Urgently review commune-level personnel and nationwide staffing

(L&D) -The Ministry of Home Affairs has just issued an official dispatch to ministries, sectors, and localities requesting reports on the current staffing situation and proposals for personnel allocation for the 2026–2031 period.
According to the Ministry of Home Affairs, after nearly three months of operation, the two-tier local government model has brought about positive changes, especially at the commune level.
However, many bottlenecks remain, including uneven structure, quantity, and quality of the cadre and civil servant workforce—some areas have surplus while others face shortages, and many positions have yet to meet the requirements of the new tasks.
Pursuant to Conclusion No. 174-Central Conclusion and the opinions of the Central Organization Committee in Official Dispatch No. 9151-Official Dispatch / Central Organization Committee, the Ministry of Home Affairs requests ministries, ministerial-level agencies, government-affiliated agencies, and the People’s Committees of centrally-run provinces and cities to report on the current staffing situation, including the number of cadres, civil servants, and public employees, and to propose staffing plans for the 2026–2031 period according to the outline and forms attached to this document.
The Ministry of Home Affairs stated that this is an important task that must be compiled and reported to the Politburo within September. Ministries, sectors, and localities are required to urgently review, compile, complete the report, and submit it to the Ministry of Home Affairs before 5:00 PM on September 22 for overall consolidation and submission to the competent authority in accordance with regulations.
The report outline on the current staffing situation, the number of cadres, civil servants, and public employees, and the proposed staffing plan for the 2026–2031 period consists of three sections: General context; current status of organizational arrangement of agencies, administrative units, public service units, and staffing allocation; and the proposed staffing for the 2026–2031 period.
Accordingly, regarding the current number of civil servants and public employees, the Ministry of Home Affairs requires reporting on civil servants and public employee staffing (salaried from the state budget and from service revenue sources) assigned by the competent authority as of July 31 and the number of civil servants and public employees present as of September 1, divided into four groups of job positions within each agency, organization, and unit.
In addition, ministries, sectors, and localities are to report on public employees and assigned personnel working in organizations performing state management functions and in certain specialized administrative organizations not yet allocated civil servant staffing as of July 31 and the number present as of September 1.
Units are also to compile information regarding labor contracts for specialized professional positions in administrative agencies, organizations, public service units, and labor contracts for support positions in administrative agencies, organizations, and public service units.
Regarding the principles for proposing staffing for the 2026–2031 period, the Ministry of Home Affairs provides guidance to determine based on: job positions; functions, tasks, organization, and operations of the agency or organization (including scope and subjects of management; organizational scale; workload; principles of organizational design [considering the decentralization factor]; degree of office modernization, workflow, digital transformation application, etc.); special factors related to task implementation; and also based on the current status of the cadre of civil servants and public employees to meet the requirements of tasks in the new period.
