(L&D) – On September 22, Member of the Party Central Committee and Minister of Justice Nguyen Hai Ninh conducted an inspection and provided guidance on resolving difficulties and obstacles in the implementation of the two-tier local government model and on digital transformation in the field of civil status at Nam Nha Trang Ward.


Accordingly, pursuant to Conclusion No. 192-Central Conclusion of the Central Executive Committee of the Party on the implementation of laws regarding decentralization, delegation of authority, and delineation of competence in operating the two-tier local government, which assigns Ministers, Provincial Party Secretaries, City Party Secretaries, and Chairpersons of Provincial and Municipal People’s Committees to directly inspect and evaluate the tasks being implemented by ministries and localities at the commune/ward level to provide timely guidance and direction, Minister Nguyen Hai Ninh inspected the implementation of the two-tier local government model and digital transformation in the civil status sector in Nam Nha Trang Ward.

According to the report from Nam Nha Trang Ward, from July 1 to September 19, the ward received 1,983 civil registration cases. Relevant agencies and units have reviewed and updated new procedures and regulations to carry out the reception and resolution of administrative procedures in accordance with the law. The Ward People's Committee has established two points for guidance, support, reception, and delivery of administrative procedure results to reduce pressure at the office of the Ward Public Administrative Service Center.

Minister Nguyen Hai Ninh directly worked with officials, listened to the opinions of local residents, and identified difficulties in implementing the two-tier local government model as well as the digital transformation in the civil registration sector, particularly regarding the reception and handling of administrative procedures in the justice field at the “one-stop shop” unit.

Minister Nguyen Hai Ninh also directly participated in citizen reception processes, inspected the steps of civil registration declaration and data entry, from which many inadequacies were identified, ranging from errors in the online public service system, unsynchronized civil registration data, to challenges in personnel, staffing, and infrastructure. Although the locality has implemented online public services, most citizens still have to visit in person to complete procedures, while the online service system remains unstable and frequently encounters technical issues.

According to Mr. Nguyen Van Minh – Chairman of the Nam Nha Trang Ward People's Committee, the equipment at the “one-stop shop” unit is still outdated, processing speed is slow, and does not meet the increasing workload. Judicial officers must both handle tasks directly and try to overcome system limitations, creating significant pressure and increasing the risk of errors.

Additionally, the civil registration database remains partially updated, with many personal records not synchronized. This requires officers to verify manually, prolonging procedures and potentially causing inconvenience. Coordination between agencies has not been fully smooth, delaying case resolution, while staffing remains insufficient.

Given these difficulties, the locality proposed that the Ministry, relevant sectors, and the province provide multi-faceted support: from supplementing and arranging personnel according to professional expertise; upgrading infrastructure and equipment; to improving the online public service system in terms of interface, connectivity, and stability. Particularly, the civil registration database needs to be synchronized and upgraded for more effective utilization, avoiding delays and providing real satisfaction for citizens. At the working session, Minister Nguyen Hai Ninh highly appreciated the efforts and solidarity of the Party Committee, local authorities, and officials of Nam Nha Trang Ward after two months of implementing the two-tier local government.

According to the Minister, the key factor remains human resources. While awaiting the restructuring of staffing quotas, the assignment and recruitment of personnel must be aligned with professional expertise, particularly in specialized fields such as land, education, natural resources and environment, and civil status under the justice sector. With respect to infrastructure, although it has generally met requirements, further upgrades are needed to better serve the people. As for civil status and nationality data, it must be synchronized and effectively utilized so as to avoid delays and inconveniences for the public.

In addition, the Minister further emphasized that, at present, Nam Nha Trang hosts numerous large-scale public investment and off-budget projects. The Ward needs to be more proactive and decisive in seizing opportunities and driving development, so as to become a model of reform and development for Khanh Hoa Province.
