State President receives Ambassadors of Indonesia and Singapore.

In the afternoon of October 27, at the Presidential Palace, State President Luong Cuong received the Ambassadors of Indonesia and Singapore who paid farewell calls at the end of their tenures in Viet Nam.

While receiving Indonesian Ambassador Denny Abdi, the State President congratulated the Ambassador on the successful completion of his tenure in Viet Nam and commended his positive contributions to promoting the development of bilateral relations between the two countries.

Affirming that relations with Indonesia hold an important position in Viet Nam’s foreign policy, built upon the solid foundation laid by President Ho Chi Minh and President Sukarno and nurtured by generations of leaders and peoples of both nations, the State President emphasized that over the past 70 years, the friendship and cooperation between the two countries have continued to grow comprehensively in all fields—politics, economy, trade, investment, tourism, national defense, and security.

On this occasion, the State President also congratulated the Ambassador on his appointment as Secretary-General of the Ministry of Foreign Affairs of Indonesia and expressed his hope that, in any position, the Ambassador would continue to promote the friendship and cooperation between the two countries for the benefit of their peoples and contribute to peace, stability, and development cooperation in the region and the world.

Ambassador Denny Abdi thanked the State President for taking the time to receive him and shared that when he began his tenure in Viet Nam in early 2021—at a very challenging time amid the Covid-19 pandemic—it was precisely through those difficulties that he came to feel even more deeply the affection and fine friendship of the State and people of Viet Nam.

In the context of the current complex developments in the world and the region, and based on the traditional friendship and the two countries’ shared role as active members of ASEAN, Ambassador Denny Abdi expressed his confidence that Viet Nam and Indonesia will make important contributions to promoting a more united and developed ASEAN.

Agreeing with the Ambassador’s remarks, the State President emphasized that deepening bilateral relations not only serves the interests of the two peoples but also contributes to building a united, cohesive, and resilient ASEAN, thereby making positive contributions to peace, stability, and development in the region and the world.

The State President noted that in the coming time, the two countries should continue to consolidate political trust, promote exchanges and contacts at high and all levels, and effectively implement high-level agreements. As an immediate task, both sides should promptly formulate an Action Program to implement the Viet Nam–Indonesia Comprehensive Strategic Partnership for the 2025–2030 period; strive to achieve the target of 18 billion USD in two-way trade before 2028; strengthen cooperation in national defense and security; and adopt policies that encourage enterprises from both countries to invest in fields matching their respective strengths and needs.

The State President emphasized that Viet Nam and Indonesia have been working closely and supporting each other at regional and international forums, particularly within ASEAN, the United Nations, and APEC, on the basis of international law, for the benefit of the two peoples and for regional peace and development. He underscored the need to continue strengthening cooperation, consolidating ASEAN’s unity and central role, supporting ASEAN’s common position on the East Sea issue, and promoting the negotiation of an effective and substantive Code of Conduct (COC).

The State President extended his best wishes to Ambassador Denny Abdi for success in his new position, expressing hope that he would continue to contribute to Indonesia’s diplomacy as well as to the advancement of Viet Nam–Indonesia relations.

*Congratulating Singaporean Ambassador Jaya Ratnam on the successful completion of his tenure in Viet Nam, the State President highly valued the Ambassador’s significant contributions to promoting the development of bilateral relations.

The State President highly appreciated the strong, trustworthy, and close development between the two countries in political relations; emphasizing that both sides have regularly maintained high-level and all-level visits and contacts across all Party, State, Government, and National Assembly channels; bilateral cooperation mechanisms have been effectively promoted; and people-to-people exchanges have become increasingly vibrant.

At the same time, bilateral trade has maintained stable growth and now reaches nearly 9 billion USD; cooperation between the two countries has made a breakthrough within the framework of the Green Economy–Digital Economy Partnership. Singapore remains the leading investor in Viet Nam, and the network of Viet Nam–Singapore Industrial Parks (VSIP) has become a symbol of successful economic cooperation.

Emphasizing that Viet Nam always attaches great importance to strengthening relations with Singapore, one of Viet Nam’s leading economic partners, the State President suggested that both sides continue to promote delegation exchanges and high-level and all-level contacts; focus on formulating and implementing the Action Program for the Viet Nam–Singapore Comprehensive Strategic Partnership for the 2025–2030 period.

The State President expressed his hope that the two sides would further promote cooperation in national defense and security, as well as in other areas such as science and technology, digital transformation, green transition, culture, education, and particularly human resource development; and maintain the growth momentum of bilateral trade and investment relations. In the context of complex global developments, the two countries should enhance cooperation, strengthen solidarity, and support each other at regional and international forums; raise strong voices in support of ASEAN’s common position on the East Sea issue on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and jointly maintain an ASEAN region of peace, stability, cooperation, and shared development.

The State President expressed his hope that, with his good feelings toward Viet Nam and its people, in any position he assumes, the Ambassador would continue to promote Viet Nam–Singapore relations in the future.

Expressing his gratitude to the State President for the meeting, Ambassador Jaya Ratnam shared his pleasure at witnessing Viet Nam’s remarkable development in recent years, affirming that Singapore has always admired the resilience and unity of the Vietnamese people.

The Singaporean Ambassador highly appreciated Viet Nam’s successful hosting of the Signing Ceremony of the United Nations Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes (the Hanoi Convention), describing it as clear evidence of Viet Nam’s increasingly proactive role and growing international reputation.

Agreeing with the State President’s assessment of bilateral relations, the Ambassador expressed his belief that the Action Program to implement the Viet Nam–Singapore Comprehensive Strategic Partnership for the 2025–2030 period will open a new phase of deeper and more effective cooperation.

The Ambassador affirmed that the political trust between the leaders of the two countries is an important foundation for the increasingly close bilateral relationship and contributes to enhancing ASEAN’s unity and shared prosperity.
