Thanh Hoa expands legal aid activities to remote and isolated areas

(L&D) - With the objective of bringing the law closer to the people, especially those living in remote and isolated areas, Thanh Hoa has been actively implementing free legal aid activities, helping local residents understand their rights, grasp the procedures for accessing legal services, and become more confident in protecting their lawful rights and interests.
In the vibrant and warm atmosphere of solidarity in early November 2025, residents of Thanh Hoa had the opportunity to attend training sessions on legal aid knowledge dissemination held in Van Xuan and Luong Son Communes (former Thuong Xuan District) and Linh Son Commune (former Lang Chanh District). These activities were organized by the Department for Legal Dissemination, Education and Legal Aid, in coordination with the Thanh Hoa Provincial State Legal Aid Center.

The event was held within the framework of the National Target Program on Sustainable Poverty Reduction for the 2021–2025 period, aiming at the highest objective of bringing the law closer to the people, enabling them to understand the law and to live and work in accordance with the law.
More than just a routine communication session, the program served as a bridge helping local residents gain a deeper understanding of their right to free legal aid, grasp how to access the service, and understand the procedures for protecting their lawful rights and interests when facing legal difficulties.
The presenters - who are experts with extensive practical experience — directly exchanged information, provided guidance, and even addressed hypothetical legal situations arising in daily life, such as land disputes, labor relations, and administrative complaints.
“Law is not distant. When properly used, it becomes a shield that protects one’s rights and interests,” a presenter shared, opening a lively discussion in which residents actively raised questions and shared real stories to receive detailed advice.
Delegates were informed of and able to understand their rights in accordance with the law.
The training content was designed to be easy to understand, practical, and closely connected to the daily needs of local residents. Participants were guided on how to prepare applications for legal aid, submit them directly, by post, or electronically, and were assured that their information would be kept confidential in specific types of cases.
The forms of legal aid introduced included activities carried out by legal aid officers or lawyers who protect clients’ rights and interests before courts, investigation agencies, and procuracies; providing explanations, guidance, and assistance to residents in drafting petitions; and, in certain cases, representing citizens when working with competent authorities.
The training sessions not only “explained the law” but also “guided people on how to apply the law” - meaning that they helped residents become confident in carrying out steps to protect their legitimate rights and interests. Each application and procedure was thoroughly explained so that residents could understand that providing accurate information is the foundation for justice to be carried out promptly and transparently.
When the training sessions concluded, many residents shared that they felt more assured and more confident in the law. They knew that if they encountered difficulties, there would always be doors open - where free, humane, and lawful legal aid services are ready to accompany them.
Questions raised by residents were clearly explained by experts from the Department for Legal Dissemination, Education and Legal Aid.
Not only a communication program, this was also a journey of fostering legal understanding, contributing to the development of a community legal culture in which every citizen understands that the law is not only to be complied with, but also to provide protection.
According to representatives of the Department for Legal Dissemination, Education and Legal Aid, such training sessions are opportunities to capture practical realities and listen to feedback from the grassroots level, thereby improving policies and enhancing the effectiveness of legal dissemination and legal aid activities.
Each story shared and each difficulty expressed serves as “living data” for the Department and the Center to provide advice and adjust their activities to better meet the needs of the people, especially vulnerable groups.
The positive results from Thanh Hoa continue to affirm the message “Law for the people – serving the people”, contributing to a fair, civilised society governed by the rule of law.

(L&D) - The Department of Legal Dissemination, Education, and Legal Aid (Ministry of Justice), in coordination with the Dak Lak Department of Justice, organized a training course on “Enhancing the Capacity of Grassroots Mediators,” aiming to build a cohesive community with respect for the rule of law.
