(L&D) – The Ministry of Justice held a briefing conference for its affiliated units in October 2025. Minister of Justice Nguyen Hai Ninh, along with Deputy Ministers Nguyen Thanh Tinh, Phan Chi Hieu, Dang Hoang Oanh, Mai Luong Khoi, and Nguyen Thanh Ngoc, attended the conference.

According to the reports presented, in the third quarter of 2025, in the spirit of emulation to celebrate the 80th anniversary of the Justice sector’s Traditional Day (August 28, 1945 – August 28, 2025) and the 6th Patriotic Emulation Congress of the Justice sector, the Ministry and the Justice sector made strong efforts to promptly and effectively implement their assigned tasks with ensured quality, achieving many outstanding results.
Among these, the Ministry of Justice successfully organized the 1st Congress of the Party Committee of the Ministry of Justice, 2025–2030 tenure, as well as a series of activities celebrating the 80th anniversary of the Justice sector’s Traditional Day (August 28, 1945 – August 28, 2025). It also closely followed and effectively implemented the tasks under the Action Program for the implementation of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo. A highlight of these efforts was the focus on finalizing the draft Decree guiding the implementation of Resolution No. 197/2025/QH15 dated May 17, 2025 of the National Assembly on special mechanisms and policies designed to create breakthroughs in lawmaking and law enforcement, as well as the Scheme on “Improving the Structure of the Vietnamese Legal System to Meet the Requirements of National Development in the New Era”.
In addition, the Ministry of Justice has continued to provide advisory support for the effective performance of its tasks as the Standing Body of the Central Steering Committee on Institutional and Legal Improvement, and the Steering Committee for reviewing and resolving obstacles in the legal system. It has also effectively implemented Scheme 06, administrative procedure reform, and digital transformation.
At the same time, the Ministry has ensured the timeliness and quality of drafting legal documents and schemes submitted to the Politburo and the Party Central Committee’s Secretariat; focused on finalizing documents and materials to be presented to the National Assembly at its 10th session and to the Standing Committee of the National Assembly; and prepared documents and schemes to be submitted to the Government and the Prime Minister under the 2025 work program. The Ministry has also closely monitored and promptly grasped the situation of justice work at the local level, focusing on guiding local justice agencies in carrying out professional activities during the implementation of the two-tier local government model.
In the coming period, the Ministry of Justice will continue to thoroughly grasp and effectively implement the resolutions, directives, conclusions, and instructions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister. It will further play a pivotal role in lawmaking and institutional improvement, with a focus on the effective implementation of the Law on Promulgation of Legal Normative Documents, Resolution No. 197/2025/QH15 on special mechanisms and policies to create breakthroughs in lawmaking and law enforcement, and Resolution No. 206/2025/QH15 on special mechanisms for addressing difficulties and obstacles arising from legal provisions.
The Ministry of Justice will also continue to enhance the effectiveness and efficiency of state management in the fields of civil judgment enforcement, monitoring the implementation of administrative judgments, judicial administration, judicial support, legal dissemination and education, legal aid, registration of secured transactions, state compensation, and the management and handling of administrative violations.
It will further carry out its role as the Standing Body of the Central Steering Committee on Institutional and Legal Improvement, and the Steering Committee for reviewing and resolving obstacles in the legal system. The Ministry will also continue upgrading and improving the contents and functions of the National Legal Database Portal, ensuring its effective operation for legal document searches, the receipt and handling of feedback and recommendations on normative legal documents, smart legal assistance through artificial intelligence (AI), and the integration of existing legal databases, thereby substantively meeting the needs of citizens and enterprises.
Speaking at the conference, Minister Nguyen Hai Ninh requested that law-making units proactively categorize their tasks, work in close coordination with relevant units, and ensure the timeliness and quality of commenting on and appraising draft legal normative documents.
In addition, the Minister requested units to focus on improving databases, particularly the new version of the National Legal Database Portal, ensuring its launch on Law Day (November 9) with modern features that meet the needs of citizens, enterprises, and state management agencies. At the same time, it is necessary to urgently carry out the assigned tasks in the field of judicial administration, accelerate the disbursement of financial resources, and ensure compliance with regulations.
Minister Nguyen Hai Ninh also called on all unit leaders to uphold a spirit of initiative and flexibility, work in close coordination, promptly report difficulties and obstacles, and ensure that all tasks of the Ministry of Justice are implemented with high quality, on schedule, and in line with the requirements of judicial reform, thereby better serving citizens and enterprises.
In his concluding remarks at the conference, Minister Nguyen Hai Ninh emphasized that, in the immediate future, the Ministry and the justice sector must concentrate their efforts on fulfilling preparatory tasks for the 10th session of the National Assembly. The drafting, appraisal, and review of normative legal documents must be thoroughly studied and examined to ensure quality, coherence, and consistency, while promptly detecting and addressing arising issues, thereby contributing to enhancing the effectiveness and efficiency of the legal system.
(L&D) - At the 8th Conference of full-time National Assembly Deputies , the delegates paid special attention to the draft Law amending and supplementing a number of articles of the Law on Treaties. Many opinions affirmed that this is a necessary and timely step to improve the legal framework, enhance the effectiveness of governance, and assert Vietnam’s position in the international arena.
(L&D) - The decentralization of management is a component of administrative reform aimed at restructuring the two-tier local government model with the objective of enhancing the effectiveness and efficiency of governance, streamlining the administrative apparatus, and better serving citizens and enterprises under the principle that performance can only be improved.
(L&D) – On September 24, Minister of Justice Nguyen Hai Ninh chaired a meeting to hear reports on the draft Government Resolution on addressing difficulties and obstacles in asset auction activities. Also in attendance were two Deputy Ministers, Phan Chi Hieu and Nguyen Thanh Tu, together with leaders of several affiliated units of the Ministry.
Prime Minister Pham Minh Chinh has just signed and issued Official Telegram No. 171/Official designation – Prime Minister directing the focused implementation of response measures to Storm No. 9 (Super Typhoon Ragasa).
(L&D) - The practical implementation of the two-tier local government model has revealed many positive aspects but also certain shortcomings. Local authorities have proactively reviewed and categorized the existing obstacles while simultaneously recommending that the Central Government address these issues and improve the legal framework to enhance the operational effectiveness of this new model.
(L&D) - On September 13, 2025, Prime Minister Pham Minh Chinh signed Directive No. 24/Prime Minister’s Directive on promoting the implementation of technological solutions serving citizens and businesses, linked to population data, electronic identification, and authentication.
(L&D) -The Ministry of Home Affairs has just issued an official dispatch to ministries, sectors, and localities requesting reports on the current staffing situation and proposals for personnel allocation for the 2026–2031 period.
Stating clearly the Government’s and the Prime Minister’s determination to build and develop a stable, safe, healthy, open, and transparent real estate market, Prime Minister Pham Minh Chinh emphasized 11 key tasks and solutions aimed at increasing supply, reducing costs, striving to keep commercial housing prices at a reasonable level consistent with the nature of the market, the Vietnamese economy, and the average income of the people, while promoting the development of social housing so that people have the conditions to own homes.
