(L&D) - On December 2, Deputy Prime Minister Pham Thi Thanh Tra signed Official Dispatch No. 174 issued by the Steering Committee, requesting ministers and heads of ministerial-level agencies to focus on removing obstacles and difficulties in the operation of the two-tier local government system.


The Official Dispatch was issued on the basis of Conclusion No. 192 dated September 19, 2025, and Conclusion No. 221 dated November 28, 2025, issued by the Politburo and the Secretariat of the Communist Party of Vietnam, with the aim of urging ministries and sectors to urgently finalize mechanisms and policies so that the two-tier local government model can operate smoothly, effectively, and efficiently.

According to the Official Dispatch, there are 355 tasks requiring ministries and ministerial-level agencies to issue guiding documents, as listed in Report No. 11296 dated November 27, 2025, issued by the Ministry of Home Affairs.

The Steering Committee requests ministries and ministerial-level agencies to promptly review and issue implementation guidelines, promulgate legal normative documents within their authority, or submit draft legal documents to competent authorities for issuance, ensuring consistency across the legal system, uniform interpretation and application of the law, and the smooth, effective, and feasible implementation of decentralization and delegation of authority.

The deadline for completion is no later than December 25, 2025.

For the 10 tasks requiring adjustments to the allocation of authority between the central and local levels or among different tiers of local government, the Steering Committee requests the Ministries of Agriculture and Environment; Construction; and Science and Technology to develop proposals for adjusting authority and outline amendments and supplements to existing Laws, Government Decrees, and other legal normative documents. These proposals must be reported to the Government’s Steering Committee before December 15, 2025, to reach agreement on the implementation plan.

Based on Government Decrees on decentralization and delegation of authority, ministries and ministerial-level agencies are required to review and develop plans to propose amendments and supplements to relevant sector-specific Laws, ensuring consistency with the principles of decentralization, delegation of authority, and delineation of powers as stipulated in the 2025 Law on the Organization of the Government, the 2025 Law on the Organization of Local Government, and the requirements set out in Resolution No. 190 dated February 19, 2025, of the Fifteenth National Assembly of the Socialist Republic of Vietnam on handling a number of issues related to the restructuring of the state organizational apparatus.

To address difficulties and obstacles arising during the operation of the two-tier local government system, ministries and ministerial-level agencies shall continue coordinating with the Ministry of Justice and relevant bodies to urgently review the entire system of legal normative documents within their respective sectors and areas of responsibility, promptly issuing new documents or amending and supplementing existing ones to thoroughly eliminate overlaps, inconsistencies, and provisions that are no longer compatible with the two-tier local government model.

Priority shall be given to the following areas: finance and state budget; land and planning; administrative reform and digital transformation; development of science and technology; organizational structure, personnel affairs, and policies; and education and training.

Ministries and agencies are also required to urgently study, resolve, and address specific recommendations from agencies, units, and localities as stated in Report No. 565 dated November 27, 2025, issued by the Central Organization Commission of the Communist Party of Vietnam, with completion required before December 15, 2025.

For issues that cannot be resolved immediately, a clear assignment plan and specific timeline must be established, and full information must be provided to relevant agencies, units, and localities.
