Legal dissemination and education suitable for each target group and ethnic minority area, with emphasis on ethnic languages and traditional methods appropriate to people's daily lives

(L&D) - The Ministry of Ethnic Affairs and Religion is drafting a Prime Minister’s Decision approving the Scheme on dissemination and legal education suitable for each ethnic minority group, with emphasis on ethnic languages, traditional methods, practical content, and focusing on legal issues related to people’s livelihood.

The draft content clearly states that the overall objective of the Scheme is to enhance the effectiveness of dissemination and legal education for each target group and ethnic minority area, to create a clear change in awareness and compliance with the law among people in ethnic minority regions, to ensure the uniform, synchronized, and effective implementation of ethnic and religious policies, to harmoniously address the relationships and interests among different ethnic groups, to strengthen the great national unity, for the goal of a wealthy people, a strong Viet Nam, democracy, justice, and civilization; to minimize, and eventually eliminate, acts of law violation due to lack of understanding, contributing to the promotion of socio-economic development, and to the construction and perfection of the Socialist Rule-of-Law State of Viet Nam.

For the 2026 - 2030 period, training and capacity-building materials for the team of legal rapporteurs, legal propagandists, party cell secretaries, village and hamlet heads, persons of prestige among ethnic minority communities, and religious dignitaries and functionaries will be developed, uploaded to the Internet, and digitized.

100% of legal rapporteurs and legal propagandists conducting dissemination and legal education in ethnic minority and mountainous areas are to be consolidated and fully staffed, meeting the standards prescribed by the Law on Dissemination and Legal Education and its guiding documents; 95% of legal rapporteurs and 80% of legal propagandists conducting dissemination and legal education in ethnic minority and mountainous areas, and 70% of party cell secretaries, village and hamlet heads, persons of prestige among ethnic minority communities, and religious dignitaries and functionaries are to be trained and provided with capacity-building on specific skills and professional expertise in dissemination and legal education according to the Framework Program and the Materials issued by the Ministry of Ethnic Affairs and Religion (or the Ministry of Justice).

30% of the population in ethnic minority areas and 50% of the population in areas with difficult or particularly difficult socio-economic conditions, remote areas, border areas, and areas with complex security and order situations are to receive dissemination and legal education in appropriate forms. Among these, at least 30% of dissemination and legal education activities are to be conducted in the languages of ethnic minorities; 50% of legal provisions directly related to ethnic minority people and ethnic minority areas are to be translated into the languages of some ethnic minorities.

In addition, the review of customs and practices contrary to legal regulations is to be completed to encourage their elimination; the development of applications and software for dissemination and legal education in the languages of ethnic minorities, suitable to the characteristics of each target group and ethnic minority area, is to be completed.

For the 2030 - 2035 period, training and capacity-building materials for the team of legal rapporteurs, legal propagandists, party cell secretaries, village and hamlet heads, persons of prestige among ethnic minority communities, and religious dignitaries and functionaries are to be updated, revised, supplemented, and completed.

100% of legal rapporteurs and legal propagandists conducting dissemination and legal education in ethnic minority and mountainous areas, party cell secretaries, village and hamlet heads, persons of prestige among ethnic minority communities, and religious dignitaries and functionaries are to be trained, provided with capacity-building, and given access to and able to use the Materials for skill and professional development in specific dissemination and legal education, through appropriate forms.

At least 50% of the population in ethnic minority areas and 80% of the population in areas with difficult or particularly difficult socio-economic conditions, remote areas, border areas, and areas with complex security and order situations are to receive dissemination and legal education in appropriate forms. Among these, at least 50% of dissemination and legal education activities are to be conducted in the languages of ethnic minorities.

100% of legal provisions directly related to ethnic minority people and ethnic minority areas are to be translated into the languages of some ethnic minorities.

Customs and practices contrary to legal regulations have been basically eliminated; there are no longer law violations caused by such customs and practices; applications and software for dissemination and legal education in the languages of ethnic minorities, suitable to the characteristics of each target group and ethnic minority area, are to be maintained and expanded.

To achieve the above objectives, one of the tasks and solutions proposed by the Scheme is to raise awareness and responsibility of all levels and sectors regarding the role and importance of dissemination and legal education suitable for each target group and ethnic minority area.

In addition, it is necessary to review, study, and propose amendments and supplements to the Law on Dissemination and Legal Education and current legal normative documents related to dissemination and legal education for target groups and ethnic minority areas, ensuring specific regulations on content, forms, and implementation mechanisms and policies, especially special mechanisms for funding to ensure the implementation of dissemination and legal education in the languages of ethnic minorities.

It is also necessary to study and develop preferential and special mechanisms and policies to mobilize and encourage legal rapporteurs, legal propagandists, party cell secretaries, village and hamlet heads, persons of prestige among ethnic minority communities, religious dignitaries and functionaries, as well as organizations, enterprises, and experts to participate in, support, and implement the tasks and solutions for dissemination and legal education in ethnic minority areas.

In addition, it is necessary to review, study, and identify customs and practices contrary to legal regulations that hinder the effectiveness and efficiency of dissemination, legal education, and law enforcement, in order to propagate, encourage their elimination, or apply appropriate measures for handling and intervention.

Members and affiliates of the Central Committee of the Vietnam Fatherland Front and its member organizations are encouraged and mobilized to participate in dissemination and legal education in ethnic minority and mountainous areas; they are to be guided and directed to actively improve their legal knowledge and skills in dissemination and legal education to serve as legal propagandists at the grassroots level in ethnic minority and mountainous areas.

Regional courts in key areas with complex security, order, and social safety conditions, remote areas, border areas are encouraged to strictly handle cases of law violations arising from outdated customs and practices; to strengthen dissemination and legal education through mock trials and mobile court hearings.

It is necessary to mobilize and promote the social responsibility of lawyers, legal experts, and other invited individuals to participate in dissemination and legal education in ethnic minority and mountainous areas; to mobilize organizations, enterprises, and individuals to provide human resources, funding, facilities, and means, and to participate in dissemination and legal education in ethnic minority and mountainous areas.
