General Nguyen Hai Hung; Major General Nguyen Quoc Hung; and Major General Tran Duc Thuan.

On behalf of the Drafting Committee presenting the submission on the draft law, Colonel Trieu Manh Tung – Deputy Director of the Department of Cybersecurity and High-Tech Crime Prevention, under the authorization of the Ministry of Public Security’s leadership, stated: Recognizing the importance of cyberspace, the Party and the State have recently issued numerous policies and orientations related to the improvement of the legal framework on cybersecurity.
To date, the Law on Network Information Safety has been in effect for 10 years, and the Cybersecurity Law has been in effect for 7 years. Therefore, the provisions in these two laws also need to be amended and supplemented to suit the practical development situation, particularly concerning new issues in information technology, contributing effectively to the digital transformation process and the development of Vietnam’s digital economy and digital society.
Currently, the state management responsibility for cybersecurity has been transferred to the Ministry of Public Security. On July 10, 2025, under Resolution No. 87 regarding adjustments to the 2025 legislative program, the Standing Committee of the National Assembly decided to include the Cybersecurity Law in the 2025 legislative program based on the unification of the Cybersecurity Law and the Law on Network Information Safety into a single, unified law.
The draft Cybersecurity Law is being developed on the basis of unifying the policies of the two aforementioned laws, while also supplementing certain provisions on urgent issues that have significant impacts on social life due to the rapid development of science and technology in the new era.
The draft law consists of 9 chapters and 58 articles, including the addition of several new issues such as: provisions on ensuring data security; provisions requiring enterprises providing services in cyberspace to take responsibility for identifying Internet addresses (IP addresses) and providing them to specialized forces protecting cybersecurity to serve state management and ensure network security.
It also adds provisions on the funding for cybersecurity protection of agencies, organizations, state-owned enterprises, and political organizations, which must ensure a minimum of 10% of the total funding for implementing schemes, projects, programs, plans for investment, application, and development of information technology.

Major General Vu Huy Khanh, a member of the Standing Committee of the Committee on National Defense, Security, and Foreign Affairs (CNDSFA), presenting the verification report, stated that the Committee agreed on the necessity of enacting the Cybersecurity Law for the reasons outlined in the Government’s submission. He also emphasized that the law aims to thoroughly and promptly institutionalize the Party’s guidelines, policies, and directives on national defense and cybersecurity; to reform and streamline the organizational apparatus of the political system for efficiency, effectiveness, and performance; to develop science and technology, innovation, and national digital transformation; and to renew the process of law-making and law enforcement to meet the country’s development requirements in the new era.

Regarding prohibited acts in cybersecurity, the Committee on National Defense, Security, and Foreign Affairs (CNDSFA) basically agreed with the stipulated contents; at the same time, it proposed reviewing all acts to ensure full coverage and avoid omissions that could lead to serious social consequences, such as spreading false or fabricated information, causing public confusion, affecting political and social stability, and infringing individual rights; it also proposed strictly prohibiting the use of artificial intelligence (AI) to create, edit, or disseminate video clips, images, audio, or texts containing content that slanders, defames, spreads false information, or falsifies the identity, identifying features, voice, or image of others in order to infringe upon the lawful rights and interests of agencies, organizations, or individuals, or to cause harm to national security and social order and safety.
At the session, delegates engaged in lively discussions and contributed numerous opinions to the submission and verification report, helping to improve the draft law.
Concluding the discussion, Deputy Chair of the Committee on National Defense, Security, and Foreign Affairs Nguyen Minh Duc sincerely thanked the delegates for their full attendance and for contributing their intellectual and dedicated opinions. He requested that the Drafting Agency continue to coordinate with the Verification Agency to review the entire content of the draft law in relation to other relevant laws to avoid overlapping provisions; continue to revise, supplement, and ensure coherent and persuasive reasoning; and promptly complete the draft law dossier to meet the requirements for submission to the National Assembly at the upcoming session.
(L&D) - Deputy Minister Phan Chi Hieu chaired the meeting of the Independent Appraisal Council to review the draft Government Resolution on provisions to address difficulties and obstacles in the implementation of the Law on Fisheries 2017 and its guiding legal documents concerning the prevention of illegal, unreported, and unregulated (IUU) fishing on the afternoon of October 10.
(L&D)-The Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice), in coordination with Legal Aid Center No. 3 of Phu Tho Province, organized a training conference to raise awareness of legal aid at the pilot site in ethnic minority and mountainous areas for about 250 participants, including local officials and reputable community representatives in Muong Thang Commune.
(L&D) - On October 5, 2025, the Standing Committee of the Nghe An Provincial Party Committee issued Plan No. 01-Plan/Provincial Party Committee regarding the continued arrangement of the organizational apparatus of the political system in Nghe An province. The plan requires reviewing, researching, and proposing methods for arranging public service units, schools, and healthcare facilities in the province.
Speaking at the high-level session of the “First Overview of Vietnam’s Private Economy” (ViPEL 2025) themed “Public–Private Partnership for a Prosperous and Powerful Nation” on the afternoon of October 10, 2025, Minister of Justice Nguyen Hai Ninh affirmed that the Government has never convened and carried out as many tasks and activities related to legal institutions as it does today.
