Improving the quality of education and training in the 2026 period

(L&D) – The Prime Minister issued Decision No. 2121/QĐ-TTg dated 23 September 2025 on the establishment of the State Appraisal Council for appraising the Report on the Proposal for Investment Policy of the National Target Program on the modernization and improvement of the quality of education and training for the period 2026–2035.
The Prime Minister has established the State Appraisal Council to appraise the Proposal Report on the Investment Policy for the National Target Program on Modernization and Quality Enhancement of Education and Training for the 2026–2035 period.
The State Appraisal Council shall have the following duties and powers: to organize the appraisal of the Proposal Report on the Investment Policy for the Program and submit it to the Government for consideration and decision; to request the agency assigned to prepare the Proposal Report on the Investment Policy for the Program to provide documents and information relevant to the Program for appraisal purposes; where necessary, to request amendments and supplements to the dossier to meet appraisal requirements; to consider and decide on the appraisal plan and other matters related to the appraisal process of the Proposal Report on the Investment Policy for the Program.
The Standing Body of the Council shall be responsible for mobilizing its apparatus to assist the Chairperson of the Council in organizing the appraisal of the Program’s feasibility study report and the general activities of the Council; coordinating with relevant agencies in carrying out appraisal tasks; receiving and examining the dossier of the Proposal Report on the Investment Policy for the Program, forwarding the dossier to members of the Council, and preparing and submitting the appraisal plan for the Proposal Report on the Investment Policy for the Program.
At the same time, to consolidate the opinions of the Council’s members and submit proposals to the Chairperson of the Council for consideration and decision on issues requiring settlement during the appraisal process; to prepare programs, agendas, draft conclusions and voting items, as well as meeting invitations, documents, and working facilities for the Council’s sessions.
Pursuant to this Decision, the Minister of Finance shall serve as the Chairperson of the Council, while the Vice-Chairperson of the Council shall be the Deputy Minister of Finance.
The members of the Council shall include the leaders of the following ministries: Education and Training; Health; Construction; Public Security; National Defense; Justice; Home Affairs; Industry and Trade; Agriculture and Rural Development; Natural Resources and Environment; Science and Technology; Culture, Sports and Tourism; Ethnic and Religious Affairs; together with the leaders of the State Bank of Vietnam. The Ministry of Finance shall act as the standing body of the State Appraisal Council.
The State Appraisal Council shall operate on a collective basis under the direction of the Chairperson. The Council may use the seal and, where necessary, the bank account of the Ministry of Finance to serve its operations.
In addition, the Standing Body of the Council shall prepare requests for supplementation or revision of the dossier as required by members of the Council and by specialized groups during the appraisal process, and shall submit them to the Chairperson (or Vice-Chairperson) of the Council for approval and signature of the request document when so authorized; perform other tasks assigned by the Chairperson of the Council; and prepare the Council’s report to be submitted to the Prime Minister.
(L&D) - On October 29 in Ha Noi, the Party Committee of the Vietnam Lawyers Association, in coordination with the Party Cell of the Vietnam Bar Federation, held a conference to solicit opinions on the draft documents to be submitted to the 14th National Congress of the Communist Party of Vietnam.
(L&D) - The draft Law on Extradition, currently under consideration by the National Assembly at the 10th session of the 15th legislature, not only fills the existing legal gap but also reflects the strategic vision of the Party and the State in safeguarding national sovereignty, ensuring human rights, and enhancing Viet Nam’s international standing.
(L&D) According to the medium-term budget orientation for the 2026–2030 period, the State gives strong priority to political, national defense, security, and social welfare tasks, considering them as “pillar” sectors that ensure national stability, improve people’s living standards, and strengthen public trust.
(L&D) – Speaking at the Government’s regular meeting for September 2025, Minister of Finance Nguyen Van Thang stated that GDP growth in the third quarter was estimated at around 8.2% — the highest growth rate for the same period since 2011.
(L&D) - The upcoming 10th Session of the 15th National Assembly will be the final session of the term, with an extensive workload as it will review and adopt up to 50 draft laws and resolutions, carrying special significance.
(L&D) – The thematic workshop on "Identifying 'bottlenecks' and proposing remedial solutions related to the Land Law" aims to seek comprehensive and fundamental measures to advance this key legislation, thereby removing existing obstacles, unlocking resources, and contributing to the promotion of socio-economic development.
(L&D) – On September 9, 2025, in Hanoi, General Secretary To Lam chaired an important meeting to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in the development of education and training.
(L&D) – On the morning of September 9, Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries and agencies at the Government Headquarters, stressing that strategic technology products for 2025 must promote values, create breakthroughs, and be prioritized for immediate implementation.
