(L&D) Prime Minister Pham Minh Chinh met with President Donald Trump on the sidelines of the ASEAN – United States Summit, reaffirming the commitment to promoting comprehensive bilateral cooperation.

Promoting high-level cooperation and establishing a political foundation for the new stage.

Within the framework of the 47th ASEAN Summit and related meetings held in Kuala Lumpur (Malaysia) on October 26, Prime Minister Pham Minh Chinh had a brief but highly significant meeting and discussion with U.S. President Donald Trump. The engagement reaffirmed both sides’ commitment to further promoting the Comprehensive Strategic Partnership for peace, cooperation, and sustainable development.

During the meeting, Prime Minister Pham Minh Chinh conveyed the invitation of General Secretary To Lam and other senior leaders of Viet Nam for President Donald Trump to pay an official visit to Viet Nam in the near future. The U.S. side expressed its appreciation for the invitation, and President Trump gladly accepted, affirming that he would arrange a suitable time for the visit.

This was not merely a customary diplomatic activity, but also a strategic move aimed at elevating the bilateral relationship to a new level of political trust. One of the most important pillars of the Comprehensive Strategic Partnership is the maintenance of high-level exchanges; therefore, the forthcoming visit is expected to create a “dual momentum” in both political and economic dimensions.

Prime Minister Pham Minh Chinh also proposed that the United States coordinate the arrangement of General Secretary To Lam’s visit to the U.S., affirming that Viet Nam attaches great importance to high-level reciprocity and regular engagement between the two countries’ leaders as a means to steer the bilateral relationship.

The substantive discussions during the meeting further reflected Viet Nam’s consistent priority of fostering a fair and sustainable economic and trade framework. The two leaders agreed to expedite the signing of a reciprocal trade agreement, aiming toward a model of cooperation that is equitable, modern, transparent, and mutually beneficial.

Notably, in response to the Prime Minister’s proposals, President Donald Trump positively acknowledged Viet Nam’s recommendations regarding the recognition of Viet Nam as a market economy and the removal of Viet Nam from the D1 and D3 strategic export list. President Trump also requested senior U.S. officials attending the summit - including the Secretary of the Treasury and the United States Trade Representative - to promptly review and provide feedback on Viet Nam’s proposals.

This is considered an important step forward in establishing a stable and favorable environment for businesses of both countries, while affirming Viet Nam’s economic and trade governance capacity in line with international standards.

Affirming ASEAN's role and Viet Nam's diplomatic footprint

Viet Nam highly values the role of the United States, particularly President Donald Trump’s personal commitment to promoting peaceful solutions to recent conflict hotspots. The continued coordination between ASEAN and the United States through multilateral channels remains an effective approach for both sides to ensure regional stability, uphold international law, and maintain ASEAN’s central role in the evolving regional security architecture.

The meeting also clearly reflected Viet Nam’s consistent approach - steadfast in the principles of independence, self-reliance, diversification, and multilateralization - while proactively contributing to the building of a stable, trustworthy, and predictable international environment.

Although brief, the meeting carried significant strategic implications. It demonstrated that the space for Viet Nam–United States cooperation, following the elevation to a Comprehensive Strategic Partnership, is shifting from “goodwill” to “substantive action,” and from political orientation to direct implementation in key areas such as technology, trade, investment, and economic security.

On the sidelines of the summit, bilateral meetings between Minister of Industry and Trade Nguyen Hong Dien and U.S. officials, including the United States Trade Representative and the Deputy Secretary of State, further concretized new areas of cooperation, notably in the digital economy, artificial intelligence, and sustainable supply chains.

The fact that these successive engagements took place within a major multilateral framework such as ASEAN indicates that Viet Nam is effectively leveraging ASEAN’s centrality to amplify its voice and expand cooperation with major partners, in the spirit of “cooperation, trust, respect, and shared development.”

The meeting between Prime Minister Pham Minh Chinh and President Donald Trump once again affirmed the strategic depth of Viet Nam–United States relations. On the basis of mutual respect, both countries are steadily translating their cooperation commitments into concrete actions to ensure long-term and sustainable benefits, while making positive contributions to peace, stability, and prosperity in the Asia–Pacific region and beyond.
