(L&D) - This is one of the key policies, featuring numerous breakthroughs, marking significant changes and exerting impacts on various sectors of the economy and finance, which will take effect starting from October.
Economic and Financial Policies: Numerous Breakthroughs. October marks significant changes in financial and economic policies, contributing to the promotion of market development and the regulation of business activities.
As of October 10, 2025, the state monopoly on gold bullion production will officially be abolished. The new decree also requires that gold transactions valued at 20 million VND or more must be conducted through bank accounts.
The new policy will create a breakthrough in the economy and finance, and contribute to the promotion of market development.
Application of additional corporate income tax: Starting from October 15, 2025, Viet Nam will implement an additional corporate income tax on multinational corporations. Under the regulation, corporations with revenues of at least 750 million Euros in two out of the four consecutive years will be subject to this tax.
Reduction of reserve requirements for credit institutions: The State Bank of Viet Nam will reduce by 50% the reserve requirement ratio for credit institutions that support or undertake the compulsory transfer of commercial banks currently under special control. This policy will take effect on October 1, 2025.
Management of State Treasury Accounts: As of October 1, 2025, the State Treasury will be permitted to open accounts in both VND and foreign currencies at the State Bank of Viet Nam and commercial banks in order to conduct transactions and manage the state budget.
Exemption from Transit Fees and Charges: As of October 12, 2025, goods such as humanitarian aid, duty-free gifts within the exemption threshold, diplomatic supplies, and personal luggage will be exempt from transit fees and charges.
In addition, aside from economic policies, several other noteworthy regulations have also been promulgated to further improve the legal system.
New regulation on surrogacy: Starting from October 1, 2025, medical institutions permitted to perform surrogacy for humanitarian purposes must have at least two years of experience in conducting in vitro fertilization and achieve a minimum of 500 cycles per year.
Student Discipline: Abolition of Suspension from Study: Starting from October 31, 2025, the disciplinary measure of suspension from study will be abolished. Instead, the Ministry of Education and Training stipulates three main disciplinary measures: reminder, reprimand, and requirement to write a self-criticism report. For primary school students, only reminders and apologies will apply.
Control of Foreign Warships: A new decree effective from October 12, 2025 stipulates that warships from the same country may visit Vietnam no more than three times per year, with each stay not exceeding seven days.
List of Industries Eligible for Industrial Promotion: Starting from October 15, 2025, certain industries will benefit from industrial promotion policies, including: agricultural, forestry, and fishery product processing industries; consumer goods and export-oriented industries; mechanical engineering; textiles and garments; leather and footwear; high-tech industries; and traditional handicraft industries.
Determination of the Age of Seagoing Vessels: The age of a seagoing vessel shall be calculated in years, commencing from the date of delivery of the vessel. This regulation takes effect from October 30, 2025.

(L&D) – On September 21, 2025, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 2109/QD-TTg approving the plan for reducing and simplifying administrative procedures related to production and business activities under the management of the Ministry of Foreign Affairs in 2025.

(L&D) – Implementing Resolution No. 5/2025/NQ-CP on piloting the crypto-asset market, the Ministry of Finance is working closely with the Ministry of Public Security and the State Bank of Vietnam to establish a licensing, management, and strict supervision mechanism for service providers. Investors are allowed to open multiple accounts at crypto-asset service providers on the principle that only one account may be opened at each provider.
