(L&D) - On September 13, 2025, Prime Minister Pham Minh Chinh signed Directive No. 24/Prime Minister’s Directive on promoting the implementation of technological solutions serving citizens and businesses, linked to population data, electronic identification, and authentication.


Accordingly, the Government set the goal that by October 2025, 100% of domestic airports will complete the implementation of passenger procedures using only VNeID. This is not merely a technical change but also an important step in the national digital transformation journey—one in which every citizen is at the center.

Regarding the content of Directive 24, the Prime Minister stated: “Citizens are not required to submit or present the original or copies of documents that have been integrated into VNeID when they have already presented the corresponding information via VNeID.” This is a strong affirmation that technology must accompany convenience, and that digital transformation cannot remain a mere slogan but must genuinely remove invisible barriers.

Directive 24 is precisely the official commitment, setting forth the requirement for transparency in accordance with the “one-stop, one-data” principle. This is not merely a matter of procedure, but fundamentally a matter of trust: the trust of the people in the State, the trust of the administrative apparatus in technological capability, and the belief that the country can operate a modern, streamlined administration.

Directive 24 also requires ministries, sectors, and localities to review procedures, amend regulations, and upgrade infrastructure. Ultimately, technology is only a tool; people remain the key. Without training and enforcement mechanisms, even biometric scanners or the VNeID application can easily become idle. The solution is not merely purchasing more devices but innovating the way work is conducted, fostering a new civil service culture: treating citizens as service recipients and convenience for citizens as a key evaluation criterion.

In aviation, the application of biometric technology is an inevitable step. Major international airports have long implemented it, and Vietnam cannot lag behind. The nationwide implementation in October demonstrates the government’s and Prime Minister’s determination of “no excuses, no obstacles, no promises without action.” To sustain this, airlines and airport authorities must actively participate—from staff training to ensuring stable infrastructure and absolute data security. No one wants to miss a flight because the system “hangs.”

Equally important is communication with the public. New initiatives always require time to get used to. Citizens will ask: “What if the app malfunctions?” “What if I lose my phone?” “What if the network is unstable?” These questions are not trivial; they are real-world tests. For success, authorities must provide clear explanations and contingency plans so that citizens can confidently use the system.

Directive 24 also promotes online public services. Once data is integrated and VNeID becomes the sole “digital ID,” procedures such as registering a birth, filing taxes, or accessing healthcare will become much simpler. This is the ultimate goal: building a digital administration where citizens need only a single identifier to navigate all services and procedures.

Directive 24 is more than an administrative document. It is a reminder that digital transformation is not just about technology, but about changing the way the State serves its people. From small matters like boarding passes or driver’s licenses to larger administrative procedures, all must aim for convenience, transparency, and efficiency.
