The National Legal Portal brings legal benefits closer to the people in the digital era
(L&D) - The National Legal Portal (phapluat.gov.vn) brings legal assistance closer to the people through accurate searches, online questions and answers, transparent monitoring of recommendations, along with an AI Assistant that “interprets” legal provisions in the digital era.
Shared digital legal platform - available 24/7
TAccordingly, the Ministry of Justice has recently launched the official version of the National Legal Portal at phapluat.gov.vn, integrating a range of digital services that enable citizens and enterprises to search legal provisions, submit petitions, provide comments on policies, and access legal aid in a convenient, transparent manner, anytime and anywhere. The event took place within the framework of the Ceremony in Response to Viet Nam Law Day 2025 (07 November 2025).

The National Legal Portal centralizes data on legal documents, draft regulations, and questions–answers; provides a repository of standardized forms; and offers the “My Records” function for users to track the processing progress of their petitions using a record code. The organization of the Ceremony in Response to Viet Nam Law Day 2025 also underscores the need to innovate content and create communication methods, ensuring that the law genuinely permeates daily life and enhances the effectiveness of legal dissemination and education.
From grassroots practice, digitalization has produced a breakthrough in productivity: one commune-level unit reported that, within four months, it had received 5,100 incoming documents, issued nearly 3,000 outgoing documents, and processed approximately 6,000 public service dossiers — a workload “never before achievable” prior to the application of digital platforms.
In addition to search functions, Legal AI provides 24/7 support for addressing legal inquiries, citing legal grounds and updating information according to new regulations; thereby helping citizens understand correctly and comply properly before carrying out procedures or seeking assistance from specialists/lawyers. The Chairman of the National Assembly assessed the Portal as a trusted address for providing legal information and resolving legal concerns for citizens and enterprises; Legal AI has a very large user base, contributing to fostering a culture of law compliance.
Delivering directive remarks, National Assembly Chairman Tran Thanh Man requested to “closely link law-making with implementation, dissemination, and legal education, ensuring that the law is quickly brought into people’s lives,” while also emphasizing the need to allocate resources under Resolution 197 of the National Assembly for personnel engaged in legal and judicial work.

He emphasized the imperative to fully implement the directive to transform legal institutions into a competitive advantage, regard law-making as “the breakthrough of breakthroughs,” taking the lead, paving the way, guiding development, and unlocking all resources.

In particular, it is necessary to fully leverage the functions of the National Legal Portal in serving citizens and enterprises and in effectively operating the two-tier local government model; strengthen policy communication; mobilize the expertise of specialists, the press, and digital transformation in law-making, dissemination, and implementation.
At the same time, it is essential to enhance the effectiveness of legal services (consultation, notarization, civil status registration, etc.), attract social resources, and foster a culture of compliance; every cadre and civil servant must set an example and strictly observe discipline and administrative order, while every citizen should proactively learn about the law to safeguard their legitimate rights and interests and those of the community.
The National Assembly Chairman requested giving particular attention to vulnerable groups, remote, mountainous, border, and island areas, and ethnic minority communities; expanding effective models and innovative practices; and promptly commending exemplary individuals and collectives in law-making, implementation, and dissemination.

Towards 2045, Viet Nam aims for a high-quality, modern legal system, approaching international standards, strictly enforced, ensuring and effectively protecting human rights and citizen rights; with discipline and administrative order as the foundation, and freedom within the framework of the law as the standard of conduct for all entities.
Central and local authorities, as well as the business community, continue to lead, direct, and coordinate so that activities in response to Law Day become increasingly substantive and effective, fostering a culture of compliance throughout society.

Four steps to receive online legal support
1. Access phapluat.gov.vn → log in (identity verified via VNeID when integrated).
2. Enter your need/situation (e.g., “maternity allowance,” “temporary residence procedure,” etc.) to receive suggested regulations, forms, and procedures.
3. Submit questions or petitions if there are unresolved issues; the system provides a record code for tracking.
4. Track progress in “My Records”; feedback data is traceable, transparent, and easy to monitor.
