Standing Vice President of the Vietnam Lawyers’ Association: Resolution No. 66 marks a strong transformation for the Vietnam Lawyers’ Association

(L&D) – On September 18, in Da Nang City, the Vietnam Lawyers’ Association held a national conference to implement Resolution No. 66-NQ/TW (referred to as Resolution 66) of the Politburo on renewing the work of lawmaking and law enforcement to meet the requirements of national development in the new era.

Removing many institutional “bottlenecks” and improving the transparency and consistency of the legal system

Speaking at the Conference, Dr. Tran Cong Phan, Standing Vice President of the Vietnam Lawyers’ Association, stated: Over 70 years of accompanying the nation (1955–2025), the Vietnam Lawyers’ Association has affirmed its position as a strong political–social–professional organization, operating under the leadership of the Party, the management of the State, and as an active member of the Vietnam Fatherland Front.

According to Dr. Tran Cong Phan, the Politburo has repeatedly emphasized the role of the Vietnam Lawyers’ Association in formulating and improving policies and laws, judicial reform, dissemination and education of the law, social critique, legal aid, supervision of law enforcement, as well as combating corruption and misconduct. With more than 100,000 members across 34 provinces and cities, the community of lawyers serves as an “extended arm” bringing the Party’s guidelines and policies into the legal life of society.

The Vietnam Lawyers’ Association identifies participation in the development and improvement of the legal system as its central and regular political task. At various levels, the Association has assigned experts to join drafting committees, editorial teams, and appraisal councils for numerous draft laws, contributing tens of thousands of opinions. Notably, the Association was entrusted by the National Assembly to lead the drafting of the 2010 Law on Commercial Arbitration and the 2015 Law on Referendum, and it is currently assigned by the Standing Committee of the National Assembly to prepare the proposal dossier for amending and supplementing a number of articles of the Law on Commercial Arbitration.


Alongside lawmaking, the Vietnam Lawyers’ Association also serves as a core force in law enforcement. Through 107 provincial-level legal consulting centers and 60 grassroots branches, the Association has established an extensive legal aid network serving the poor, ethnic minorities, and vulnerable groups. Many centers cooperate with prisons to support inmates in reintegrating into the community.

Mediation at the grassroots level, citizen reception, and the resolution of complaints and denunciations have been strengthened, helping to reduce cases of petitions being escalated beyond local levels. The Association also participates in surveys and collects public opinions on judicial activities, makes policy recommendations, and coordinates with law enforcement agencies to prevent and combat violations and crimes.

“These silent yet significant contributions have been and are helping to enhance the culture of law compliance, and to uphold the supremacy of the Constitution and the law in society – a goal emphasized by Resolution No. 66-NQ/TW,” Mr. Phan affirmed.

According to the Standing Vice President of the Vietnam Lawyers’ Association, in light of the requirement for comprehensive reform of lawmaking and law enforcement in accordance with the spirit of Resolution 66, the Association’s role is further underscored: “Every member lawyer must profoundly recognize his or her historic mission and be ready to devote intellect and effort to fulfilling the responsibilities entrusted by the Party, the State, and the people.”

According to Dr. Tran Cong Phan, Resolution No. 66 is regarded as a “breakthrough of breakthroughs” in institutional improvement. To ensure the Resolution’s broad dissemination, on August 1, 2025, the Party Committee of the Central Vietnam Lawyers’ Association issued Plan No. 42/KH-DU with six key tasks and solutions, to be implemented across the entire Association system. Immediately afterward, numerous practical activities turned the Resolution into a broad-based political campaign, creating new momentum within the community of lawyers nationwide. Accordingly, every lawyer must profoundly recognize his or her historic mission and proactively devote intellect and effort to realizing the spirit of Resolution 66.

Six key tasks and solutions

(2) Participation in lawmaking is identified as a central task. Lawyers proactively study and propose breakthrough policies, engaging from policy orientation and drafting documents to social critique. Coordination with media agencies to explain and disseminate legal policies is also emphasized, in order to foster social consensus from the outset.

(3) To bring the Resolution into practice, the Vietnam Lawyers’ Association simultaneously enhances the effectiveness of law enforcement at the grassroots level. All levels of the Association coordinate in monitoring implementation, receiving feedback from citizens and enterprises, providing legal consulting, and facilitating community mediation. Each member is expected to become an important bridge between policy and daily life.

(4) The Association also promotes digital transformation, developing document management software, digitizing membership data, building an online legal consulting system, and applying artificial intelligence. This is a step to keep pace with technological trends, improving efficiency in management and public service.

(5) At the same time, international legal cooperation is being strengthened. The Association proactively learns from international experience, expands connections with foreign lawyers and experts, and enhances the integration capacity of its members. The focus is on emerging areas such as the digital economy, artificial intelligence, personal data protection, environment, and sustainable development.

(6) Human resources development is also given due attention. The Association creates mechanisms to attract talented lawyers, while training and fostering officials in legislative skills and policy thinking, encouraging research and innovation, and promptly rewarding outstanding contributions.

The Standing Vice President of the Vietnam Lawyers’ Association affirmed that the entire system of the Association is undergoing a strong transformation, promoting proactivity and creativity to swiftly bring Resolution No. 66 into real life.
