Orientation toward increasing job positions at the commune level to meet practical needs.

(L&D)-The Ministry of Home Affairs issued an Official Dispatch providing guidance on supplementing job positions at the commune level to ensure that the contingent of civil servants meets the requirements for the effective operation of the two-tier local government model.
The contents of Official Dispatch No. 9395/MOHA-Civil Servants and Public Employees (MOHA-CSPE) dated October 15, 2025, state clearly: In order to ensure that personnel at the commune level meet the requirements for the effective and smooth operation of the two-tier local government structure, the Ministry of Home Affairs issued Official Dispatch No. 7415/MOHA-CSPE dated August 31, 2025, to the People’s Committees of provinces and centrally run cities, providing orientation on the list of job positions at the commune level. This serves as an important basis for localities to review, arrange, and allocate their contingent of civil servants appropriately in the process of implementing the two-tier local government model in accordance with the direction of the Central Government.
Accordingly, the Ministry of Home Affairs has provided orientation for 36 job positions at the commune level, including 8 leadership and managerial positions, namely: Chief and Deputy Chief of the Office of the People’s Council and the People’s Committee; Head and Deputy Head of Division; Director and Deputy Director of the Public Administrative Service Center; and Chief Commander and Deputy Chief Commander of the Commune Military Command.

There are 28 professional and specialized positions covering various fields, including Office Affairs, Justice, External Relations, Finance – Planning, Construction – Industry and Trade, Agriculture – Environment, Home Affairs, Education and Training, Culture, Science and Information, Health, Public Administrative Service Center, and Militia and Self-Defense.
However, during the implementation process, the Ministry of Home Affairs has received petitions from several localities requesting the addition and adjustment of certain job positions to better suit practical requirements in implementing the two-tier local government model.
On that basis, pursuant to relevant legal regulations, the Ministry of Home Affairs has issued guidance to supplement several new job positions at commune-level People’s Committees, with the requirement that the staffing arrangement must comply with the orientation and staffing framework for civil servants prescribed by competent authorities.
Addition of the job position of specialist assisting the Committees of the People’s Council
This position is to be arranged within the Office of the People’s Council and the People’s Committee at the commune level, performing specialized advisory and assisting duties for the People’s Council and its Committees in accordance with legal regulations.
Based on task requirements, commune-level People’s Committees shall proactively determine the professional training requirements of civil servants to make appropriate staffing arrangements, ensuring the effective performance of assigned duties.
Defining the duties and competency framework for the job position of chief accountant or accounting officer, and the position of accountant
The job positions of chief accountant or accounting officer and accountant, arranged in specialized divisions and the Public Administrative Service Center under the commune-level People’s Committee, are identified as accounting units and budget-estimating units in accordance with the guidance of the Ministry of Finance.
The determination of duties and competency frameworks for the job positions of chief accountant or accounting officer, and accountant, shall be implemented correspondingly to those of chief accountant or accounting officer, and accountant, as specified in the list of professional and specialized civil servant job positions in the field of planning and finance within administrative agencies and organizations, as regulated in Ministerial Circular No. 12/2022/MC-MOHA (amended and supplemented by Ministerial Circular No. 06/2024/MC-MOHA).
Previously, under Government’s Resolution No. 316/GR dated September 2025 of the regular Government meeting and the online conference between the Government and localities, the Government requested ministries, agencies, and localities, within their assigned functions, duties, and powers, to thoroughly grasp and strictly implement the Resolutions and Conclusions of the Politburo as well as the directives of the Government and the Prime Minister regarding the arrangement of administrative units and the implementation of the two-tier local government model; to promptly address difficulties, and to remedy inconsistencies, contradictions, and overlaps in relevant regulations related to the operation of the new administrative apparatus, especially at the grassroots level.
Provincial- and commune-level People’s Committees shall closely follow the guiding documents and orientations of the Steering Committee for the Arrangement and Reorganization of Administrative Units at all levels and for the construction of the two-tier local government model; the guiding documents of the Ministry of Home Affairs; and, based on specific and practical local conditions, arrange and assign officials, civil servants, and public employees appropriately, ensuring sufficient staffing at the grassroots level to effectively perform assigned functions and tasks, meeting the requirements of state management within their localities, and completing this process by October 2025.
(L&D) - In the context of accelerating administrative procedure reform and national digital transformation, on 15 November 2025, the Government issued Government Resolution No. 667/2025/GR on the reduction and simplification of administrative procedures based on the exploitation and use of data from national databases and sectoral databases. This is considered an important step toward reducing paperwork, cutting travel time, and improving the quality of services provided to citizens and enterprises.
(L&D) - The Task Force on Reducing Administrative Procedures in the Field of Notarization, Authentication, and Civil Status (Ministry of Justice) has proposed changing eight types of transactions from mandatory notarization and authentication to voluntary notarization and authentication, upon request.
(L&D) - The Government has proposed that, starting from 2026, citizens will receive free annual health check-ups at least once per year, based on priority groups and a phased roadmap. Budget allocations will be directed first toward priority groups, with an estimated annual cost of around VND 6,000 billion.

(L&D) - On the afternoon of 14 November, Deputy Minister of Justice Phan Chi Hieu chaired the Appraisal Council’s meeting on the draft Resolution amending and supplementing several articles of Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban administration and the pilot implementation of several specific mechanisms and policies for the development of Da Nang City (Resolution 136). Attending the meeting of the Appraisal Council was Vice Chairman of the Da Nang City People’s Committee Tran Chi Cuong.
(LND) – On the afternoon of November 12, Minister of Justice Nguyen Hai Ninh presided over a meeting of the Interdisciplinary Task Force on reviewing and streamlining administrative procedures (APs). The meeting was attended by Deputy Minister of Justice Nguyen Thanh Tinh; Deputy Minister of Public Security Nguyen Van Long; Deputy Minister of Home Affairs Nguyen Van Hoi; representatives of the leadership of various ministries and sectors, and several units under the Ministry of Justice.
