(L&D) - On September 12, the Department of Agriculture and Environment of Quang Ngai province held a conference to announce the decision to assign 9 civil servants and public employees to communes and wards to support the implementation of tasks in the fields of agriculture and environment.
The Department of Agriculture and Environment of Quang Ngai stated that this is a round of strengthening specialized personnel at the commune level, in the process of implementing the two-tier local government model. The seconded officials will provide direct support in the fields of agriculture, land resources, environment, and animal husbandry. The 9 officials assigned this time all hold qualifications ranging from bachelor’s degrees and engineering degrees to master’s degrees, covering various specialties such as crop cultivation, veterinary medicine, aquaculture, land management, and surveying and mapping engineering.

Among them, six officials were assigned to communes in the western area, where land, environmental, and agricultural production issues remain complex, and local civil servants and public employees are still inexperienced in handling tasks delegated under the administrative hierarchy. The other three officials were assigned to the eastern area, including Sa Huynh Ward, Dong Son Commune, and Mo Duc Commune. These are lowland, coastal localities that require support in animal husbandry, agriculture, and aquaculture.

In addition, the Department of Agriculture and Environment of Quang Ngai province stated: “Strengthening the deployment of officials to localities not only helps resolve difficulties for the communities but also provides an opportunity to train and foster commune-level staff. Through this, it both enhances management efficiency and improves the quality of life for residents.” The assignment of specialized officials to localities is expected to create a breakthrough in land management, environmental protection, and agricultural development, enabling residents to access public services more quickly and conveniently.

(L&D) - On December 2, Deputy Prime Minister Pham Thi Thanh Tra signed Official Dispatch No. 174 issued by the Steering Committee, requesting ministers and heads of ministerial-level agencies to focus on removing obstacles and difficulties in the operation of the two-tier local government system.
(LND) – The Prime Minister has just approved the national action plan on addressing pollution and managing ambient air quality for the period 2026–2030, with a vision to 2045. The document is expected to serve as a “compass” for ministries, sectors, and localities in their efforts to clean the air, protect public health, and move toward the goals of green development and net-zero emissions.
(PLPT) – The goal of making English a compulsory subject from grade 1 is part of the Government’s Programme entitled “Making English the Second Language in Schools for the 2025–2035 period, with a vision toward 2045.”
(L&D) – The Politburo and the Secretariat have directed that school councils shall not be established in public educational institutions (except for schools operating under international agreements), and that the Party committee secretary shall concurrently serve as the head of the educational institution.
(L&D) – The Government unanimously approved the draft Law on Public Employees (amended) submitted by the Ministry of Home Affairs, and assigned the Minister of Home Affairs to incorporate the opinions of Government members, finalize the dossier, and coordinate with agencies of the National Assembly to submit the draft Law.
